ordinance prohibiting parking at all times along the entire jurisdiction of Lakeview Court
(Section 18.2006).

Information
The Transportation Safety Commission transmits their recommendation to prohibit parking along Lakeview Court.
Lakeview Court is located in the Kensington Business Park. The Mount Prospect Ice Arena and two (2) other
commercial buildings are on the street. A combination baseball/soccer field is under construction adjacent to the ice
arena and will be ready for play this spring. The business owner of the ice arena has expressed concern that
emergency vehicles may have a difficult time accessing their property due to increased on -street parking. The new
field is expected to attract even more visitors potentially increasing on -street parking.
On -street parking along Lakeview Court was not evident prior to construction of the ice arena. Those that park on
Lakeview Court today are visitors to the ice arena and not associated with adjacent businesses. There are ample
parking spaces in the parking lots; however, some visitors to the ice arena are choosing to park on the street to either
avoid congestion in the lot, or because it is a short walk to the entrance. Continuing to allow on -street parking along
Lakeview Court may create vehicle congestion, affect emergency access, and impact pedestrian safety. The most
effective solution is to not permit on -street parking at any time. Prohibiting parking on Lakeview Court is also
consistent with the parking regulations on all of the other streets in the Kensington Business Park.
The issue was presented to the Transportation Safety Commission at their February 10, 2020, meeting. There was no
one in the audience to speak on the issue. The Commission supported the parking prohibition to enhance safety and
maintain traffic flow.
By a vote of 8-0, the Transportation Safety Commission recommends approving the following for ordinance:
1. Prohibit parking at all times along the entire jurisdiction of Lakeview Court (Section 18.2006).

meeting of the Transportation Safety Commission held on November 11, 2019. The minutes were
approved by a vote of 7-0 with Battalion Chief Uidl abstaining.

A. Lakeview Court Parking Study
1) Background
Current Traffic Regulations
1. On -street parking is permitted during the day along both sides of Lakeview Court.
2. Parking is prohibited between 2:OOAM and 6:OOAM on all Village streets.
3. The speed limit on Lakeview Court is 25 mph.
4. The intersection of Lakeview Court and Feehanville Drive is controlled with STOP signs in all
directions.
5. Business Center Drive, Feehanville Drive, and Wheeling Road, the primary streets in the
Kensington Business Park, prohibit parking at all times.
6. The four other cul-de-sacs in the Kensington Business Park prohibit parking at all times.
Current Layout
1. Lakeview Court is approximately 33' wide (back -of -curb to back -of -curb).
2. Lakeview Court from Feehanville Drive to the cul-de-sac is approximately 375' in length.
3. The cul-de-sac has an approximate 60' radius.
4. The Mount Prospect Ice Arena, 1501 Feehanville Drive, has approximately 400 parking spaces.
5. The property at 431 Lakeview Court, owned by the same owner of 1501 Feehanville Drive, has
approximately 350 parking spaces.
6. The property at 1601 Feehanville Drive has approximately 220 parking spaces.
7. There is only public sidewalk along the east side of Lakeview Court.
8. There is not clear signage or pavement markings directing vehicles in a counter -clockwise pattern
around the cul-de-sac.
Current Traffic Conditions
1. Staff observed vehicles parked on the west side of Lakeview Court in front of the Mount Prospect
Ice Arena during the weekday. The parking lot east of the building was full but there were
available spaces north and south of the building.
2. Feedback from the owner of the ice arena indicates vehicles park on both sides of Lakeview Court
and in the cul-de-sac during peak times on the weekend. There are still available spaces in the
parking lot.
3. A combination baseball/soccer field is under construction south of the ice arena. It is anticipated
it will be completed this spring and lead to an increase in traffic and parking on the street.
Concerns
1. With vehicles parked on both sides of Lakeview Court, it can be difficult to maintain two-way
traffic. Vehicles must wait for oncoming vehicles to pass between parked vehicles before
proceeding.
2. Vehicles parked in the cul-de-sac can make it difficult for trucks and other longer vehicles to
navigate around the cul-de-sac.
3. The business owner of the ice arena has expressed concern emergency vehicles may have a
difficult time accessing their property.
4. Snow plow trucks would have a difficult time clearing the street with vehicles parked on the street.

