PROCLAMATION
"NATIONAL FLAG DAY"
JUNE 14, 2006
WHEREAS, by Act of Congress of the Un ited States dated June 14,1777, thefirst
official Flag of the United States was adopted; and
WHEREAS, by Act of Congress dated August 3, 1949, June 14th of each year was
designated "NATIONAL FLAG DAY"; and
WHEREAS, Congress has requested the President to issue annually a
proclamation designating the week in which June 14th occurs as "NATIONAL
FLAG WEEK"; and
WHEREAS, on December 8, 1982, the National Flag Day Foundation was
chartered to conduct educational programs and to encourage all Americans to
PAUSE FOR THE PLEDGE OF ALLEGIANCE as part of the celebration of
National Flag Day throughout the nation; and
WHEREAS, Flag Day celebrates our nation's symbol of unity, a democracy in a
republic, and stands for our country's devotion to freedom, and to equal rights for
all.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount Prospect,
do hereby proclaim Wednesday, June 14,2006 as
"NATIONAL FLAG DAY"
in the Village of Mount Prospect and I urge all citizens of Illinois to join fellow
citizens across this nation as they pause at 6:00 p.m. Central Standard Time on
June 14, for the 2ih annual NATIONAL PAUSE FOR THE PLEDGE OF
ALLEGIANCE TO THE FLAG, andjoin all Americans in reciting the Pledge of
Allegiance to the Flag of the United States of America.

"ACKNOWLEDGING THE TWENTIETH ANNIVERSARY OF
GOVERNMENT ACCESS TELEVISION IN MOUNT PROSPECT"
WHEREAS, 2006 marks the Twentieth Anniversary of the Village of Mount
Prospect's Government Access Television operation; and
WHEREAS, Mount Prospect Government Television provides the residents of
the Village with information on programs and activities provided by their Village
government, the Mount Prospect Public Library, the Mt. Prospect Park District,
the River Trails Park District and School District 59; and
WHEREAS, Cable television subscribers in the Village are able to view live
Village Board, Committee of the Whole and Planning and Zoning Commission
meetings; and
WHEREAS, Mount Prospect Government Television produces regular
informational programming such "Crime Line," Talk of the Town," "Library
Lift, " "Inside the Park" and Focus on 59, " to keep Village residents informed of
Village programs, services, community events and activities; and
WHEREAS, Mount Prospect Government Television has been nationally
recognized as a leader in the development and implementation of government
access television programming.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount
Prospect, do hereby proclaim 2006 as the Twentieth Anniversary year of
Government Access Television in Mount Prospect and commend itfor the years of
service to the community, the vital services it performs and the exemplary
dedication of the Television Services Division staff and Community Assistant
volunteers.

UNATIONAL GARDEN WEEK"
JUNE 4-10,2006
WHEREAS, the Garden Club of Mount Prospect, as a member of the Garden
Club of Illinois, in cooperation with the National Garden Clubs, Inc., is
promoting National Garden Week in Illinois; and
WHEREAS, Garden Week involves setting aside a special week to strengthen
communities by encouraging citizens of all ages to work toward common goals;
and
WHEREAS, among Garden Week activities are educational programs,
environmental cleanups, community beautification, flower shows, garden walks,
youth activities and workshops; and
WHEREAS, the Garden Clubs, Inc. of Illinois is a non-profit organization with
more than 9,650 members and 200 clubs throughout Illinois; and
WHEREAS, the members are concerned citizens willing to devote their time
and talents to the conservation, preservation and beautification of our state's
national treasures and to expand and share our knowledge for the betterment of
the environment.

SUBJECT:
Attached to this memorandum is the Economic Development Commission's (EDC) Annual Report for
2005. This report details the EDC's efforts in 2005 and provides its goals for 2006. In addition, the
Report provides details on economic activity throughout the Village in the industrial, retail and
residential sectors.
The EDC will present a summary of this Report at the June 6th Village Board meeting. Chairman David
Lindgren will make the presentation and members of the Commission will be present to answer any
questions related to their past and current efforts.
Please forward this memorandum and attachments to the Village Board for their review and
consideration at their June 6th meeting. Staff will be present to answer any questions related to this
matter.

