AN ORDINANCE AMENDING ARTICLE XIII ENTITLED
"PROPERTY MAINTENANCE CODE" OF CHAPTER 21
OF THE VILLAGE CODE OF MOUNT PROSPECT
WHEREAS, in order to promote a crime-free environment for multi-family units in the
Village, the corporate authorities of the Village of Mount Prospect have determined that
a program should be established in an effort to encourage and assist owners and/or
property managers to achieve this goal; and
WHEREAS, the Village of Mount Prospect has designed a program intended to offer a
variety of incentives for owners and/or property managers to achieve a crime free
neighborhood; and
WHEREAS, the implementation of a Crime-Free Housing Program will benefit the
residents, the property owners and the entire Village.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS;
SECTION ONE: That Section 21.1308 entitled "Exceptions to Enforcement Fee" of
Article XVlII, entitled "Property Maintenance Code," of Chapter 21 (Building Code) of
the Village Code of Mount Prospect, as amended, is hereby further amended by adding
thereto paragraph C; so that hereafter said Section 21.1308 shall include the following:
"O. Notwithstanding the other provisions of this Section, the enforcement fee may be
waived as to an owner for one time only during that owner's ownership of multi-
family residential property within the Village under the following circumstances.
1. If the owner's total accrued enforcement fee is less than six hundred
dollars ($600.00), such fee may be waived if the owner:
a. attends and completes the Crime-Free Housing Seminar as offered
by the Village, including the payment of a registration fee to cover
the cost of materials, and
b. further agrees to submit to a security survey by the Police
Department; or
2. If the owner's total accrued enforcement fee is six hundred dollars -~
($600.00) or more, but not more than one thousand five hundred dollars
($1,500.00), such fee may be waived if the owner:
a. attends and completes the Crime-Free Housing Seminar as offered
by the Village including the payment of a registration fee to cover
the cost of materials; and
b. agrees to obtain a Security Certificate from the Village, which
certification will include, but not be limited to, a security survey by
the Police Department, and implementation of any security
recommendations within a period prescribed by the Village; or
3. If the owner's total accrued enforcement fee is in excess of one thousand
five hundred dollars ($1,500.00), one thousand five hundred dollars
($1,500.00) of such fee may be waived under the same conditions
prescribed in the subsection C.2 of this Section, provided that any amount
in excess of the one thousand five hundred dollars ($1,500.00) is paid
upon application of the owner for the waiver."
SECTION TVVO: That this Ordinance shall be in full force and effect from and after
its passage, approval and publication in pamphlet form in the manner provided by law.
