BACKGROUND
Asphalt restoration to driveways, parking lots and streets are necessary to repair resulting from
water main and sewer repairs. Contracts for this work allow us to do replacements monthly, thus
reducing the time our residents are waiting for restorations. This is a 2-yearagreement
concluding at the end of2007.
DISCUSSION
Sealed bids were opened at 10:00 A.M. on March 13, 2006 for a proposed asphalt restoration
contract. Bid prices were based on estimated quantities. Eight invitational bids were mailed, and
a bid notice was placed in the local paper.

DISCUSSION
The low bidder, Quality Blacktop Inc., has had this contract for the past three years and has
performed satisfactorily. Quantities will be adjusted so that the total expenditure will not exceed
the budgeted amount. Funds for this proposed contract are available in the current budget on
page 252, account code 6105510-540777 in the amount of $16,000, and on page 248, account
code 6105505-540701 in the amount of $19,000. Funds expended in 2007 will be limited to the
approved budget amounts.
RECOMMENDATION
I recommend acceptance of the lowest bid as submitted by Quality Blacktop Inc. for the 2006 &
2007 Asphalt Restoration Contract in an amount not to exceed $35,000.

BACKGROUND
Concrete restoration to driveways, curbs, and sidewalks are necessary throughout the year
following water main breaks and sewer repairs. Annual contracts for this work allow us to do
replacements monthly, thus reducing the time our residents are waiting for restorations. This
proposed agreement is for a 2-year term concluding at the end of2007.

The low bidder, Strada Construction, Co.., had several of our sidewalk programs over the last
three years and performed satisfactorily.
There is $32,000 available in this year's budget for this proposed contract. Quantities will be
adjusted so as not to exceed the budgeted amount. Funding for this proposed contract will come
from the following accounts:
· on page 248, account code 6105505-570470, in the amount of $ 10,000.00
· on page 249, account code 6105506-570470, in the amount of$ 6,500.00
· on page 252, account code 6105509-570470, in the amount of$ 2,500.00

RECOMMENDATION

AND INLET CLEANING CONTRACT (NOT TO EXCEED $35,700)
BACKGROUND
Annually, a contract is let to clean and inspect one sixth (l/6th) of the Village's sewer catch
basins and inlets. This annual program helps minimize the potential for sewer flow restrictions
caused by clogged sewer structures. This program also provides an opportunity to assess the
structural integrity of inlets and catch basins on a scheduled basis. The proposed agreement is
for a 2-year term concluding at the end of 2007.
BID RESULTS
Sealed bids were opened at 10:00 A.M. on March 13, 2006 for this proposed sewer catch basin
and inlet cleaning contract. This year's area is the area in the northeast section of the Village.
The bid prices were based on estimated quantities of250 sewer catch basins and 250 inlets to be
cleaned. Seven invitational bids were mailed, and a bid notice was placed in the local paper.

DISCUSSION
The low bidder, Accurate Locating Services, Inc., submitted four other references which all
replied that they performed adequately and would hire them again. Quantities will be adjusted so
that the total expenditure will not exceed the budgeted amount. Funds for this proposed contract
are in the current budget on page 251, account code 6105509-540779 in the amount of
$30,000.00, and on page 210, account code 0015108-540520 in the amount of $5,870.00. Total
funding available for this year is $35,870.00. Funds expended in 2007 will be limited to the
approved budget amounts.
RECOMMENDATION
I recommend acceptance ofthe lowest bid as submitted by Accurate Locating Services, Inc., for
the 2006 & 2007 Sewer Catch Basin and Inlet Cleaning Contract in an amount not to exceed the
annual budget for 2006 of $35,870.00.

SUBJECT: 2006 MATERIAL TESTING CONTRACT AWARD - $50,000.00
Background
In conjunction with our 2006 Street Resurfacing Program, we requested proposals from
material testing consultants. These proposals were to include the following:
· Jobsite Quality Assurance Testing of concrete material for the new curbs and
driveway aprons.
· Jobsite Quality Assurance Testing of asphalt binder and surface mix material of
the asphalt binder and surface as it is placed.
· Quality Assurance Manager responsibilities that are required by the Illinois
Department of Transportation.
Results
On Monday, March 13,2006, we received three proposals to perform Jobsite Quality
Assurance Testing for the 2006 Street Resurfacing Program.

