A variation to signage for the Subject Property, also known as 3401 S. Busse Road, as shown on plans created by Cornerstone Engineering,, dated April 16th, 2019,, subject to the condition listed in the staff report. Public Content Information The Petitioner ,, Amy Tesch, proposes to alter an existing legal nonconforming sign located at 3401 S. Busse Road (the "Subject Property"). A variation to the legal nonconforming sign provision is required. The Zoning Ordinance does not allow billboard signs of any type. The billboard sign located on the Subject Property was annexed into the Village in 1982 as part of a Planned Unit Development (PUD) in the I-1 Limited Industrial zoning district. The Illinois State Toll Highway Authority (ISHTA) recently raised the Interstate 90 barrier to mitigate noise from the interstate by approximately 18' height in feet, and 1700 feet in length. This barrier blocks the existing outdoor advertising billboard, operatevi by the Petitioner. The Petitioner proposes to raise the existing height of the billboard sign, and change the western facing sign from static to an electronic message center (EMC) sign. The proposed digital sign face is 100% of the total sign area. The total height is dependent on the digital sign approval. The Village would be reserved one rotating ten second spot within an eight advertiser rotation available in fifteen (15) one week periods (Monday through Sunday) in a calendar year. All Village messages would be rotated in this one spot. Within these weeks, the Village message would be displayed once every eighty (80) seconds, twenty-four (24) hours a day. Village staff believes the Petitioner's sign variation request complies with the sign variation standards and is supportive. The proposed advertising space offered from the Petitioner will be an added benefit to the Village's ongoing marketing and economic development campaign by showcasing Village related events on the billboard to the public. The current 1-90 barrier restricts the visual integrity of the billboard, and although the Village doesn't permit billboards in the sign code, the billboard was annexed into the Village and is an existing legal nonconforming sign. The Petitioner shall grant the Village one rotating ten second spot within an eight advertiser rotation available in fifteen (15) one week periods (Monday through Sunday) in a calendar year on the subject billboard. ffOTIVOTar, MTR Staff Recommendation Staff finds that the variation meets the sign variation standards as listed in the Zoning Ordinance and that granting such request would be in the best interest of the Village.