The Village Board adopted Ordinance No. 4469, September 15, 1992, creating the Economic
Development Commission. The seven-member advisory commission was structured in such a way
that the members were to be chosen from owners, executive officers of businesses and corporations
located in the Village or residents with expertise in business development. Mayor Irvana Wilks and
Chamber of Commerce Executive Director Jim Uszler also regularly attend meetings.
The Economic Development Commission was established to encourage and facilitate economic
growth throughout the Village. The Commission functions as advisor to the Village Board on the
following economic development goals and objectives:
1. Develop a local economic development action plan.
2. Prepare appropriate economic developmental promotional materials.
3. Evaluate and select promotional opportunities for local business development efforts.
4. Target specific companies or industries for business attraction efforts.
5. Participate in the Business Visitation Program and evaluate findings of program progress.
6. Develop standards for use in evaluating economic impact of new or expanding businesses or
business relocations.
7. Identify areas of joint interest for projects with the Mount Prospect Chamber.
8. Recommend and evaluate legislative action of the Village Board whose purpose would be
the assurance of the health of the Mount Prospect business community.
This Annual Report submitted to the Village President and Board of Trustees focuses on the actions
of the Economic Development Commission and economic activity during the year. Per Village
code, this report discusses:
1. Business development in the Village within the past twelve (12) months.
2. Current general business climate within Mount Prospect.
3. Specific activities of the Economic Development Commission within the past twelve (12)
months.
4. Economic prospects and trends for the Village. (as confidentiality would allow)

5. Recommendation of measures with respect to economic development that should be
considered by the corporate authorities in the following twelve (12) months.
Opportunity
Mount Prospect presents a number of unique and rewarding opportunities in a variety of industries.
The Kensington Business Center is home to regional and national headquarters for pharmaceutical
research companies, manufacturers, and an Illinois Institute of Technology campus and has proven
to be very attractive to national and international companies. The Lake Center Corporate Park
provides balance to the local economy with opportunities for expansion and additional corporate
branches. The retail base of Mount Prospect ranges from local stores in the heart of the Village to
extensive commercial corridors with a range of retail opportunities from automotive retail to major
regional shopping serving a wider consumer base outside the Village.
Commercial Construction for the year 2005
The Building Department issued 115 permits for commercial improvements valued at $15.1 Million,
nearly double the $7.7 million in improvements from 2004. Notable projects include completion of
the Buffalo Wild Wings; the Phillips 66 project at 2 E. Rand Rd, relocation and expansion of
Applebee's; Staple's Office Supplies; Bed, Bath & Beyond moving into the former Circuit City
location; and Steve and Barry's University Sportswear moving into the former Old Navy location at
Randhurst Mall.

Retail Shopping
The retail community of Mount Prospect remains sound as evidenced by the rapid pace at which key
retail parcels were redeveloped: Circuit City, CVS, and Dominick's. The EDC has continued to
support staff in its efforts in filling remaining vacancies.
After 2001, when Randhurst Shopping Center saw the closing of J.c. Penney, Montgomery Wards,
and 2005 when Old Navy and Circuit City closed, a new Randhurst has evolved. By the end of 2005
all anchor slots have been fIled with Costco, Steve & Barry's and Bed Bath and Beyond joining

