Goals 03. Comprehensive Plan: Update Public Content "In= A public hearing has been scheduled for the September 28,, 2017 Planning & Zoning Commission meeting to review the 2017 update to the Village of Mount Prospect's Comprehensive Plan. The P&Z hearing was properly noticed in the September 13 2017 edition of the Daily Herald newspaper. A copy of the draft document was available for public review both online via the project website and as printed copies at Village Hall. A The Comprehensive Plan is a guide for planning and development policy in the community and is generally updatelo' every ten years. Mount Prospect's Comprehensive Plan was last updated in 2007. The 2017 endeavor represents a comprehensive update to the Comprehensive Plan. The title for the 2017 update is ""Envision Mount Prospect - Planning our Future Together" (referred to as "the Plan"" from here on out). Plan Summary The Plan included a comprehensive community engagement process and ties in closely with the vision and goals of the Village's Strategic Plan. The Plan aims at addressing key issues, opportunities and trends today and those anticipated in the future. Six guiding principles form the framework of the Plan and jointly aim at achieving the vision developed for the community. Each guiding principle has a set of goals along with policies,, strategies,, and an action oriented implementation plan to achieve the goals. The Plan also includes a ""Future Growth and Opportunities Map"" and a ""Future Land Use Plan" that provides directio for where and how the community can accommodate growth and change in the future. Together with the implementation plan, the "Future Growth and Opportunities Map"" and the "Future Land Use Plan" will guide growth _i the Village in coordination with transportation and infrastructure decisions, and community facility and service need] Components of the Plan The Plan reflects the input received from the community throughout the planning process, and is organized into two parts and an Appendix. Part I includes a summary of the key ideas and findings identified through the existing conditions analysis and community engagement process. The guiding principles broadly cover six key topic areas that jointly aim at achieving the vision for the community and include: • The built environmen-1 • Mobility Community Health and safety * Resiliency * Economic vitality Part II of the Plan addresses the topic areas listed above individually. Each guiding principle is included in a separate chapter (Chapters 1 to 6) and includes a brief summary of what it addresses and how it relates to the Village"s Strategic Plan. It also includes goals, policies, and strategies that will support the implementation of the vision for the community. Chapter 7 describes the areas of future growth and opportunities in the Village, and includes the Future Land Use Plan! which guides future development decisions. An action oriented Implementation Plan is included in Chapter 8, which guides the Village departments to achieve the goals outlined in the Plan. The Appendix includes a summary of the Existing Conditions and Community Engagement that includes the community survey results. Community input received throughout the planning process is included in these summaries. Alternatives 1. To recommend adoption of Envision Mount Prospect, including the Future Land Use Map. 2. Action at discretion of Village Board. Staff Recommendation Staff recommends that the Planning & Zoning Commission make a recommendation to the Village Board to adopt Envision Mount Prospect, including the Future Land Use Map.