Discussion
According to 50 ILCS 510 Local Government Professional Services Selection Act and
Title 23, Chapter 1, Subchapter I, Paragraph 112(b )(2) of the United States Code, local
governments must negotiate and enter into contracts for architectural, engineering and
land surveying services on the basis of demonstrated competence and qualifications for
the type of services required and at fair and reasonable compensation. Awarding a
contract to the lowest bidder through competitive bidding is not allowed.
All of the consultants submitted documentation that indicated their ability to perform the
necessary services. All of the consultants also included references of past work and
qualifications of the personnel who will be evaluating the material samples. With
respect to the scope of the quality assurance testing for the resurfacing program, I
evaluated the consultants based on qualifications, ability of professional personnel, past
experience, and location.
Based on my evaluation of the proposals and discussions with the consultants
regarding their qualifications and experience, I have determined that Geo Services, Inc.
is the most preferred and can perform the necessary services within the budget limits
for the project. Geo Services, Inc. has previously completed material testing for the
Village in conjunction with previous Street Resurfacing Programs and their work has
been acceptable. Geo Services, Inc. has successfully completed work on many similar
projects for the Village of Palatine and the Village of Arlington Heights and appears to
be well qualified to complete the required work.
Recommendation
The services listed in the proposal are based on estimated jobsite work hours using
averages from previous years and prorated for the anticipated work for this year. Many
factors can influence the actual jobsite work hours for quality assurance testing _
especially weather and unanticipated soil conditions. Therefore, I recommend that the
proposal from Geo Services, Inc. be accepted at the March 22, 2006 Village Board
meeting for the full budgeted amount of $50,000.00.
Funding for this proposed contract will come from Account No. 5607706-540545 found
on page 289 of the 2006 Budget where there is $50,000.00 allocated.

SUBJECT: REQUEST TO PURCHASE 25 MOBILE VIDEO RECORDING SYSTEMS
Police Department Request
The Police Department is requesting to purchase 25 L-3 Communications in-car video camera
systems at a total cost not to exceed $167,600.00. Attached are quotations received from L-3
Communications indicating the prices of in-car video systems and related equipment to be
purchased. Also attached is a comparison of similar in-car video systems evaluated listing their
features and costs.
Discussion
The use of in-car video and recording systems serve four distinct purposes. First, the recordings
serve as evidence in support of an officer's actions in field encounters and arrests. Second,
recordings serve a training function. Third, the recordings may be viewed in the context of
officer safety. Finally, recordings may be used for management purposes whereby they can
preclude, substantiate or unfound complaints about an officer's demeanor, activities or actions.
Primarily the system will be used to record all traffic stops, . especially those traffic stops
involving hazardous moving violations, arrests or high-risk situations. It may be used to review
the traffic stop procedures and practices followed by individual patrol officers. It is also used to
determine officer compliance with department directives in accordance with the Village's
Memorandum of Agreement with the Department of Justice. Finally, it may be used, consistent
with statutory and judicial restraints, to record the actions and words of persons in the patrol
squad car.
Currently, all but two (2) of the department's marked patrol vehicles are equipped with Kustom
Signals VHS format mobile video recording systems. The remaining two (2) vehicles are
equipped with Kustom Signals Digital format mobile video systems. The VHS systems which
records to a standard VHS tape were purchased in 2001 and 2002. The digital systems which
record to a DVD disc were purchased in 2004. Although the systems have experienced technical
difficulties on a consistent basis, they have allowed the department to meet its objectives to
record all traffic stops conducted by patrol officers, to provide training to personnel, and finally
to insure officers are adhering to department policy as directed by the Memorandum of