Carson Pirie Scott. As its' name suggests, Bed, Bath and Beyond sells a full range of household
accessories and gifts. Steve and Barry's, one of the hottest new national retailers, sells university
apparel and accessories. Both of these stores will be valuable additions to the Shopping Center. In
addition, Applebee's opened a new restaurant location immediately south of its former site and
offers expanded indoor and outdoor dining opportunities. Buffalo Wild Wings, a popular grill and
bar also opened in one of the oudying lots of the Shopping Center east of the AMC movie theater.
Other shopping centers around Mount Prospect have experienced changes and new development
this year. Under new management, Mount Prospect Plaza, located at Rand and Central Road, saw
the opening of Staples, Sally Beauty Supply, and Subway; we end the year knowing Dominick's is to
close and that Garden Fresh Market will open within that space. Mount Prospect Commons,
located at the northwest comer of Golf and Busse roads, underwent a major fa<;ade improvement in
2005 and became home to the Spice Rack Gourmet Kitchen and ShapeXpress.
Commercial Corridors
The commercial corridors in Mount Prospect are also experiencing new business developments.
Although CVS pharmacy, located at Route 83 and Kensington, closed this year, Murray's Discount
Auto Part Store is set to open in its place in early 2006. Other new businesses that have opened up
on Rand Road include Cingular Wireless, Parkway Bank, and Total Lifestyle and Fitness, Inc., a
weight loss and fitness center. Businesses on Rand Road, including Dr. Oztekin's Dental Office,
have expanded or rehabbed their facilities this year. Along Northwest Highway several new
personal service businesses opened including Clock Tower Cleaners, Senco Inc., a computer
consulting and training business, Personal Mortgage Group, LLC, and Progressive Reality. Lasdy,
the Algonquin Road corridor is experiencing renewed growth: a new shopping center development
located near the intersection of Algonquin and Busse Road is currently under Village review. Several
new businesses have also opened up on Algonquin Road including US Cellular, Magnum Insurance
Agency, and Juarez Fashions, a clothing apparel store.
Kensington Business Center
Although many spaces remain vacant, several unique and interesting tenants are coming into
Kensington Business Center. Zoning cases this year reflect that a different variety of businesses are
being attracted to Kensington Business Center including a gymnastics school, a cosmetology school,
a school uniform company with a retail showroom, and the Indian Engineering Center. C-Line and
Braun Manufacturing, both located in Kensington Business Center received Class 6B classification
extensions last year.
In September, the Village's Economic Development Commission, Enterprize Cook County and
Commonwealth Edison, met with 25 businesses in Kensington Business Center to hear about issues
and concerns that they had operating in Mount Prospect. Businesses in Kensington think that the
police and fire departments are very responsive and the business center is at an excellent location
with convenient access to O'Hare airport and major regional transportation routes. Businesses also
expressed that the 1) increase in vacancies is noticeable, 2) there is a lack of affordable housing in
the area for workers, 3) tax rates are high, and 4) there is heavy traffic congestion when approaching
the business center. GW A YO, National Association of Board of Pharmacy, Fisher Clinical Services,
Festo, and Northfield Laboratories, all have plans for expansion in the next three years. More visits
are scheduled for the beginning of 2006.

Five properties in Kensington were also sold in 2005 for $37,115,000, from which $113,895 was
collected in transfer tax revenue.
Industrial Corridors
Earlier in 2005, as part of court ordered bankruptcy procedures, United Airlines offered for sale 27
acres of property at the Northeast corner of Algonquin and Linneman Roads. The Village is in
discussions with Opus North for the development of the property. The proposed industrial land
includes two 200,000+ sq. ft. warehouse buildings. The annexation agreement and development
plan are currendy under Village review.
Downtown Mount Prospect
Downtown has also benefited from the opening of local food retailers and continued private and
public projects improving the look and economy of downtown Mount Prospect. Le Peep
Restaurant and Colonial Dental are new businesses that opened in downtown. Bookscout & Trader,
a used bookstore downtown, will be celebrating its one year anniversary in 2006. Rehabilitating their
building and installing new landscaping, Fannie May also reopened its downtown storefront at the
southeast corner of Main Street and Prospect Avenue.
In 2005, Downtown also saw the start of several new redevelopment projects. Construction began
for the mixed-use "Emerson" project that will be located on the former Village Hall site. This 5-
story mixed-use building will be home to several new retail establishments and 52 residential
condominium units. This project is scheduled for completion in summer 2006. The fmal plans
were approved for the Founders Row residential project that will be located on the southeast corner
of Busse Road and Central Road, direcdy across from the Library. Norwood Builders will construct
14 luxury rowhomes on this 2-acre parcel. Homes are scheduled to be ready for occupancy by
summer 2007.
In April the Village applied for a 13-year extension for the Downtown TIF district that was set to
expire in 2008. The Village is currendy pursuing an amendment to the Downtown Redevelopment
Plan and the expansion of the TIF District to include Central Plaza, located at Route 83/Main Street
and Central Road, and the Chase Bank building, located at Emerson Street and Busse Avenue.
The Mount Prospect Downtown Merchants Association (MPDMA) had a successful year. The
MPDMA coordinated three community events this year including the Art and Fitness Walk,
Summer Car Shows and the Fall Festival. The MPDMA is currendy working on a Business
Directory that will be issued in 2006.
Building Activity and Residential Development
The building division in the Community Development Department has had another busy year.
While not an inclusive description of all activity for the year, the largest projects are highlighted by
project type: commercial, single family housing, and multi-family housing.

