Information
The Petitioner, PCRK Group,, is proposing to purchase the Massage Envy located at 1052 Center Drive, also known as
the Subject ••- as a franchisee. The Subject ••- is located in • Shopping Center • Center Drive.
Randhurst Shopping Center is located • • Euclid Avenue, east • Elmhurst '•• • • Kensington '•.• and
west of the Boxwood multi -family development.
.•- •• requires that when new ownership occurs at a massage therapy establishment, the current license sha
be null and • Previous ownership did • have to •• through the Conditional Use process as the • was
already operating prior to the Village amending Chapters 11., 14,, and 23 to include provisions on Massage Therapy
Establishments in 2012. 1
The business would continue operating with 13 licensed massage therapists and 5 non -licensed massage therapists a
front desk staff and management. The establishment would also continue operating on current hours of
operation: Monday through Friday 9 AM -9 PM, Saturday 8 AM -6 PM, and Sunday 10 AM -6 PM. I
Staff has not received any comment, written or otherwise, from the public voicing concern about the proposed change
of ownership.
Alternatives
1. To approve a Conditional Use to operate a massage therapy establishment at 1052 Center Drive.
2. Action at discretion of the Planning and Zoning Commission.
Staff Recommendation
Staff finds that the proposal meets the conditional use standards and that granting such request would be in the be
interest of the Village. Staff recommends that the Planning & Zoning Commission make a motion to adopt staff's
findings as the findings of the Planning and Zoning Commission and recommend approval of the conditional use
request. I