Agreement with the Department of Justice. The Kustom Signals systems required a significant
time commitment by patrol supervisors and the mobile video recording officer in changing and
replacing used media.
During the course of researching in-car video systems, seven (7) vendors' products were
evaluated. These systems were evaluated in terms of the following:
· ease of use by officers,
· ability to record in a digital format,
· ability to transmit audio over a digital format,
· ability to house equipment within the vehicle to reduce climate issues,
· need to reduce moving parts which are prone to breakdown and require maintenance,
· ability for officers to review stops from vehicle,
· ability to download traffic stop data, via wireless technology, in an efficient manner
making it unnecessary for supervisors to remove media from patrol vehicles,
· ability to store and maintain the video/audio for a minimum of 90 days on a centralized
networked server,
· ability to network video/audio within the department,
· ability to index stops by multiple identifiers such as officer name, squad number, and
date,
· ability to easily record traffic stop audio/video to a standard media for court presentation.
All of the systems evaluated record data in digital format. All systems except for those
manufactured by Motorola and Kustom signals provide for wireless upload to a server system via
multiple "hot spot" wireless locations at the Public Safety Building. These wireless systems
maintain ample security via data transmission protocol and firewall setup to ensure the integrity
of the system and computer network. Of the wireless systems evaluated, only those from
Panasonic, L-3 Communications and AMR Digital Corporation relied on flash memory to record
and maintain digital information prior to upload to the server system. All systems except the
Panasonic system record in a MPEG 4 format, which at this time is the most sophisticated format
available for video recording of this type. All systems except for the Panasonic are housed
within the passenger compartment making them less susceptible to climate issues as when
mounted in the trunk. The Panasonic system places some of its equipment in the trunk
compartment. All systems except the one provided by Closed Circuit Innovations were based on
a standard flat rate purchase. The Closed Circuit Innovations system was priced on an initial fee
$159,800.00 plus a maintenance fee of $185.00 per month per unit for a total of $55,500
annually. It should be noted that the Closed Circuit Innovations system includes a mobile data
computer which would replace the department's Panasonic Toughbook mobile data terminals. It
is the practice of Closed Circuit Innovations to replace the entire unit every three (3) years at no
additional costs based upon the $55,000 annual service agreement for their system.
All systems shared the following features: either LCD display or display via the mobile data
computer, a minimum 1.0 Lux level, minimum of 12x optical magnification, 5-7 years system
life expectancy, on site equipment training, and a minimum ofa one (1) year warranty. Both the
Kustom and the AMR systems provide a three (3) year warranty.

Attached for review is a breakdown of the costs involved for each system showing the initial cost
per unit, server cost, wireless cost, training and setup, and maintenance costs. Installation cost
for each system type is an additional $200.00 per unit and may be installed by our current
installation company.
In addition to purchasing in-car video systems, the department will purchase the following
equipment so as to fully utilize the video systems: microphone transmitter pouch holders to be
assigned to individual officers, five (5) additional radio transmitters, and 600 blank DVD disks.
Conclusion & Recommendation
In determining which system comes closest to meeting the needs of the department, the issues
previously outlined and the following factors were evaluated: tape format and security, system
pricing, warranty, serviceability and actual use in the field by police agencies. Based on these
factors it has been concluded that the L-3 Communications Mobile Vision system meets
department needs. The L-3 Communications system uses a flash memory card to store data.
This system relies on no moving parts such as a hard drive making it less prone to failure.
Although the AMR system uses a similar flash memory card and wireless download system, the
AMR system has been modified significantly in the past six months making their technology
unproven. The L-3 system has been in use nationwide for many years and has proven highly
dependable and reliable for municipal, county and state law enforcement agencies. The L-3
system meets all the requirements as outlined earlier. The patrol vehicle equipment can be easily
operated by patrol personnel. The wireless upload system has proven dependable during a 90
day trial recently concluded allowing for the mobile video recorder officer to easily and quickly
view and download video. Video produced during this time has been used in court presentation
and as part of the department's responsibilities under the Memorandum of Agreement. Finally,
the L-3 system allows for all video to be indexed via officer name, date and time, and squad
number. This will ease responsibilities of the Mobile Video Recorder Officer in meeting the
requirements of department review procedures.
In conclusion, based on system features, system service, reputation in the field and price it is the
staffs recommendation to purchase the L-3 Mobile Vision system. It is also requested that the
bid process be waived to allow for this purchase. The purchase of 25 in car systems, wireless
equipment, server system and related equipment will be funded through capital improvement
account (Digital Mobil Video Recorders) 5107701-670222 not to exceed $156,600 and capital
improvement account 5107701-670122 (New Police Vehicles) not to exceed $11,000.