- National trends indicate the economy is on a transition towards a slower and more sustainable
growth. Released monthly, the Chicago Business Activity Index (CBAI) is like the GDP in that it
measures total economic production in the six county Chicago region. The December report, citing
economic data through October 2005, predicts that the Chicago area economy will continue to grow
in 2006. The national economy and regional economy are also expected to continue on an

New Single Family Residence for the year 2005
The number of permits issued for New Single-Family Homes nearly doubled this year. 37 permits
were issued in 2005, compared to 20 in 2004. This count of 37 includes 6 permits that have been
issued in the Celtic Glen subdivision. Also of significance, the Building Department issued permits
for just over $14 million in single-family home additions and improvements.
New Multi-Family Residence for the year 2005
The Building Department issued two (2) permits for new construction multi-family housing. One
permit went to Discovery Homes for construction of twenty (20) Townhomes (Single-Family
Attached) at Stonegate Manor, the other permit was issued to Norwood Builders for construction of
52 traditional condominiums at 100 South Emerson. The foundation permits have been issued to

Norwood for the construction of the fourteen (14) Founders Row Rowhomes. Construction on
this project will begin in early 2006.
Condominium Conversions for the year 2005
The Building Department issued permits for two (2) major condominium conversions in 2005. The
valuations for these projects are captured in "Multi-Family Alterations" as indicated in the table on
Page 1. Dover Park began a conversion with 16 buildings consisting of 168 units and the 12 Oaks
project with 10 buildings consisting of 60 units. The Certificates of Occupancy have been issued for
all units at 12 Oaks, while the Dover Park project is still in progress.

Cooperation
The EDC made a strong effort to stay in regular communication with businesses in the Village in
2005, by attending the monthly MPDMA meetings and participating in the Kensington Business
Center retention visits. Additionally, a stronger marketing program puts the Village at an advantage
for companies begin to become familiar with the Village and its economic benefits.
Business Development Materials
The Village furthered its marketing efforts last year in an attempt to attract new and diverse
businesses to Mount Prospect. A community profile and demographic package was put together by
the Community Development Department for prospective businesses. Staff also attended events
coordinated by the International Council of Shopping Centers, including their annual conference in
Las Vegas and local seminars held throughout the Chicago Metropolitan area.
In 2005 Staff created a database that lists all available industrial, office, and retail space for sale or
lease in Mount Prospect. This list can be accessed through the Illinois Department of Commerce
and Economic Opportunity website. The web site uses the Location One Information System as a
tool for conducting searches for available commercial and industrial sites and building locations
throughout Illinois. Staff also updated the Village of Mount Prospect website to include new
content on the downtown TIF and in the first quarter of 2006 the website will have a new economic
development section.

The Community Development Department is pursuing hiring a retail recruitment specialist, Kathy
Maloney, to attract locally owned "mom and pop" stores in the region to the downtown. Ms.
Maloney has proven experience with the City of Ehnhurst where she has worked collaboratively
with staff and the Merchant Association in successfully supplementing their efforts. She's had a role
in filling 50,000 SF of new retail, which has established downtown Elmhurst as a destination for
shopping, dining and entertaining family and friends. This has been accomplished by systematic
relationship building, networking, and cold calls to the retail and real estate industry. Her work will
supplement activities currently undertaken by the Community Development Department. She will
utilize the department s database of available properties the Community ProfIle and local contacts.
Community Development staff will assist her in her work by coordinating focus groups and a
community survey and other support in meetings with property owners and prospective businesses.
The Economic Development Commission presented a positional statement to the Village Board
regarding the redevelopment of Sub Area 1. The Economic Development Commission continues
to support the Village Board's efforts to further the redevelopment of the downtown and asked the
Board to choose a plan allowing for the redevelopment at fullest capacity in order to ensure the
complete success of the downtown redevelopment. The EDC believes that the entire property
located in the "small triangle" should be completely redeveloped. Recognizing the history of the
area, the EDC recommends that the Village incorporate historical placards and/or monuments into
the new public spaces that would be part of the redevelopment. This would be done to provide
residents and others with historical information on the downtown. If any of these buildings can be
economically relocated to other properties in or around the downtown, the EDC would support
such efforts.
Business License Process Review Team
Representatives from the Finance Department, the Community Development Department, the
Village Managers OffIce and the Fire Department have been meeting to streamline the entire
Business License process. Staff is focusing on the process itself by identifying key steps; from
application intake and routing, to inspections and issuance of the license. This analysis includes
documenting the process step-by-step and department-by-department, with a goal of eliminating
unnecessary processes and signifIcantly reducing turn-around time. Additionally, the team generated
a new Business Resource Guide with a special supplement for Restaurant Start-Up. Both guides are
targeted towards those opening new businesses in Mount Prospect. Staff anticipates these new
materials posted on the Village web site and going to print by February 2006.
Long Range Planning
Vacant for several years, the Village was able to hire a Long Range Planner in Summer of 2005.
Projects undertaken include the updated economic development marketing materials (community
prof1le, statistics, traffIc count maps, sales tax history, and the new available sites database). The
village has applied for two corridor improvement grants through the Illinois Department of
Transportation and awaits responses in 2006. The Long Range Planner coordinated the amendment
to the Downtown Redevelopment Plan and the expansion of the downtown TIF District. In 2006
the Village will update the Comprehensive Plan, a project last undertaken in 1996.

