OLD BUSINESS A. 2nd reading of AN ORDINANCE AMENDING TAX INCREMENT REDEVELOPMENT PROJECT FOR THE DOWNTOWN TIF NO.1 (AMENDMENT #3) REDEVELOPMENT PROJECT AREA OF THE VILLAGE OF MOUNT PROSPECT (Staff recommends deferral of this item until the June 20, 2006 Village Board meeting.) B. 2nd reading of AN ORDINANCE DESIGNATING THE AMENDMENT #3 TO THE DOWNTOWN TIF NO.1 REDEVELOPMENT PROJECT AREA OF THE VILLAGE OF MOUNT PROSPECT A REDEVELOPMENT PROJECT AREA PURSUANT TO THE TAX INCREMENT ALLOCATION REDEVELOPMENT ACT (Staff recommends deferral of this item until the June 20, 2006 Village Board meeting.) XI. NEW BUSINESS A. PZ-06-06, 801 West Kensington Road, Prospect High School, School District 214 1st reading of AN ORDINANCE GRANTING A VARIATION FOR PROPERTY COMMONLY KNOWN AS 801 WEST KENSINGTON ROAD, PROSPECT HIGH SCHOOL This ordinance grants a Variation to allow one (1) 60' roof mounted antenna. The Planning and Zoning Commission has recommended approval of the Variation by a 6-0 vote. B. 1st reading of AN ORDINANCE PERTAINING TO A DETERMINATION OF THE PREVAILING WAGE RATES This Ordinance, required by the State of Illinois, adopts the prevailing wages established by the State of Illinois for public works projects provided by contractors. C. 1 st reading of AN ORDINANCE AMENDING CHAPTER 11, (MERCHANTS AND BUSINESSES) OF THE VILLAGE CODE This ordinance amends Section 11.2301 "License Required" and Section 11.2303 "General Operating Requirements for Scavengers" under Article XXIII, "Secondhand Dealers and Scavengers." (Exhibit A) (Exhibit B) (Exhibit C) D. 1st reading of AN ORDINANCE AMENDING CHAPTER 19, (HEALTH REGULATIONS) (Exhibit D) OF THE VILLAGE CODE This ordinance amends Section 19.201 "Residential Service Required," Section 19.202 "Commercial and Industrial Establishments," Section 19.203 "Receptacles," 19.204 "Accumulation of Garbage," Section 19.208 "Fees," and Section 19.209 "Failure to Pay Garbage Collection Bill" under Article II "Garbage, Refuse and Recycling." E. 1ST reading of AN ORDINANCE AMENDING APPENDIX A, DIVISIONS II AND III (Exhibit E) OF THE VILLAGE CODE This ordinance amends Appendix A, Divisions II and III to reflect changes in the residential solid waste fee structure. F. *A RESOLUTION REQUESTING CLOSURE OF A PORTION OF CENTRAL ROAD (Exhibit F) IN ORDER TO CONDUCT A PARADE XII. VILLAGE MANAGER'S REPORT A. *Request to waive bid process and purchase forty-eight (48) PACA ballistic vests in an amount not to exceed $25,200. B. *Request to waive bid process and purchase seven (7) ruggedized laptops in an amount not to exceed $29,596. C. *Request to accept bid for desk chairs for Police Administrative Offices in an amount not to not to exceed $42,000. D. Request to waive bid process and award contract to rewire voice and data cabling at Police and Fire Headquarters in an amount not to exceed $62,101. E. Request to reject bids for Booster Station No.4 Pit Pipe Repainting Project at North Waverly F. Status XIII. OTHER BUSINESS XIV. CLOSED SESSION LAND ACQUISITION 5 ILCS 120/2 (c) (5) - The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. PERSONNEL 5 ILCS 120/2 (c) (2) - Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes or employees. LITIGATION 5 ILCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. xv.
