PROCLAMATION
"CHILD ABUSE PREVENTION MONTH"
APRIL, 2006
WHEREAS, child abuse is a community problem and finding solutions depends
on involvement among people throughout the community; and
WHEREAS, approximately 3 million children are reported abused and neglected
in this country each year; and
WHEREAS, the effects of child abuse are felt by entire communities, and need to
be addressed by the entire community; and
WHEREAS, effective child abuse prevention programs succeed because of
artnerships created among the courts, social service agencies, schools, religious
organizations, law enforcement agencies, and the business community; and
WHEREAS, all citizens should become more aware of the negative effects of child
abuse, and the benefits of its prevention within the community, and should become
involved in supporting parents to raise their children in a safe, nurturing
environment.
NOW, THEREFORE, 1, IrvanaK. Wilks, Mayor of the Village of Mount Prospect,
do hereby proclaim the month of April as
"CHILD ABUSE PREVENTION MONTH"
in the Village of Mount Prospect, and I call upon all individuals, community
agencies, religious organizations, medicalfacilities and businesses to increase their
articipation in efforts to prevent child abuse, thereby strengthening the
communities in which we live and work.

"NA TIONAL FAIR HOUSING MONTH"
APRIL, 2006
WHEREAS, the Village of Mount Prospect finds that decent, safe, and affordable
housing is part of the American Dream and a goal of all Illinois residents; and
WHEREAS, individuals in the State of Illinois have the right to choose where to live
I without discrimination based on race, color, religion, age, gender, familial, status,
national origin, and/or disability; and
WHEREAS, acts of housing discrimination and barriers to equal housing
opportunity are repugnant to a common sense of decency and fairness; and
WHEREAS, federal and state laws affirm the right of every person to equal housing
opportunity; and
WHEREAS, fair housing is a positive community good; and
WHEREAS, economic stability, community health, and human relations in the state
of Illinois are improved by diversity; and
WHEREAS, stable, integrated and balanced residential patterns are threatened by
discriminatory acts and unlawful housing practices, resulting in segregation of
residents and opportunities in our region; and
WHEREAS, the talents of grassroots and nonprofit organizations, housing service
providers,financial institutions, elected officials, state agencies, and others must be
combined to promote and preserve fair housing and equal opportunity.
NOW, THEREFORE, 1, Irvana K Wilks, Mayor of the Village of Mount Prospect,
do hereby proclaim the month of April, 2006 to be
UNATIONAL FAIR HOUSING MONTH"
in Mount Prospect as an open and inclusive community committed to fair housing,
and to promote appropriate activities by private and public entities intended to
provide or advocate for equal housing opportunities for all residents and prospective
res idents of the Village of Mount Prospect.

ORDINANCE NO
AN ORDINANCE AMENDING CHAPTER 5
OF THE VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS ACTING IN THE EXERCISE
OF THEIR HOME RULE POWERS:
SECTION 1: That Article IX, entitled "Firemen's Pension Board," of Chapter 5 of the Village
Code of Mount Prospect shall be deleted in its entirety, and replaced with a new Article IX,
entitled "Firefighters' Pension Board," to be and read as follows:
Article IX, FIREFIGHTERS' PENSION BOARD
Section 5.901: CREATED. There shall be a Firefighters' Pension Board consisting of five (5)
members. Of these members, two (2) shall be appointed by the Village President; two (2) shall
be elected from the active participants of the pension fund; and one (1) shall be elected from the
beneficiaries of the pension fund. Each member shall serve for three (3) years and elected
members shall be selected in the manner provided by law. Officers of the Board shall be
elected, hold office and have such authority to act for said Board on such terms and in such
manner as said Board may provide and as provided by law. Notwithstanding any provision of
this Section to the contrary, the term of office of each member of the Village of Mount Prospect
Firemen's Pension Board established on or before the 3rd Monday in April, 2006, shall continue
to and terminate on the 3rd Monday in April, 2006, but all incumbent members shall continue to
exercise all of the powers and be subject to all of the duties of a member of the Firefighters'
Pension Board until all of the new members of the Board take office.
Section 5.902: DUTIES OF THE BOARD. It shall be the duty of the members of the Firefighters'
Pension Board to manage, invest and control the Firefighters' Pension Fund and all monies
pertaining thereto in the manner provided by statute. 1

SECTION 2: This Ordinance shall be in full force and effect from and after its passage, approval
and publication in pamphlet form in the manner provided by law.

SUBJECT: APPOINTMENT TO FIREFIGHTERS' PENSION BOARD
On July 25, 2005, the Downstate Firefighter Article of the Illinois Pension Code was
amended by the Illinois General Assembly to modify the membership of the "Board of
Trustees of the Firefighters' Pension Fund." The statute also provides for the
termination of the terms of office of the existing 7 -member board and for the election
and appointment of a new 5-member board. The existing Board was comprised of the
fire chief, village attorney, mayor, village clerk, 2 active firefighters and 1 retired
firefighter. Effective April 17, 2006, a newly elected/appointed Board shall consist of
two active firefighters elected by their peers, a retired firefighter elected by their peers
and two members appointed by the. mayor. The composition of the newly
elected/appointed Firefighters' Pension Board mirrors the make-up of the current Police
Pension Board.
Therefore, I am submitting the following for appointment to the Firefighters' Pension
Board for three year terms:
