ORDINANCE NO. 2300
AN ORDINANCE AMENDING ARTICLE V OF CHAPTER 24
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That Article V of Chapter 24 of the Municipal Code of
Mount Prospect of 1957, as amended, entitled "Public Gatherings", be
and the same is hereby further amended in its entirety, to provide
adequate regulations for large gatherings of persons, so that here-
after the said Article V of Chapter 24 shall be and read as follows:
"Section 24.501. Regulations. It shall be unlawful to hold,
manage, promote or conduct any meeting or entertainment of
any kind in the Village, other than school activities conducted
between the hours of 7:00 A.M. and 5:00 P.M. Monday througfl
Friday, in any premises other than a building or structure
constructed in full compliance with the ordinances and laws
of the Village of Mount Prospect pertaining thereto, and in
compliance with the provisions of this Article.
Section 24.502. Inspections. No such gathering of 1,500 persons
or more shall be held or presented in any premises unless such
premises have been examined by the Bureau of Fire Prevention
not more than three days before the date of such gathering and
found to be free from any fire hazard and found to be suitable
for the intended use. Tents or structures covered by canvas
or similar materials may be so used, if such canvas or other
material has been properly treated so as to be rendered fire
resisti ve and such structure is constructed in full compliance
with the laws of the Village of Hount Prospect.
Section 24.503. Exits. Adequate unobstructed exits shall be
provided in all buildings used for such purposes to permit
rapid egress of all persons attending. The National Fire
Prevention Association Building Exits Code shall apply to all
exits.
Section 24.504. Seats.
A. Any stand or rows of seats used in such premises shall be
so constructed as to be safe for the use desigf1ed, and
shall be sufficiently strong to carry the same weight and
stress as is required for the construction of the audi-
torium floors of theater buildings, not less than one
pound per square foot.
B. It shall be unlawful to admit to any such premises a
number of persons to exceed the number of actual seats
maintained for their accomodation. Seating shall comply
with the National Fire Prevention Association Building
Exit Code.
Section 24.505. Doors. All doors or gates or exits from
premises used for such purposes shall open outward and no
such exit shall be so constructed or locked that egress from
inside the premises is blocked.

Section 24.506. Uniformed Fire and Police Guard. Any firm,
person, or corporation conducting, promoting, calling for, or
managing any gathering in any premises shall provide the
following uniformed fire and police guards consisting of Mount
Prospect personnel, as determined by the Chief of the Fire Pre-
vention Bureau or his duly authorized representative.

Section 24.507. Notice. It shall be the duty of any firm,
person, or corporation conducting, promoting, calling for,
or managing any gathering in any premises as provided in the
first Section of this Article, to notify the Village Manager
of the date of such intended use at least seven (7) days
before such meeting is to take place. Upon such notice the
Bureau of Fire Prevent ion shall inspect the premises to
determine whether or not they comply w:tth the provisions
hereof. Any permit issued for any such gathering shall be
subject to the condition that this Article be fully complied
with.
Section 24.508. Penalty. .Any person, firm, or corporation
violating any prOvisions of this Article shall be fined not
less than twenty-five dollars nor more than five hundred
dollars for each offense; and a seperate offense shall be
deemed committed on each day during or on which a violation
occurs or continues."
SECTION TVIO: That this Ordinance shall be in full force and effect
from and after its passage, approval, and publication in the manner
provided by law.
