RESOLUTION NO.
A RESOLUTION ACKNOWLEDGING THE CONTRIBUTIONS OF
LEO AND LIL FLOROS, CO-CHAIRS,
VILLAGE OF MOUNT PROSPECT
SPECIAL EVENTS COMMISSION
WHEREAS, in 1959LEOandLILFLOROS, ayoung, civic minded couple
and their family embraced the welcoming message of "Where Friendliness is
a Way of Life " and made the Village of Mount Prospect their home; and
WHEREAS, this clever, tenacious, hardworking and always gracious duo
havefor forty-seven (47) years devoted thousands of hours and endless energy
to the betterment of their community; and
WHEREAS, their positive attitude, tension-breaking humor, innovative
approach, and "let's do it" motto epitomizes "involved citizens;" and
WHEREAS, in anticipation of the Village's 75th Anniversary celebration in
1992, Mayor Gerald L. "Skip" Farley looked to the two (2) individuals he knew
could plan and host the gala event in grand style, LEO AND LIL FLORaS; and
WHEREAS, on February 3, 1992, eight hundred (800) people united in
celebration and reveled in the splendor of the 75th Anniversary Diamond Jubilee
Banquet, orchestrated with the zeal, persuasive talents and creative flair of LEO
and LIL FLORaS; and
WHEREAS, an exuberant community declared, "this should be an annual
affair; " and
WHEREAS, in August of 1993, LEO and LIL FLORaS were appointed Co-
Chairs of the newly formed Mount Prospect Special Events Commission; and
WHEREAS, under their leadership, persuasive talents and the commitment of
an additional thirteen (J 3) highly energetic members, the Special Events
Commission has established a number of popular community events for the
enjoyment and education of residents; Celestial Celebration and Shining Stars,
Do It Yourself Sousa, Family Bike Ride, Fine Arts Festival, Fourth of July
Parade, Holiday Decorations and Welcome New Residents; and
WHEREAS, Co-Chairing the Special Events Commission is only the beginning
of an impressive list of contributions LEO and ilL FLOROS have given to their
community, each serving on local Boards and Commissions; and
WHEREAS, LEO FLORaS served on the School Board of District 57, from
1968 to 1972, LEO FLORaS was a Trustee to the Village of Mount Prospect,
from 1975 to 1993, LEO FLOROS remains a valued member of the Planning
and Zoning Commission and LIL FLORaS has served as a vital member of the
Sister Cities Commission since 2000; and

WHEREAS, these stars were honored with the first and only "Galaxy Award"
at the 2002 Celestial Celebration, with the naming of a brilliant celestial body,
the "LEO and ilL FLOROS Star;" and
WHEREAS, LEO and ilL FLORaS are truly the "Shining Stars" of the
Village of Mount Prospect and will always shine brightly in and "over" our
hearts.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD
OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS:
SECTION ONE: That the Mayor and Board of Trustees of the Village of
Mount Prospect do hereby acknowledge and recognize LEO AND LIL FLORaS
for their years of service as Co-Chairs of the Special Events Commission.
SECTION TWO: That an official copy of this Resolution be suitably prepared
and presented to LEO AND LIL FLORaS as a perpetual memento.
SECTION THREE: That this Resolution shall be in full force and effect from
and after its passage and approval in the manner provided by law.

PROCLAMA TION
MOUNT PROSPECT BOY SCOUT TROOP 23
75TH ANNIVERSARY
WHEREAS, with a $10 donation from American Legion Post 525 whose members
wanted a group that would teach youth how to be good citizens, appreciate their
country and contribute to its betterment, Boy Scout Troop 23 was founded on April
21, 1931; and
WHEREAS, under the leadership of the first Scoutmaster John Babb, the original
sixteen (J 6) charter members, held their meetings in the one-room Central
Schoolhouse until it was moved in 1937 to become home to St. John Episcopal
Church; and
WHEREAS, during the 1940 's Mount Prospect Village staff members including Fire
Chief Frank Bierman and Police Chief George Whittenberg participated in the
Scouts' education by addressing the Troop on topics within their realm of
experience; and
WHEREAS, World War II brought the tragic loss of two distinguished Troop 23
alumni, Lt. Phil Kaiser and Lt. Elvin Anderson, the postwar-baby boom and
population explosion in Mount Prospect brought an influx of new members to Troop
23, during the 1950's; and
WHEREAS, activities of earlier days such as, archery, bridge building, tracking in
the snow, tin can cooking, father-son hikes and camping have remained a part of the
Scouting experience, trips to places like the Dresden Island atomic energy plant have
added a new element to the Troop's educational mission; and
WHEREAS, determined and disciplined, Troop 23 has camped inside both the USS
Silvers ides submarine in Muskegon, Michigan and Eagle Cave in Blue River,
Wisconsin, climbed rockformations, hiked and cycled many trails, Troop members
have participated in "High Adventures" to such places as the Philmont Scout Ranch
in New Mexico, Camp Buffalo Bill in Wyoming and the National Boy Scout
Jamborees at Camp A.P. Hill in Virginia; and
WHEREAS, public service, citizenship activities, and fund-raising events,
established as part of Troop life in the 1960's continue today; and
WHEREAS, in its proud history Troop 23 has produced 64 Eagle Scouts who have
contributed to the institutions of Mount Prospect and surrounding communities
by initiating and completing projects such as replanting prairies, constructing signs
for schools, painting food pantries and collecting food and other supplies for the
needy; and
WHEREAS, over the last 75 commendable years Troop 23 has continued to serve
the community, meeting at Central School, Fairview School, the Moose Lodge and
now at the Community Presbyterian Church, helping to transform immature boys
into responsible young men.
NOW, THEREFORE, 1, IrvanaK. Wilks, Mayor of the Village of Mount Prospect,
do hereby proclaim April 21, 2006 as a day of celebration of the
"75'h ANNIVERSARY OF MOUNT PROSPECT BOY SCOUT TROOP 23"
in the Village of Mount Prospect and I call upon all residents to join me in
expressing congratulations to the Scouts of Troop 23 and their volunteer Scout
Leaders for their commitment to this value-based program.

