The Petitioner
,, Vicktoria Jimenez, is proposing to locate a massage therapy establishment at 139-143 W. Prospect Avenue Suite
201 (the "Subject Property"). The request requires conditional use approval.
The Subject Property is located on the southeast corner of Prospect Avenue and Pine Street and contains a multi -tenant
commercial strip center with related improvements. The Subject Property is zoned B-5 Central Commercial. It is bordered by the
Union Pacific Railroad to the north, B-5 Central Commercial to the east, B-5 Central Commercial to the south, and B-5 Central
Commercial and R -A Single Family Residential to the west.
The business would occupy space on the second floor., above Mia's Cantina. The proposed hours of operation will be from 10 am -
6 prn Monday,, Wednesday, and Friday, and 10 am -4 pm,, Tuesday and Thursday. The business will be closed Saturday and
Sunday. There will only be one employee within the establishment. The employee is licensed through the Illinois Department of
Financial and Professional Regulation.
According to the Village Code,, parking is required for spaces in excess of 2,,500 square feet of floor area in the B-5 Central
Commercial District. The proposed business will consist of one (1) employee leasing 350 square feet of space,, with no
overlapping clients,, and will not require off-street parking. Public parking is available on both sides of Prospect Avenue, the norti
ends of S. Pine Street and S. Wille Street, and in public parking lots behind the strip center. i
Staff has not received any comment, written or otherwise, from the public voicing concern about the proposed
establishment.

Staff Recommendation
Staff finds that the proposal meets the conditional use standards and that granting such request would be in the be
interest of the Village. Staff recommends that the Planning & Zoning Commission make a motion to adopt staff's I