SELF-CONTAINED BREATHING APPARATUS PURCHASE-
WAIVER OF BID
General I nformation
The fire department is requesting to waive the bid process and purchase 40 self-contained
breathing apparatus (SCBA) which are Chemical, Biological, Radiological, and Nuclear (CBRN)
compliant, have integral Personal Alert Safety System (PASS) devices, and a heads up display
built in to the face pieces. Since the events of September 11, 2001 the new Standard for SCBA
requires all SCBA to be CBRN compliant.
SCBA Units
The SCBA is a piece of equipment worn on the firefighters back, which is responsible for
providing clean breathing air when entering toxic atmospheres. The department's current SCBA
units were purchased in 2000. Our existing units do not meet the current Standards (CBRN) for
breathing apparatus. The current air cylinders can be utilized with the new units and therefore,
we will only purchase ten new air cylinders at this time. The proposed SCBA units are lightweight
and in fact are one of the lightest on the market (23 pounds).
Personal Alert Safety System (PASS) Devices
The proposed new SCBA units include the integral PASS device with redundant alarm and meet
all current applicable Standards. These devices provide not only an audible but a visual alert if a
firefighter becomes trapped or disabled during an emergency call. These devices also provide
critical information such as time remaining, cylinder pressure, and battery status which is logged
and can be downloaded to a PC if needed.
Why MSA?
There are a number of manufacturers that provide SCBA units. Fire Department personnel tested
three SCBA models over a three-month period. The units were used during physical training and
under extreme weather conditions to test the functionality of the units under these conditions.

The final evaluation was done during the annual air consumption testing of our personnel to test
ease of breathe ability and functionality of each unit. We have used MSA for over 20 years with
exceptional service and reliability. One important component of the SCBA is the face piece and
every firefighter is provided with his/her own personal face piece as part of our Respiratory
Protection Plan. The heads up display is built in to each face piece and allows the individual to
monitor remaining air in their cylinder by using a series of colored LED lights. Purchasing from
MSA provides for continued standardization of SCBA units. Additionally, MSA offers local 24-hour
emergency service.
Also, please find attached a letter acknowledging that for a period of 24-months or until the NFPA
1981-2007 edition standard comes out, Air One Equipment, Inc. agrees to provide a technology
upgrade warranty on the regulator, heads-up display, PASS device, or any first generation
component on the self-contained breathing apparatus. This upgrade will be provided at no charge
to the Mount Prospect Fire Department (see attachment).
Air One Equipment of Elgin Illinois, is the only authorized Mine Safety Appliances Company
(MSA) dealer in the Chicago Metropolitan Area (see attachment). We have worked with Air One
Equipment for a number of years and find their staff to be extremely knowledgeable and
responsive to our needs.
Warranty
The MSA units come with a lifetime warranty on the regulator, harness, straps, waist
belts, and face piece. The PASS device has a two-year warranty on the electronic
components.
Budaet Authorization
There is $160,000 budgeted in account 5107701-670013 (page 286 of the budget book) for this
purchase. The Fire Department was successful in receiving the Assistance to Firefighters Grant

fund or $32,000 cost share for the Village.
Recommendation
Based on the information outlined in this memo, it is my recommendation to stay with MSA self-
contained breathing apparatus and award the contract to Air One Equipment in an amount not to
exceed $160,000. The cost to the Village will not exceed $32,000 per the Grant guidelines.