WHEREAS, in 18721. Sterling Morton proposed to the Nebraska Board of Agriculture that a
special day be set aside for the planting of trees; and

WHEREAS, this holiday, called Arbor Day, was first observed with the planting of more than
a million trees in Nebraska; and
WHEREAS, Arbor Day is now observed throughout the nation and the world; and
WHEREAS, trees can cut heating and cooling costs, clean the air, provide habitat for
wildlife, beautify our community, and produce lift-giving oxygen; and
WHEREAS, trees are a renewable resource giving us paper, food, wood for our homes, and
fuel for our fires.

PROCLAMA TION
"NORTH AMERICAN OCCUPATIONAL
SAFETY AND HEALTH (NAOSH) WEEK"
APRIL 30 - MA Y 6, 2006
WHEREAS, every year more than 5500 people die from job-related injuries
and 4.4 million more suffer occupational injuries and illnesses; and
WHEREAS, every day, mil/ions of people go to and return home from work
safely due, in part, to the efforts of occupational safety, health and
environmental practitioners - who work day in and day out identifying hazards
and implementing safety and health advances in all industries and at all
workplaces, aimed at eliminating workplace fatalities, injuries and illnesses;
and
WHEREAS, these occupational safety, health and environmental practitioners
work to prevent accidents, injuries and occupational diseases, create safer work
and leisure environments, develop safer products and are committed to
protecting people, property and the environment; and
WHEREAS, during the week of April 30 - May 6, 2006 and throughout the
year the American Society of Safety Engineers (ASSE), the U. S. Occupational
Safety and Health Administration (OSHA) and other NAOSH partners
representing hundreds of thousands of people, will work to raise employers "
employees' and the public's understanding of the importance of occupational
safety, health and the environment in everyone's lives, and provide valuable
information and resources aimed at decreasing workplace fatalities, injuries
and illnesses.

WHEREAS, education is a lifelong process; and
WHEREAS, public education is a community enterprise, and community education philosophy
advocates full use of public facilities, programs and services by every age group in the
community; and
WHEREAS, the skills, talents and experiences of senior citizens are untapped resources in
many communities and intergenerational cooperation promotes efficient use of human resources;
and
WHEREAS, community education promotes the use of community resources, community
volunteers in schools, senior citizen centers and community agencies, and maximizes the use of
human resources to provide educational opportunities for residents of all ages; and
WHEREAS, the goal of community education is to promote a sharing, caring, learning
community; and
WHEREAS, senior citizens have earned our respect and recognition for their past
accomplishments. and their present andfuture contributions; and
WHEREAS, Senior Celebration Day is co-sponsored by the High School District 214
Community Education and the Village of Mount Prospect, to encourage and develop programs
and activities to meet the needs of all the residents in High School District 214 and the Village of
Mount Prospect.

proclaim May 10,2006 as a day in recognition of the
"EIGHTEENTH ANNUAL SENIOR CELEBRATION DAY"
in Mount Prospect. Furthermore,] call upon the seniors in our community, the residents of High
School District 214, and the entire Village of Mount Prospect to recognize and celebrate the
bonds they have discovered, the partnerships they have formed, and the sense of community they
have strengthened through community education programs.

business with just two (2) cars; and
WHEREAS, AMERICAN TAXI DISPATCH, INC. has since grown to over eight hundred
ten vehicles (810) and over one-thousand (1,000) independent owner/operators; and
WHEREAS, AMERICAN TAXI DISPATCH, INC. was an innovative leader in the
industry with the early development of pre-priced flat rates to the Chicago Airports painted
on each car and a computerized dispatch system to rapidly dispatch nearby cars to provide
prompt service; and
WHEREAS, AMERICAN TAXI DISPATCH, INC. manages over 33, 000 customer service
phone calls per week through their automated order placement system and live operators;
and
WHEREAS, AMERICAN TAXI DISPATCH, INC., Mount Prospect Call Center,
provides part-time employment opportunities to many local high school and college
students; and
WHEREAS, AMERICAN TAXI DISPATCH, INC., values safe drivers and employees,
hiring only Illinois Licensed Drivers who have successfUlly completed their in-house training
program; and
WHEREAS, AMERICAN TAXI DISPATCH, INC., consistently demonstrates a
cooperative and supportive relationship with the Village of Mount Prospect Police
Department and Senior Discount Taxi Program and is an active member of the Mount
Prospect Police Department; and
WHEREAS, the anniversary of this family-owned company of thirty (30) years, located at
834 East Rand Road, is a notable and commendable occasion.
NOW, THEREFORE, 1, Irvana K. Wilks, Mayor of the Village of Mount Prospect, do
hereby proclaim April 18, 2006 as a day of celebration of the