Economic prospects and trends for the Village
Several redevelopment trends are visible in the immediate region and many areas of Mount Prospect
hold redevelopment interest for the development community. The residential market remains
strong and the Village will need to determine which parcels should remain non-residential in order
to retain the healthy tax base which funds village services. The upcoming revision of the Village
Comprehensive Land Use plan will allow for organized, public consideration of these questions.
The following discusses many of the areas throughout the Village noted as holding redevelopment
interested to the development community.
DOWNTOWN AND CENTRAL MOUNT PROSPECT
1. NW HWY Strip Commercial/Possible Mixed Use
With the increasing trend of vacancies along Northwest Highway, southeast from Village Hall, there
is interest to redevelop "outdated" commercial buildings into mixed used structures similar to the
Lofts and Shops. Any development will have to deal with several issues including: 1) adequate
parking, 2) building height, and 3) the proximity of the residential districts directly behind Northwest
Highway.
The Industrial Area along the south side of the Metra Line is home to many long time, viable
businesses. Should these businesses seek new locations, potential exists for either Residential or
Office Development and the latter should not be ruled out as office within walking distance to the
train station is desirable and office already exists to the south, along Lincoln.
2. Skil Bosch / Hintz Lithography
The owner of this property is seeking zoning approval to condo the 1800 Central building. Cook
County Bus is interested in purchasing the northern portion of the site for a new facility. Next door,
the former Hintz building, bought and gutted by Souled Out Ministries, is back on the market.
There will undoubtedly be interest for residential development on the site, though it remains a viable
commercial parcel.
3. Randhurst and Surrounding Area
Although there are still significant vacancies inside the shopping center, last year several new
developments helped rejuvenate the exterior of Randhurst including Bed, Bath & Beyond,
App1ebees, and Steve & Barry's. Bed, Bath & Beyond is set to open in January 2006 and there is a
proposal for a Panda Express on one of the outlying lots of the shopping center. Consideration
and support should be given to continued renovation of the building fa<;ade and the parking field on
the Northeast side of the building, namely the Carson's portion of the mall; it has changed little in
many years.
Consolidation of Vacant and underdeveloped land surrounding Randhurst should be encouraged in
order to provide large retail stores that will build the density of anchor retailers. Additional medium
sized-box clothing retailers and mini-department stores would be a good draw for the area.

NORTHERN MOUNT PROSPECT
4. Fonner Carematrix Property
Interest has been renewed in this vacant parcel at the SEC of Euclid and Wolf. Consideration
should be given to straight housing, or mixed use development, and at what height. A taller building
with greater setbacks could provide an opportunity for an open space amenity at the comer. As
with all development, parking ratios should be scrutinized.
5. Euclid/River Road Commercial
Camp McDonald / River Road Commercial
SWC Kensington / Route 83
These are several intersections where the Village may see interest in redevelopment. Consideration
should be given in advance as to whether this should occur in the form of mixed use
retail/ residential, or straight residential. Parcel size, parking needs, curb cut availability, and
anticipated auto trips must be taken into consideration.
SOUTHERN MOUNT PROSPECT
6. Golf Plaza II Center
Residential developers interested in the vacant land behind the existing center continue to contact
the Village. It is in the Village's best interest to see this land remain commercial and utilized in
redevelopment of Golf II Plaza.
7. Opus Industrial Center
This is the site of the proposed Opus Briarwood Industrial Center. The year ended with plans for
an industrial development to include two 200,000+ sq. ft. warehouse buildings up for review by the
Planning and Zoning Commission.
8. South Route 83
As noted around Randhurst, consolidation of vacant underutilized properties should be promoted
where possible in order to provide orderly redevelopment and create identity for these new projects.
Such redevelopment may make for expansion opportunities for existing businesses in the area.
9. Current Cook County Bus
Cook County Bus is looking to relocate from this site to north of the Ski! Bosch Building (Site 14 on
the first tour). The parcel is currendy zoned R-4 multi family PUD and has a narrow lot width of
approximately 170 feet and depth of 1,100 feet. The Commonwealth Edison greenway abuts the
western edge of the property. This may be a good location for affordable housing, but density and
circulation will be of concern.
10. "Culver's" PUD and SEC Busse Road / Dempster
Vacant land exists at the SEe of Dempster and Algonquin, near Culver's and on the southeast
comer of Busse Road and Dempster Street. This includes 5 acres owned by United Airlines which
was recendy placed on the market as part of their bankruptcy reorganization. Interest exists for a
bank and retail shopping at this site; it remains a viable commercial location.

11. Prospect Heights METRA Parking Lot Expansion
METRA is planning to schedule 22 passenger trains for this line, up from the 8 that are currently in
operation. In Mount Prospect there is a commercial development planned near the area, which
would include Starbucks. Any parking lot expansions should take into consideration the needs of
nearby neighbors, seeking to avoid headlights into private properties, and cut through traffic. The
potential for small commercial development should also be considered and favored.
12. STAR Line
The Suburban Transit Access Route (STAR) Line is currently in the early stages of planning and will
drastically affect the way the Southern half of Mount Prospect connects to the rest of the Chicago
area region when the implementation of the plan comes to completion. The initial proposal of the
STAR Line is for new commuter rail transit infrastructure between O'Hare Airport, Hoffman
Estates, and Joliet. In the most recent version of the plan for the STAR Line, a station is planned to
be located along the tollway at Elmhurst Road and Busse Road. The line itself will be located along
the Northwest Tollway, starting at O'Hare leading to Hoffman Estates, where it will then head
south along the Elgin Joliet & Eastern freight rail line to Joliet.
In May 2005, the State of Illinois released its Five Year State and Regional Development Strategy.
The report focuses on the states readiness and resources in the New Economy and recommends the
extension of existing programs to assist business with financing and technology training and
infrastructure. There is no single list of economic development goals for the state. Rather, there are
separate goals associated with plans developed within each economic development region (EDR).
An analysis of the plans suggests that certain regional goals are frequently cited across EDRs.
Activities listed in the EDR plans frequently require actions to: support manufacturing retention and
modernization; support Agri-business; support small business and entrepreneurs; increase access to
venture capital; improve the state's infrastructure and connectivity; promote energy independence;
capitalize on existing assets; and strengthen education and workforce preparation.
In September, the Northeastern Illinois Planning Commission released the 2040 Regional
Framework Plan. The 2040 Plan places strong emphasis on green development; infill development
and redevelopment within the urbanized area; and compact mixed-use development that will result
in more sustainable communities and economic productivity. The EDC will cooperate and
participate in regional and statewide economic development efforts while working to ensure that
Mount Prospect's business community continues gains from new programs and incentives.
The Economic Development Commission will continue to fulfill its charge of encouraging and
facilitating economic growth throughout the Village during the upcoming year. It is recommended
that the following steps be taken to enhance our efforts during the upcoming year:
1. The EDC will continue to make bi-monthly business retention visits to industrial and retail
establishments throughout the Village. The intent of these visits is to gauge the business
community's viewpoints on Mount Prospect as a place to do business and to establish more
personal relationship with our businesses.
2. The Economic Development Commission will continue its marketing efforts.

