With completion of the first Neighborhood Traffic Study near, the Engineering Staff is prepared to
perform additional studies over the next year. Two traffic programs are included in each neighborhood
study. The first program, the Residential Speed Limit Program, involves reviewing all neighborhood
streets to determine the appropriate speed limit. This program is being handled by the Engineering Staff
and we will continue to do so. The other program, the Residential Intersection Traffic Control Program,
involves reviewing all neighborhood intersections to determine the proper traffic control. Because of the
complexity of this program, the Village retained the services of a traffic consultant to perform the first
intersection traffic control study. In reviewing the work necessary to complete such a study, the
Engineering Staff continues to believe it is necessary to hire a traffic consultant to complete additional
studies in a reasonable amount of time.
2006 Study
At the Traffic Workshop in January, Staff received approval from the Village Board of Trustees to
negotiate a second contract with KLOA, Inc. for the study of additional neighborhoods or "zones". It was
discussed that the scope of their services were to include data collection, analysis, recommendations and
representation at various public meetings. The Engineering Staff, therefore, provided a Request for
Proposal to KLOA, Inc. to study the next set of zones. With the first study near completion, a template
has been established and a good working relationship created with the consultant where neighborhoods
can now be studied more quickly. Over the next year, we are proposing to study five zones. The attached
map highlights these zones. They were chosen based on the Engineering Staff's knowledge of past and
known traffic-related issues. The following table shows the schedule to complete the studies:

Discussion
On August 2, 2005, the Village Board of Trustees awarded a contract to KLOA, Inc. for $25,000 to study
61 intersections as part of the first neighborhood study, Zone 8. An additional $3250 was later approved
by the Village for their participation at two Open Houses. Their work was done very professionally.
Their staff provided good feedback up front that helped refme the scope of the project before data was
even collected. KLOA, Inc. analyzed the collected data and provided the Village a quality report that met
our goals. At public meetings and Open Houses, their staff was knowledgeable and friendly, and
represented the Village well.
KLOA, Inc. has provided the Village a price of $96,600.00 to complete an intersection traffic control
study for the next five zones. Comparing their price for the next five zones to their price for the recently
completed Zone 8, they have lowered their price per intersection from $465 to $430. Their price includes
data collection, analysis, recommendations and an implementation plan which would all be detailed in a
report. It also includes various meetings with the Engineering Staff, attendance at Village Board
Meetings and participation at Open Houses. This is the same services provided for Zone 8.
With the Village Board of Trustees approval of this work, KLOA, Inc. would begin immediately in Zones
7, 12 & 13. Data would be collected for the intersection studies before the end of the school year.
Analysis would take place over the summer with public meetings held and final recommendations made
in the fall. For Zones 9 & 15, data would be collected for the intersection studies once school resumed in
September. Analysis would take place in the fall with public meetings held and final recommendations
made in early 2007.
Recommendation
It is my recommendation that the proposal submitted by KLOA, Inc. for traffic engineering services be
accepted with a not to exceed amount of $96,600.00. This expenditure has been allocated in the 2006
Village Budget.
Please include this item on the May 2nd Village Board Meeting Agenda.

Issue
The current police records management system "PIMSNet" has proven not to meet the
needs of the department. There has been little or no effort by the criminal justice
authority to remedy the system and the system's future is uncertain.
Recommendation
It is staff's recommendation to replace the system with a records management system
offered by 10 Networks. This system meets current and future needs of this department
and will be implemented by at least six of the eight Northwest Central Dispatch System
police agencies as well as several other agencies in suburban Chicago.
Fundina
It is staff's recommendation to pursue the records management system replacement
available through I o Networks. Although the system is priced at $87,825, IDNetworks
offers a lease program which closely mirrors the current costs and anticipated cost
increases associated with the ICJIA (Illinois Criminal Justice Information Authority) fee
structure and proposed IPSAN (Illinois Public Safety Agency Network) replacement
which is paid semiannually. The leasing period is six years (lease option 1) with an
initial payment of $12,768 to be paid July 1,2006. This payment includes training and a
maintenance agreement. For 2007, the lease payment would be $35,645. For years
2008,2009,2010 and 2011 the lease payment would be $27,983. The final year 2012,
the lease payment would be $19,015. Thereafter, the maintenance agreement fee
would be $10,047 annually. Attached for your review is a copy of the lease quotation
prepared by IDNetworks. Additionally, the department would purchase the necessary
computer hardware to store, maintain and backup records management information.
IDNetworks has provided specifications for hardware suitable for this purpose.
Attached is an itemized list of hardware capable of running the records management
system. The recommended system is produced by Dell which is the current computer