Service of Alcoholic Beverages at Village Hall
You have asked whether there are any circumstances under which
alcoholic beverages are permitted to be consumed at the Village Hall. This
question arises because the Sister Cities Commission desires to serve wine at a
potluck dinner to be held at the Village Hall. You have also informed me that it is
desirable to be able to serve wine and beer at our annual Boards and
Commissions Appreciation Dinner.
As you are aware, state law prohibits the consumption of alcoholic
beverages on Village owned property unless the Village has a specific ordinance
permitting such consumption.
Attached please find an ordinance that meets this statutory requirement.
It is my understanding that the Sister Cities Commission intends to hold its dinner
on April 27, 2006.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 13, "ALCOHOLIC LIQUOR" OF THE
VILLAGE CODE TO PERMIT THE SERVICE OF CERTAIN ALCOHOLIC
BEVERAGES ON VILLAGE OWNED PROPERTY AT SPECIAL EVENTS
MOUNT PROSPECT, COOK COUNTY, ILLINOIS
WHEREAS, from time to time the Village of Mount Prospect hosts or
sponsors special events, such as Sister Cities receptions, commemorative
receptions and receptions honoring citizens or groups providing special services
for the community. At such times, it may be appropriate to permit the service of
alcoholic liquor for those guests attending the event.
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND
BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK
COUNTY, ILLINOIS ACTING IN THE EXERCISE OF THEIR HOME RULE
POWERS:
SECTION 1: Chapter 13 entitled "Alcoholic Liquor" of the Village of Mount
Prospect Village Code, as amended, is amended further by adding a new
subsection E to Section 13.107, Article I entitled "General Provisions", which
shall be read as follows:
E. Upon application to the Local Liquor Control Commissioner,
the Commissioner may grant written permission allowing the serving of
beer and wine as defined by the Village Code of Mount Prospect at Village
sponsored or Village hosted events on Village property. The
Commissioner may attach such conditions as are appropriate for such
service and shall report any such permits to the Village Board at the next
meeting of the Board. All regulations with respect to persons to whom
service may be prohibited shall be applicable.
SECTION 2: The current subsection E to Section 13.107 shall now
become subsection F.
SECTION 3: All Ordinances or parts of Ordinances in conflict herewith
are hereby repealed.
SECTION 4: This ordinance shall be in full force and effect from and after
its passage, approval, and publication in pamphlet form in the manner provided
bylaw.

SUBJECT: MARISQUERIA FLAMINGOS, (FORMERLY YUMMY RESTAURANT),
1590 SOUTH BUSSE ROAD
REQUEST FOR CLASS R LIQUOR LICENSE
On Thursday, April 6, 2006, the Village Manager met with Messrs. Porfirio Gomez and Jorge
Almaraz regarding Mr. Ismael Bonilla's request for the creation of a new Class R Liquor License
for the above-referenced restaurant. The "R" classification provides for the service of alcoholic
beverages at dining tables only. Mr. Bonilla currently holds a Class W Liquor License for
Taqueria Los Arcos, located at 1707 West Algonquin Road. Mr. Porfirio Gomez has been the
manager of Los Arcos since 1992. Mr. Almaraz will function as the "start-up" chef for
Marisqueria Flamingos. He will spend a number of months assisting in the make over of the
restaurant and establishing recipes and the menu.
Messrs. Gomez and Almaraz indicate the theme of the restaurant will be "upscale Mexican
seafood." The total building square footage is 2,000 square feet with an estimated 12 tables.
Pending approval of this License request, the restaurant will close for several weeks while some
minor remodeling takes place with an anticipated reopening in May.
The Village Manager discussed with the applicants the requirements of the Village's Liquor
Code including the need to be mindful of sales to minors as well as obviously intoxicated
persons. The requirements of the Village's Fight Ordinance were also discussed. Mr. Gomez
indicated that he is very familiar with the Village's Liquor Ordinance.
A completed application as well as all other required documentation is on file. Both Messrs.
Bonilla and Gomez have current files regarding background check and fingerprints in
association with the Los Arcos Liquor License. If the Village Board views this application
favorably, an Ordinance creating a new Class R License would need to be adopted.

BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT

SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class R Liquor Licenses by One (1) Marisqueria
Flamingos, 1590 South Busse Road. Said list is as follows:
