Recommended Action Award a one (1) year contract with an option for two one (1) year extensions for generator
maintenance and repair to the lowest bidder, Midwest Power Industry, Inc. in an amount not
to exceed $26,625.00 in 2019. Expenditures in 2020 will be at the contact rates, but limited
to funds appropriated in the 2020 budget.

Information
The Village owns and maintains eighteen (18) stationary generators that are installed to provide emergency, standby
electrical power in case of utility interruption. These generators are placed at key public buildings, all wastewater lift
stations, and at four (4) of the potable water booster pumping stations. These units range in size from 25kW to
750kW.
Maintenance of these units requires unique training and skills as well as specialized equipment such as a resistive load
bank tester. In addition, some units have exhaust emissions with sophisticated controls and monitoring hardware that
require specialized training and diagnostic equipment to maintain.
The contract being considered this year is a joint bid through the efforts of the Municipal Partnering Initiative (MPI).
MPI is a collective of Cook County, Lake County, and DuPage County municipalities that have successfully leveraged
bulk purchasing and workload sharing to reduce the cost of many municipal services. The bid is similarly structured to
the MPI bids that the Village has previously participated in. A request for bids was prepared by staff that would
provide a uniform standard of care for all the Village's stationary generators. The term of this bid is one (1) year with
the option of two one (1) year extensions beyond the termination date by mutual, written agreement.
This bid is administered by the Village of Mount Prospect. Seven (7) other municipalities are also participating in this
contract including the Villages of Bannockburn, Kenilworth, Buffalo Grove, Glenview, Lake Forest, Lincolnshire, and
Wilmette. This type of contract results in more favorable pricing for participating municipalities. Payment for the work
performed under this contract is made directly to the contractor. No liability is established between the Village of
Mount Prospect and the other participating agencies.

A Notice to Bidders was posted on Demandstar on June 24, 2019. Sealed bids were received on July 22, 2019. Two
(2) contractors submitted bids for this project. The two contractors bids were very close in total cost for the Village of
Mount Prospect. The lowest bidder was Midwest Power Industry with $26,625. Seiner Electric Company's bid was
$26,805.
Both bidders submitted a bid bond in the amount of 10% of the total bid as required in the bid proposal. All bids were
checked for their accuracy. All bidders correctly signed their bids, bid bonds, and each addendum. Below is a

Based on the bid review, Midwest Power Industry is a responsible bidder. The firm satisfies all bid qualifications and
requirements. All reference checks indicate the company has consistently performed work of this scale and scope with
acceptable results. Though the Village of Mount Prospect hasn't worked directly with Midwest Power Industry, they
have a proven work history with other municipalities and over 20 years experience working with generators.
Alternatives
1. Accept Municipal Partnering Initiative Joint Bid Results for Generator Maintenance and Repair.
2. Action at discretion of Village Board.
Staff Recommendation
Staff recommends accepting the results of the Municipal Partnering Initiative joint bid for Generator Maintenance and
Repair and award a one (1) year contract to Midwest Power Industry in an amount not to exceed $26,625 for the
biannual and annual maintenance schedule of 2019 and 2020. Sufficient funds exist in the current 2019 budget for
this project. Expenditures in 2019 will be at the contact rates, but not limited to funds appropriated in the 2020
budget.
