Information
The Petitioner, Park View Montessori, is seeking a conditional use to allow a daycare center at 1601 Feehanville Drive
(the "Subject Property"). The Petitioner has been operating a daycare center with a montessori school curriculum in
the Village of Mount Prospect since 1976. They operate out of 805 Burning Bush Lane, which is owned by the River
Trails School District, and need to move because the River Trails School District is planning to reuse the space
currently occupied by Park View Montessori. The proposed new location for the daycare is 1601 Feehanville Drive,
which is zoned I-1 Limited Industrial and has a multi -tenant industrial building at the southeast corner of Business
Center Drive and Feehanville Drive. The daycare requires conditional use approval to operate in the I-1 District.
On May 7, 2019, the Petitioner received conditional use approval to operate a daycare in a space within the shopping
center known as Golf Plaza II, located at 1000-1080 S. Elmhurst Road (Ordinance No. 6454), but is no longer moving
forward with that location and is pursuing to locate at the subject property. The new location will better meet the
needs of the daycare center.
The Petitioner is proposing to operate a daycare center out of an existing office space at the Subject Property. The
daycare would operate Monday through Friday between the hours of 6:30 AM - 6:00 PM. The proposed service is
designed for children aged 6 weeks through 6 years old. Drop off times are planned for 6:30 AM - 9:00 AM, and pick
up times are planned between 3:00 PM and 6:00 PM. The Petitioner plans to provide 20 staff members and care for
up to 125 children at one time. The proposal includes an outdoor playground area along Feehanville Drive.
The Village Code requires parking based on land use. The proposed daycare will require 1 space per every 10 licensed
capacity slots and 1 space for each employee, and will bring the overall parking requirement for the multi -tenant
building to 188 parking stalls. The subject property will exceed the required parking by providing 231 parking stalls.
Of the 231 stalls provided, 8 would be reserved for daycare drop off and pick up. Six existing stalls are to be removed
in order to accommodate the proposed outdoor playground area at the northeast corner of the Subject Property. The
table below provides a parking analysis.

Village Staff believes that the Petitioner's conditional use request complies with the conditional use standards and is
supportive of the request. Other departments reviewed the Petitioner's proposal and did not object to the use, subject
to the fire safety concerns being addressed before occupancy is granted. The proposed use will not be a detriment or
endanger the welfare of the general public. Conditional uses have been granted for similar businesses in the
immediate area including Search Development School at 625 Slawin Court, The Gymnastics Shop at 600 N. Wheeling
Road, Lakeshore Academy at 520 Business Center Drive, and MedTec Healthcare at 411 Business Center Drive. The
proposed use complies with the Comprehensive Plan and furthers services available to workers in the business park.
Staff received a few phone calls from workers in the Kensington Business Center area asking for information on the
request. No one spoke negatively of the conditional use request. Staff recommends that the Village Board approve the
conditional use request for a daycare center located at 1601 Feehanville Drive.
PZ Recommendation
The Planning and Zoning Commission voted unanimously to recommend approval of the conditional use request by a
vote of 6-0 at the public hearing on December 12, 2019.
The Petitioner submitted a request to waive the second reading (see attached waiver request), and asks for the Board
to take final action at the January 7, 2019 meeting.
Alternatives
1. To adopt an ordinance for a conditional use for a daycare center located at 1601 Feehanville Drive, subject to the
conditions in the attached ordinance.
2. Action at discretion of Village Board.