5. Most visitors to the ice arena are children and teenagers. The baseball/soccer field will attract
even more kids to the area. There is no public sidewalk along the west side of Lakeview Court or
private sidewalk from the street to the ice arena. There is a grass berm between the street and
ice arena parking lot. With snow cover, it can be difficult to make this walk. A second option for
visitors is to walk in the street to the driveway, in conflict with vehicles.
6. There appears to be ample off-street parking for adjacent businesses including visitors to the ice
arena. Visitors appear to be parking on Lakeview Court out of convenience rather than need.
7. Staff observed vehicles exiting the ice arena traveling the wrong direction around the cul-de-sac.
A similar situation existed on Slawin Court in 2018 that was resolved with pavement markings and
signage.
2) Business Survey
As part of the study, surveys were sent to the business properties that front Lakeview Court to solicit
their input on this issue. One survey representing two of the three buildings, including the ice arena,
was returned. It suggested permitting weekday evening and weekend parking along the west side of
Lakeview Court in front of the ice arena. It suggested prohibiting parking at all times along the east
side of Lakeview Court and in the cul-de-sac.
3) Recommendation
On -street parking along Lakeview Court was not evident prior to construction of the ice arena. Those
that park on Lakeview Court today are visitors to the ice arena and not associated with adjacent
businesses. There are ample parking spaces in the lots; however, some visitors to the ice arena are
choosing to park on the street to either avoid congestion in the lot or because it is a short walk to the
entrance. It is anticipated traffic in the area and on -street parking will increase this spring with
completion of the baseball/soccer field.
Continuing to allow on -street parking along Lakeview Court may create vehicle congestion, affect
emergency access, and impact pedestrian safety. The most effective solution is to not permit on -
street parking at any time. There is ample off-street parking; therefore, not a need for on -street
parking. Further, there is not a sidewalk system that can safely provide access from the street to the
ice arena entrance or baseball/soccer field. Prohibiting parking on Lakeview Court is also consistent
with the parking regulations on all of the other streets in the Kensington Business Park.
The Engineering Division recommends to prohibit parking on both sides of Lakeview Court at all times.
If, in the future, it is evident that the demand for parking exceeds the number of off-street parking
spaces, the Engineering Division is willing to revisit the issue. Allowing parking along the west side of
Lakeview Court in front of the ice arena could provide 16-18 spaces. However, it would be important
to consider installing sidewalk should on -street parking be permitted in the future.
The Engineering Division will develop plans to install pavement markings and signage to direct
motorists around the cul-de-sac correctly. This work will be accomplished this summer as part of the
street resurfacing program.
4) Discussion
Traffic Engineer Lawrie provided a brief presentation on the issue. He summarized the existing traffic
conditions and communicated Staff's recommended parking restriction for Lakeview Court.
Commissioner Prosperi asked if Staff analyzed the turning path of trucks around the cul-de-sac should
parking be allowed on the street. Traffic Engineer Lawrie said no. Commissioner Prosperi doesn't

support parking in the cul-de-sac but suggested the turning path of trucks be analyzed if on -street
parking is considered in the future. Battalion Chief Uidl said it would be difficult for emergency
vehicles to travel around the cul-de-sac with vehicles parked on the street.
Commissioner Keane said there appears to be a lot of off-street parking in the lots adjacent to the
street and doesn't see the need for on -street parking. There was consensus from the Commission.
He made a recommendation to prohibit parking along Lakeview Court as presented by Traffic Engineer
Lawrie.
The motion was seconded by Commissioner Prosperi.
The motion was approved by a vote of 8-0.
B. UPDATE ON VARIOUS TRANSPORTATION PROJECTS
Traffic Engineer Lawrie presented the status of the following transportation projects in the Village:
• 2020 Village Street Resurfacing Program
• Northwest Highway Resurfacing Project (IDOT)
9 Euclid Avenue Resurfacing Project (County)
9 Northwest Highway -Mount Prospect Road -Prospect Avenue Intersection Project (IDOT)
• Forest Avenue Traffic Calming Project
� Central -Emerson Crosswalk Project
• Main -Busse Crosswalk Project
• 2020 Village Sidewalk Program
• Downtown Pedestrian Signal Project
• Dempster-Linneman Pedestrian Signal Project
• Rand -Central -Mount Prospect Intersection Project
• Rand -83 -Kensington Intersection Project
There was general discussion on each of the projects. No formal action was necessary or taken.
Chairman Kuehlthau is supportive of bike infrastructure (crosswalks, pedestrian/bike gates, bike
lanes) as part of IDOT's Northwest Highway -Mount Prospect Road -Prospect Avenue Intersection
Project.
Commissioner DeAragon is supportive of the County's Euclid Avenue Resurfacing Project. She noted
the need to replace/improve the sidewalk ramps at Euclid Avenue & Wolf Road as part of the project.
She would also like to see a sidewalk connection along Wolf Road to the Metra Train Station in
Prospect Heights and crosswalks across River Road and Euclid Avenue to the forest preserve bike trail.
Commissioner Keane inquired as to the status of the Burning Bush Trails Park Drainage Improvements
Project. Traffic Engineer Lawrie explained the scope of the project to the Commission and the
schedule. He also mentioned the Village's work to construct a similar project at Aspen Trails Park in
the future.
COMMISSION ISSUES
Officer Angarola expressed concern with the intersection of Busse Road & Algonquin Road. He said it can
be difficult to turn left from southbound Busse Road onto eastbound Algonquin Road because of the skew
in the road. He asked if the traffic signals can be changed such that motorists can only turn left with a

green arrow. Traffic Engineer Lawrie said the traffic signals are owned by IDOT and ultimately it would be
their decision. He suggested reviewing crash reports for the intersection to determine if there is a pattern
of crashes and pass the information onto IDOT for their review. Officer Angarola said he would compile
crash reports for the past five years and pass them along to Traffic Engineer Lawrie.

p.m. upon the motion of Commissioner Keane. Battalion Chief Uidl seconded the motion.