3. The comnusslOn strongly encourages and supports the Village Board's aggressive
implementation of the Downtown TIF District Strategic Plan, especially within sub area #1.
The Village and EDC should continue to explore possible uses for underutilized properties
in the downtown and continue to emphasize high quality architectural design.
4. The commission is grateful for the opportunity to comment on modification to Village
policies. The EDC will continue to work closely with the Board to provide input regarding
the effects of changes to village policy and codes on the business community.
5. The EDC will further its efforts at continuing an open dialogue with the Chamber of
Commerce to advocate for the local business community. With the Chamber the
commission will become involved with regional and economic organizations that work on
local, state, and regional policy and taxation issues that affect the economy of Mount
Prospect.
The EDC forwards its Annual Report for the Village Board's review and consideration for the 2006
calendar year. We believe it was a productive year and that the overall economy in Mount Prospect
remains strong, but realize that maintaining a strong economy is an ongoing challenge. The
Commission looks forward to enhancing its efforts over the upcoming year to continue its efforts at
increasing the overall economic viability of the Village. We encourage any comments or suggestions
that may enhance these efforts.

Our Village Code requires us each year to elect one of the Village Trustees to serve as
President/Mayor Pro Tem. We must elect that person at the first regular meeting in June, for
him/her to take office on July 1 and to serve presumably until June 30, 2007. I have scheduled
this agenda item under the Mayor's Report during the June 6 Board meeting. To refresh our
collective memories about the process, I am attaching Ordinance #5423 that governs the
President/Mayor Pro Tem election.
For the past year, Trustee Paul Hoefert has served the Village as President/Mayor Pro Tem.
He has been excellent in that capacity and was always available when I had to be absent from
the Village. I truly appreciate his willingness to take on those duties, adding to all the other
responsibilities he undertakes for the good of the Village - and for his work, his family and his
volunteer activities. I thank him for allowing me to be absent from the Village, yet know that I'd
left it in very capable hands.
In observing how the position actually works, I believe it is a responsibility that should be rotated
among Trustees who are interested in filling the position. I am confident that anyone of our
present Board members would do a good job if elected. It is my understanding, however, that
two Trustees would rather not be up for consideration at this particular time - Trustee Timothy
Corcoran and Trustee Richard Lohrstorfer.
During the multiple discussions we had prior to passing the President/Mayor Pro Tem ordinance
in 2004, we recognized that having held the position naturally would be used by an incumbent
Trustee running for reelection or by a candidate for Mayor in a listing of his/her
accomplishments. In addition, having held the position also gives one of the Board members a
political advantage over the Qther Board members, or others in the community who are running
for the Board. We were cognizant of the powers of the office of President/Mayor Pro Tem.

In writing the Code, however we chose not restrict future Boards with respect to incumbent
Trustees running for re-election. My memory of our discussion was so vivid that I thought we
had placed that language in the code. However, in consulting the text, I see we did not. We
were probably advised that the pool of those who wish to hold the position may vary from year
to year and we should not hamstring ourselves from electing someone. We did add language
that should a Trustee in the President/Mayor Pro Tem position become a candidate for Mayor,
that office becomes vacant at the time of the filing of nominating petitions and a new
President/Mayor Pro Tem should be elected by the Board.
The terms of three of our Trustees expire in 2007, and I felt they should be able to choose to run
or not run without the encumbrance of being President/Mayor Pro Tem. Those whose terms are
up in 2007 are Trustee Michaele Skowron, Trustee John Korn and Trustee Hoefert. Although I
have chosen not to nominate any of them, it is within our Code for any of the three to hold the
office of President/Mayor Pro Tem and also to be a candidate for Trustee.
At the time we consider this item on the agenda, I will nominate Trustee Michael Zadel to serve
as PresidenVMayor Pro Tem. Although it might seem that I used the process of elimination to
choose Trustee Zadel, I wholeheartedly endorse him. He has the type of employment that
allows him to be available. He grew up in Mount Prospect, worked for the Village for a few
years and has been a Trustee for nine years. His work and life experiences give him a
knowledge base different from others on the Board. I also have appreciated his calm demeanor
when we are discussing difficult issues.
If I have misstated the availabilities of any of the Trustees who may wish to be considered, 1
apologize. If a Trustee wishes to nominate another candidate to the Mayor Pro Tem position, it
is his/her prerogative. I will accept other nominations as outlined in the procedures.