hardware system provider of choice for the Village. The purchase of this equipment
would be coordinated with the Village's IT department. Cost would not exceed
$19,000.00. Cost for purchasing server system equipment per IDNetworks
specifications would be funded through monies initially allocated for the LiveScan
booking system. These funds amount to $60,000.00. Although a LiveScan system is
budgeted for 2006, it has come to our attention that funding for a new system will be
available through a Cook County Grant.
Discussion
For approximately 25 years, the Mount Prospect Police Department has utilized a
records management system available through the Illinois Criminal Justice Information
Authority (ICJIA). Since its inception, this records management system has been used
to track all department calls for service. This included information pertaining to
complainants, witnesses, victims, suspects, and property. This information is uploaded
to the ICJIA by records data entry clerks and stored at the ICJIA. Once uploaded, this
information is available to all department members as well as other police agencies that
are part of the PIMS system. PIMS has become an integral database used at multiple
levels of the department in conducting investigations and gathering statistical data to
track criminal and traffic offenses.
In 2003, the department agreed to be the primary beta test agency for the PIMS
replacement, PIMSNet. The original PIMS was based on technology developed in the
early 1980s and was antiquated, while the replacement, later named PIMSNet, was
based on current software. In this role, the department bore a significant responsibility
in determining the new system's deficiencies, working closely with ICJIA staff and the
vendor to ensure the new system met the needs of this department and other member
agencies. Initially, both the ICJIA and vendor were receptive to shortcomings noted and
suggestions offered. To ensure a smooth transition of other PIMS agencies, this
department, through Officer Steve Burrell, initiated a periodic meeting of police agencies
who planned on migrating to PIMSNet. Unfortunately, as time progressed, both the
ICJIA and the vendor became less receptive and accommodating in meeting the needs
of this department as well as other departments in our efforts to make PIMSNet a
usable replacement for the original PIMS. PIMSNet was found to be unpredictable and
unreliable. The system would react differently to data uploaded at various times and
would become inoperative for significant lengths of time. However, most importantly,
the system was deficient in its ability to generate management reports which were basic
to the original PIMS system.
During the three years since its introduction, there has been little if any effort by the
ICJIA to implement additional features which had been promised. I have attached
correspondence to the ICJIA voicing my concern for the system's inadequacies. Among
these features promised was the ability to integrate automatic CAD data uploaded to
PIMSNet, the ability to interface the LiveScan booking system with PIMSNet, and the

ability to link additional data, such as photographs or scanned reports to the PIMSNet
system. This inability to implement promised features and address problems with the
system have been exacerbated during the past year and a half during which time an
effort has been placed on the State of Illinois to adopt legislation to privatize the
ALERTS and PIMSNet functions of the ICJIA. This effort was spearheaded by a large
group of member agencies whose primary concern was maintaining the ALERTS radio
system which is used throughout the state as a carrier for mobile data CAD systems.
This effort, entitled IPSAN, may come to fruition within the next few weeks, however
once a privatization does take place, it is uncertain what if any efforts will be placed in
making PIMSNet a viable records management system. It should be noted that this
department through the NWCDS does not use the ALERTS system based upon its
inability to meet our needs.
Although PIMSNet is currently in use by approximately 30 agencies, it is the general
consensus that PIMSNet has not met the needs of its member agencies. More
specifically, it is the consensus of Northwest Central Dispatch System police agencies
that PIMSNet is highly ineffectual and in need of replacement. What further aggravates
the situation is the uncertainty that PIMSNet has with the prospective IPSAN entity.
Buffalo Grove PD has implemented and is currently testing the police records
management system offered by IDNetworks, Corp. In addition to Buffalo Grove, staff
from Arlington Heights, Elk Grove Village, Palatine, Prospect Heights, and this
department have thoroughly evaluated the system as a possible replacement for the
PIMSNet system. The evaluation has indicated that our current data maintained by the
PIMSNet system can easily be converted to the IDNetworks system. The user interface
for personnel to upload information has proven to be by far more user friendly than
PIMSNet. In its use at Buffalo Grove, the system has proven to be extremely
dependable. The system produces the necessary management reports needed by the
department as well as additional reports which can be highly useful by this department.
Additionally, the system has the capability to be accessed via a wireless system thus
allowing patrol personnel the ability to access records management information, create
reports, and submit reports to the station for supervisory review.
Most importantly, IDNetworks staff has demonstrated their ability to work with the needs
of multiple NWCDS agencies to ensure a product is developed which meets each
agencies specific needs. They have proven accessible to NWCDS, Buffalo Grove and
this department's staff in addressing concerns or issues.
Additionally, the ID Networks system offers several modules in its base configuration
which would need to be purchased separately should this department wish to implement
additional features. Amongst these is an interface with the current and future CAD
system used by NWCDS, an interface with the LiveScan system and the ability to link
digitized reports and images to calls for service in the records management system and
a citation management system. Additionally, IDNetworks offers software packages

which can increase the productivity and efficiency of officers. Among these software
programs are an in car electronic report writing system and a citation printing system.
Conclusion
It is staff's recommendation to waive the bid process and pursue the records
management system replacement available through I o Networks. With approval, it is
anticipated that implementation will begin in June 06.

