Public Content Information The Petitioner, David and Susan Petkovich of Park View Montessori School, Inc., propose to locate a daycare center at 1000 - 1080 S. Elmhurst Drive, commonly known as Golf Plaza 11 Shopping Center (the "Subject Property"). The Subject property is located on the southwest corner of Golf Road and Elmhurst Road and is zoned B-3 Community Shopping. The Subject Property consists of a 148,613 square foot shopping center, of which 11,409 square feet is proposed to be developed as a daycare center. Current businesses located in the center include Hair Cuttery, Little Caesar's, Gamestop, Walgreen's, The Ball Factory, Crystal Palace, KD Market, and more. The Subject Property also includes two outlot buildings, which have Bank of America and Boston Market located on them. The proposed daycare center requires conditional use approval. The daycare center would occupy a currently vacant space located at the south end of the shopping center, which was formerly occupied by Alexian Brothers. The proposed hours of operation will be from 6:30 AM to 6:00 PM. The Petitioner states that the business will have 20 employees and the Department of Children and Family Services (DCFS) licensing capacity will be between 115 and 125 children. Park View Montessori has been providing care for children aged 6 weeks through 6 years in Mount Prospect since 1976. Drop off times will be spread out between 630 AM to 900 AM and pick up times will be between 300 PM and 6:00 PM. Dee's catering service will provide 2 - 3 snacks per day and lunch. The Village Code requires a total of 595 parking spaces be provided on site for the shopping center. The Petitioner is proposing to create 11 stalls behind the shopping center, bringing the total provided on the Subject Property to 597. The interior of the space will need to be modified to satisfy egress and life safety regulations. Several on-site exterior improvements will be made as part of this project. A trash enclosure will need to be relocated and 7 parking stalls will be removed to facilitate the installation of a playground on the south side of the building. Staff Recommendation Staff believes that the proposed daycare center meets the conditional use standards, subject to complying with the conditions listed, and that granting such request would be in the best interest of the Village. Based on these findings, staff recommends that the Planning and Zoning Commission adopt staff's findings in the staff report as the findings of the Planning and Zoning Commission and recommend approval of the proposed condonal use to allow for a daycare center.