AN ORDINANCE AMENDING CHAPTER 1
THE VILLAGE CODE O-F MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD _ OF TRUSTE.ES OF THE VILLAGE OF
MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION 1: Section 1.104 entitled "President Pro Tem" of Chapter 1 of the Mount Prospect Village
Code shall be deleted in its entirety and a new Section 1.104, entitled "Designated President Pro Tem" shall
be inserted in its place which shall be and read as follows:
Sec. 1.104.
Designated President Pro Tem.
A Policy Statement. Good government demands, in the absence or disability of the
Village President, that another elected official be continuously and readily available to fulfill the duties
of the Office of Village President, especially in cases of emergency. The person selected to act in the
stead ofthe Village President should be an experienced and committed trustee who has an excellent
record of attendance at Village Board meetings. This person should also have a demonstrated ability
to conduct and facilitate meetings and to make decisions in emergency situations.
B. Creation of Office: Powers and Duties. There shall be in the Village an office known
as Designated President Pro Tem. One Trustee shall be elected to such office and shall be
authorized to perform the functions and duties the Village President is empowered to perform, but
only under the following circumstances:
1. The Village President is absent from the Village and, for the purpose or
implementing the authority of the Designated President Pro Tern, has notified the
Village Manager's office of such absence; or
2. The Village Manager has been notified that the Village President is under
a temporary disability which prevents the President from performing his or her duties;
or
3. Immediate action is required of the Village President and good faith
attempts by the office of the Village Manager to locate him or her have been
unsuccessful within the time in which the action is required.
C. Qualifications.
1. No person shall be appointed to the office of the Designated President
Pro Tern unless he or she is a duly elected or appointed trustee of the Village of
Mount Prospect.
2. Any person who has filed a nominating petition for the office of Village
President shall be ineligible to occupy the office of Designated President Pro Tem. If a
Designated President Pro Tem files nominating petitions for the Office of Village President,
the office of Designated President Pro Tem shall immediately and automatically become
vacant and shall be filled for the remainder of the term by following the procedures set forth in
paragraph D "Selection."
3. A person who has not completed at least 365 days in office, as a Trustee,
shall not be eligible for nomination as Designated President Pro Tern unless all of those
trustees who are qualified have declined nomination for the office.
D; Selection. The Designated President Pro Tem shall be elected as follows:
1. The Village President or any Trustee, acting in open session, may nominate
without comment, a trustee for the office of Designated President Pro Tem; provided that in
all instances the President shall have the right to make the first nomination. No Trustee may'
nominate or second the nomination of himself or herself.
2. Upon receiving a second, the nominated Trustee shall become a candidate
for this office. Nominations may then continue until a motion to close nominations is
approved.
3. Nominations shall be closed on the motion, second and the majority vote of
Trustees present at the meeting.
4. Discussion and consideration of the candidates and their qualifications may
be discussed in open or upon appropriate vote of the President and Board of Trustees in
closed session as provided by paragraph (c)3 of the Illinois Open Meetings Act, but the final
vote must be taken in open session.
5. Upon the close of discussion, the Village Clerk shall call the vote on each
nominated candidate in the order in which the nominations were made and seconded.
Abstentions shall be counted as a "No" vote. Balloting shall continue until one of the
candidates receives four affirmative votes of the President and Trustees voting jointly. That
person shall become Designated President Pro Tem. No additional oath or bond shall
be required.
6.
E. Term of Office. The initial term of office of the Designated Pro Tem shall commence
on the day of appointment and terminate June 30 of 2005 or until a successor has been selected.
Thereafter, the Designated President Pro Tem shall be elected at the first regular meeting in June,
take office on July 1 st and serve until June 30th of the following year or until a successor has been
selected. The Designated President Pro Tem may be removed at any time by four affirmative votes
of the President and trustees voting jointly. If such removal OCCurS, a successor shall be expeditiously
selected for the remainder of the term in accordance with Paragraph D "Selection".
F. Acting Village President, Vacancy. If a vacancy occurs in the office of Village
President, the Designated President Pro Tem, may, in the sole discretion of the trustees, serve as
Acting Village President until such time as a successor to fill the vacancy has been duly ejected and
has qualified; or the trustees may select a new Acting Village President at any time during the
vacancy.
G. Absence or Disability of Designated President Pro Tern. If anyone of the
circumstances described in (1), (2) or (3) of Subsection B of Section 1.104 is found to exist as to both
the Village President and the Designated President Pro Tem, the Board of Trustees shall elect one of
its members to act as President Pro Tem, who during the absence or disability of the President and
the Designated President Pro Tem shall, temporarily perform the duties of the President.