90 day standard warranty is provided. Service contract will begin after 90 days
of installation and use. Implementation is expected to be in 4-5 months.
Therefore, the service contract would activate about 6-7 months after the initial
purchase order or lease purchase payment.
Terms of Sale - 50% down payment with written purchase order, 50% upon
delivery, installation and training, or as otherwise negotiated.
Delivery will be scheduled after the receipt of your written purchase order and
appropriate down payment. Facility preparation for electrical service, furniture,
equipment mounting, networking, etc. is the responsibility of the customer and
shall be completed prior to scheduling our deliveries. Our installation is
subject to the customer facility preparation being completed.
We expect the customer to install a phone line or internet line, with PC
Anywhere or other ID Networks requirements prior to delivery for remote
support capability. We request 24/7 access in order to service the system.
Access is controlled with passwords and service activities are logged for
customer review.
Agency to provide Central File Server that meets ID Networks specifications.
All premise wiring for electrical and computer connections is the responsibility
of the customer prior to delivery / training date.
Standard onsite training is sufficient in order to place the unit in operation with
key staff members has been included. Training personnel and schedules will
be agreed upon in advance of the delivery. Additional training or technical
support services from ID Networks are available at a daily rate of $895, plus
travel expenses.
Special items or software interfaces which may need IDN development, or the
development or cooperation of a third party, will require separate planning with
the customer and any third parties. ID Networks cannot be responsible for the
delays of the customer or third parties and likewise, payments by the customer
to ID Networks shall not be held up due to non-ID Networks delays.
All pricing contained herein is subject to change within 60 days, unless letter of
intent is on file or otherwise approved in writing by ID Networks.

2. The lease purchase duration and payback is based on 6 years and 72 equal payments.
3. A current lease purchase rate was used in computing the payments. The actual lease rate cannot be
calculated until an actual lease purchase request is submitted.
The following calculations and comparisons are based on a PIMS payment of$19,200/year which is slated to
increase to $25,536/year verses a 6 year Lease Purchase, Training and Maintenance cost for DataNet from ID
Networks. The ID Networks product and services of$87,825 are broken down into a lease component of$78,875, a
training component of$8,950 and a maintenance component of$10,047/year. The purchase price includes the fIrst
three month's of maintenance. The fIgures in the table below are based on billing start date of July 1,2006.

REQUEST FOR PROPOSALS - PLUMBING INSPECTION SERVICES
SUBJECT:
A Request For Proposals was released on February 14, 2006 requesting proposals for supplemental
plumbing/sewer inspection services for the Community Development Department. The scope of the
inspections would include all rough plumbing/sewer work within the Village. These inspections would
be for up to five weeks per year when the current plumbing inspector is on vacation, utilizing personal
time, or out sick. The State Plumbing Code requires that a Licensed Plumber conduct all plumbing
inspections for municipalities. Bishop Plumbing has provided these services to the Village on an
emergency basis for the past several years.
Three plumbing inspection firms responded to the RFP. The lowest cost proposal was from T.P.1.
Building Code Consultants, Inc. of St. Charles, Illinois. The following table indicates the cost
breakdown of the proposals.

I would recommend contracting with T.P.1. Building Code Consultants, Inc. to perform the plumbing
inspections as required per the scope of the proposal. I would also recommend that four additional
conditions be included with this recommendation, if accepted.
Additional Conditions of Contract
1) A maximum 30-day contract performance cancellation notice clause enabling the Village of
Mount Prospect to terminate the contract.
2) Village of Mount Prospect reserves the right, under emergency situations, to contract Bishop
Plumbing, Inc. to perform inspections per their submitted proposal.
3) That T.P.1. will respond to same day scheduling of inspection if our Plumbing Inspector is
unexpectedly out of the office.
4) The Village of Mount Prospect would be listed as also insured on certificate of insurance.
In order to pay for the cost of providing these services, I am recommending that we transfer $14,000
from the Building Division Full-Time Earnings account (0012105-50000) to the Technical Services
account (0012105-540105). Funds are available in this account due to recent turnover in the Building
Division.
Please forward this memorandum and attachments to the Village Board for their review and
consideration at their May 2nd meeting. Staff will be present to answer any questions related to this
matter.
