Public Content Information The Police Department is seeking to purchase a License Plate Recognition (LPR) system for use within the Village. The department will equip two (2) vehicles with LPR units. The first unit will be mounted on a marked police squad car, utilized for both law enforcement and parking enforcement purposes. The law enforcement purposes are locating stolen vehicles, wanted subject vehicle identification and other investigative tasks. The second unit, mounted on a marked parking enforcement vehicle, will be solely used for parking enforcement duties. These duties will include: Permit parking enforcement, Metra lot enforcement, and time -zone enforcement (e.g. 2 hour parking). The time -zone enforcement, known as "digital chalking," will enable the Police Department to record the GPS location of parked vehicles without physically chalking tires, and then alert the parking enforcement officer when it records a vehicle parked beyond the allowed time limit. Due to litigation involving other communities, the Police Department has discontinued physically chalking tires. Vigilant LPR system will provide a solution to this issue, allowing the Police Department to enforce time -zoned parking areas within the village. Research Findings In researching LPR systems, the most common systems used in the area are provided by Vigilant Solutions and Genetec. Based on the operational needs of the Mount Prospect Police Department, the Vigilant Solutions License Plate Recognition (LPR) system appears to be the system best suited to meet those needs. The Vigilant Solutions LPR system provides both parking enforcement as well as criminal investigation capabilities in a simple to use system. The benefits of the law enforcement system are: A "Hot List" will be uploaded into the system that will identify stolen or wanted vehicles as license plates are scanned throughout the community. https://go.boarddocs.com/iI/vomp/Board.nsf/Private 1/3 3/20/2020 BoardDocs® Pro Vehicle location data is available from LPR systems throughout the country, allowing access to data collected from over 2000 law enforcement agencies and thousands of commercial databases. • Intelligent data analytics allow for investigators to search for vehicles by entering make, model and/or year of a suspect's vehicle in order to develop investigative leads. The benefits of the parking system are: • Digital Chalking: Replaces the system of manually chalking a tire with GPS tracking and photographic evidence of the vehicle remaining beyond the posted time limit for timed parking. • Village Parking Permit Checks: After uploading a current parking permit list from the Village, any unauthorized vehicles parked in a "Permit Only" location will be identified as parking enforcement officers drive past, allowing these vehicles to be cited accordingly. • Metra Lot Payment Violations: Pending the software integration with the Metra Lot pay stations, commuters' license plates will be provided in the pay portals and/or the payment apps, and the parking enforcement officers will be enabled to drive through the parking lots and identify any non -paid vehicles quickly and efficiently. • Scofflaw Detection: After uploading a list of vehicles with unpaid parking citations, alerts are generated once an offending vehicle is located allowing for the Village's boot list process to occur. System Cost The total cost of the Vigilant Solutions System, which includes all required hardware, software, training, data access, and related support is $46,779.00. Funds are available for this purchase from the Police Department Capital Investment Software Account #: 020.60.90.00.0.707.561.010. Single Source Vendor Justification The options and features available with the Vigilant Solutions LPR system make them the best choice for the department's LPR needs. Research into the Genetec System indicated a base line cost ($51,362.45 without the quoted Panasonic Toughbooks) higher than the Vigilant Solutions System. Additionally, the Genetec System fell short in regard to criminal investigative software capabilities, commercial database access and ease of operation. Vigilant Solutions is the sole source provider for their license plate recognition (LPR) data sharing initiative that consists of over 8 billion license plate scans that the Department can use for investigative purposes, furthering the detection of criminal activity and public safety for the Mount Prospect community. In reviewing the parking enforcement side of the program, representatives from Vigilant Solutions came to Mount Prospect and demonstrated the software in our downtown business district for staff to see how it works in our environment. Vigilant representatives were able to quickly set up timed parking areas within the downtown area and run timed parking checks within minutes. The ease of setting up these time zones and using the system greatly impressed staff. Staff also visited a neighboring agency using the Genetec System and did not find that system as easy to use as the Vigilant System. Alternatives 1. Accept the proposal from Vigilant Solutions to purchase a License Plate Recognition System at a cost not to exceed $46,779.00. 2. Action at the discretion of the Village Board. Staff Recommendation Considering the factors listed above, the Vigilant Solutions LPR system is the best suited system for the Mount Prospect Police Department. The staff recommends the purchase of two (2) LPR systems from Vigilant Solutions for an amount not to exceed $46,779.00.
