Information
This memorandum transmits a resolution authorizing the mayor to sign an intergovernmental agreement (IGA)with
the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC). The MWRDGC requires this IGA in order
to distribute grant funds to the Village for construction costs associated with stormwater improvements at Burning
Bush Trails Park.
In summary, the IGA establishes that the MWRDGC will reimburse the Village for up to $1,348,000.00 worth of
expenditures associated with the referenced stormwater improvements. For reference, a copy of the IGA is attached.
Initially, the Village applied for grants to fund both the proposed Burning Bush Trails Park and Aspen Trails Park
stormwater improvements. The Village's initial grant award was $2,000,000.00. The award stipulated a $750,000.00
allotment for Burning Bush Trails Park improvements with the balance of the award allocated to Aspen Trails Park
stormwater improvements.
Recently, the MWRDGC modified this award, increasing the Burning Bush Trails Park allocation to $1,348,000.00 and
eliminating the Aspen Trails Park portion. The MWRDGC modified the award because the proposed timeline for
construction at Aspen Trails Park (2021) was beyond the funding horizon for the agency's Phase II Stormwater Grant
Program. If the grant program is extended, staff will re -apply for grants to construct Aspen Trails Park stormwater
improvements.

Stormwater improvements at Burning Bush Trails Park are anticipated to be let for public bidding this fall with
construction to start before winter. Construction of stormwater improvements should be completed in spring 2020.
95% construction plans depicting the proposed improvements are attached.
Alternatives
1. Pass a resolution authorizing the mayor to sign an intergovernmental agreement with the MWRDGC.
2. Action at discretion of Village Board.

Staff recommends that the Village Board pass a resolution authorizing the mayor to sign an intergovernmental
agreement with the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) to utilize grant funds
($1,348,000.00) for construction of the Burning Bush Trails Park Stormwater Improvements.
