MAYOR'S REPORT
ACKNOWLEDGE Mayor Farley presented a Resolution that acknowledged the
DR. THOMAS RICH contributions of Dr. Thomas R. Rich, Superintendent of Schools for
River Treils School District 26.

COMMUNICATIONS AND PETITIONS - CITIZENS TO BE HEARD
Charlene Lowell, 508 South Maple Street, expressed her opposition LIONS PARK
to any plans School District 57 has to construct a parking lot in herSCHOOL
neighborhood.
Luke Praxmarer, 2104 Jody Court, expressed his opposition to MEIER ROAD
extending Meier Road through to Central Road. EXTENSION
OLD BUSINESS
ZBA 9-A-94, Text Amendment ZBA 9-A-94
An Ordinance was presented for second reading that would CONVALESCENT/
amend Chapter 14 (Zoning Ordinance) Article XIV to allow a NURSING HOME
convalescent-nursing home as a Conditional Use in an R-5 District.
The Zoning Board of Appeals recommended granting this request
by a vote of 6-1.
Trustee Wilks, seconded by Trustee Corcoran, moved for passage ORD.NO. 4644
of Ordinance No. 4644
AN ORDINANCE AMENDING ARTICLE XIV ENTITLED
"R-5 (SENIOR CITIZEN RESIDENCE DISTRICT)" OF
CHAPTER 14 OF THE VILLAGE CODE

ZBA 10-Z-94 and ZBA 11-CU-94, 350 North Wolf Road ZBA 10-Z-94 &
The second readings of an Ordinance rezoning the subject property ZBA 11-CU-94
from an O-R (Office Research) District to R-5 (Senior Citizens 350 N. WOLF RD
Residence) District and an Ordinance granting a Conditional Use to allow a
convalescent-nursing home were continued until the June 7th meeting in
order to allow the Petitioner to secure a Certificate of Need from the State.
The subject of parking on the 200 block of North Louis Street is LOUIS STREET
still being negotiated and a report will be presented to the Village Board PARKING
when some definitive action has taken place.
An Ordinance was presented for second reading that would amend AMEND CH.21
Chapter 21 (Building Code) by amending the Property Maintenance PROPERTY
Code in its entirety. It was noted that the BOCA Property MAINTENANCE
Maintenance Code, with amendments, was being proposed for adoption. CODE
The Ordinance also contained language relative to graffiti, the removal
and notification process. Trustee Clowes asked that the time period of
,"'"- 14 days allowed for graffiti removal be reduced to 7 days. Trustee Wilks
suggested that in order to reduce the time the owner has to remove
graffiti, the Board retain the services of a company to remove graffiti
and the Village would bill the property owner, similar to the method
presently used for weed control. Village Manager Janonis asked
the Board to allow the 14 days to remain as proposed in order for
staff to get an idea about its effectiveness.

Trustee Clowes asked that the effectiveness of this Ordinance
relative to graffiti removal be reviewed in 3 months.
AMEND CH. 8 An Ordinance was presented for first reading in conjunction with
REAL ESTATE adoption of the new Property Maintenance Code. This Ordrnance
TRANSFER TAX prohibits the issuance of Real Estate Transfer Tax stamps if there is
a violation pending against the subject property.
Trustee Clowes, seconded by Trustee Corcoran, moved to waive the
rules requiring two readings of an Ordinance.

VILLAGE CODE

NEW BUSINESS
ZBA 16-CU-94 ZBA 16-CU-94, 1634 W. Algonquin Road
1634 W. ALGONQUIN The Petitioner is requesting an amendment to Ordinance No. 4630
which would allow adding approximately 1,200 square feet to the
previously approved day care center. The Zoning Board of Appeals
recommended granting this request by a vote of 5-0.
Trustee Corcoran, seconded by Trustee Clowes, moved to concur
with the recommendation of the Zoning Board of Appeals and grant
the Conditional Use requested in ZBA 16-CU-94.

The Petitioner is requesting a variation to allow a deck to be 1805 APACHE
attached to an existing deck, creating a zero foot separation from
an accessory and principal structure, instead of the required 10 feet.
The Zoning Board of Appeals recommended granting this request by
a vote of 5-0.
Trustee Corcoren, seconded by Trustee Wilks, moved to concur with
the recommendation of the Zoning Board of Appeals and grant the
variation requested in ZBA 14-V-94.

Trustee Hoefert arrived at the meeting at this point.
ZBA 17-V-94, 7 North Marcella ZBA 17-V-94
Appeal from decision of Zoning Board of Appeals 7 N. MARCELLA
The Petitioner is appealing the decision of the Zoning Board of
Appeals to deny the request to allow a deck to encroach into the
required rear yard by 3 feet. The Zoning Board of Appeals, which
is final in this instance, denied the request.
Trustee Corcoran, seconded by Trustee Skowron, moved to concur
with the recommendation of the Zoning Board of Appeals to deny
the variation requested in ZBA 17-V-94.

While no document was presented, reference was made that An AMEND CH. 13
Ordinance was presented for first reading that would amend
Chapter 13, Alcoholic Beverages, of the Village Code in its entirety.
This Ordinance will be presented for second reading on June 7th.
VILLAGE MANAGER'S REPORT
Village Manager Michael E. Janonis presented the following bid BID RESULTS:
results.

It was noted that the prices for the custom ordered Quint exceeded
the amount budgeted for this item and the administration
recommended rejecting those bids.
The demonstrators came with a variety of standard features and the
piece of equipment with the most features and lowest cost including
those features was the Quint offered by Pierce Manufacturing Inc.
Trustee Clowes, seconded by Trustee W~lks, moved to reject all the
bids received for the custom ordered Quint, due to the fact that the
prices exceed the budgeted amount.

It was noted that the 4 bids received for a Quint offered a variety of
equipment that came with the unit. The unit proposed from Pierce
contained the most useful equipment out of the 4 p~ecas of
equipment.
PIERCE MFG. Trustee Clowes, seconded by Trustee Corcoran, moved to accept
the bid submitted by Pierce Manufacturing Inc. in the amount of
$520,250 for a Quint for the Fire Department, including all the
features noted.

SHARED COST Village Manager Janonis presented the following bids for the shared

It was noted that 215 property owners had requested participation in
this program.

Trustee Clowes, seconded by Trustee Wilks, moved to concur with the SUBURBAN
recommendation of the administration and accept the Iow qualified bidCONCRETE
submitted by Suburban Concrete in the amount of $73,127.50 for the
shared-cost sidewalk replacement program.

Trustee Hoefert asked staff to check into some sidewalks installed
last year that don't seem to have held up and asked if the guarantee
was still in place. Mr. Janonis asked for specific Iocetions and
stated that the guarantee was in effect and staff would check out
the areas noted.
An Ordinance was presented for first reading that would abate a portion ABATE
of the real estate taxes levied for the 1993 year. TAXES

rule requiring two readings of an Ordinance.

OF THE VILLAGE OF MOUNT PROSPECT FOR THE FISCAL
YEAR BEGINNING MAY 1, 1993 AND ENDING APRIL 30, 1994.

TRUSTEE COMMENTS
Trustee Wilks complimented the entire Public Works staff for the excellent
Public Works Open House held on May 14th.
Trustee Witks congratulated the senior Citizen Center on the celebration
of the 17th Anniversary of establishing the center at this location.
Trustee Wilks also complimented Trustee Clowes on the recent Youth Fair
noting that it too was a success and commended Trustee Clowes for
his interest and involvement in this event.
It was announced that Fire Chief Cavello would be sworn in as the
President of the Illinois Fire Chief's Association on Tuesday, May 24th,
which is an honor and accomplishment.

CANCEL Mayor Farley announced that the Committee of the Whole meeting
COMMITTEE OF scheduled for Tuesday, May 24th was cancelled.
