FHEREAS, the Village of Mount Prospect has caused to be constructed at its sole
post certain oversized sanitary sewer main and water main improvements to serve

1t'V?at is or is expected to be land and territory within the corporate limits of the

WHEREAS, the cost of construction as completed totals Five Hundred Ten Thousand
I~~~ no / 100 ($510, 000. 00) Dollars, including all engineering and inspection costs;
ItIlEREAS' the aforesaid improvements can and will serve other properties not pre-
irently being served, which properties are adjacent to or within the corporate limits

I ECTION ONE: That, pursuant to the authority vested in the President and Board I
f Trustees of the Village of Mount Prospect under Article VII of the 1970 Constitu- I
hon of the State of Illinois, no person, firm, or corporation being the owner of or

ponnect to and obtain any services from any water main owned by the Village of
It' ount Prospect without first having obtained a permit from the Village of Mount
I raspect to make such connection, '\Thich certain real estate is described as lying
I-ithin that area West of Elmhurst Road; South of Dempster Street; East of Linneman
j11oad; and North of Algonquin Road; as well as that real estate lying East of Higgins
1'F~reek; North of Oakton Street; West of Elmhurst Road; South of Algonquin Hoad,
~ast of the East line of Semrow's Addition to Mount Prospect in the West Half (D of
I~e Northwest Quarter CD of Section 23, Township 41 North, Range 11, East of the
,hird Principal Meridian, in Cook County, Illinois.
I~ . No such permit shall be issued unless the applicant therefor shall first pay
II to the Village of Mount Prospect a sum equal to Five Hundred Twenty-Five
I and no/lOa ($525.00) Dollars per acre of land to be served by such connec-
I tion, which sum amounts to the proportionate share of the cost of Two Run-
I dred Fifty-Two Thousand and no/l00 ($252,000.00) Dollars, the amount here-
tofore paid by the Village of Mount Prospect.

~. Such charge when paid shall entitle such owner to connect to the said water

I~ECTION TWO: That, pursuant to the authority vested in the President and Board

Ii II and no/lOO ($975.00) Dollars per acre of land to be served by such connec-
tion, which sum amounts to the proportionate share of the cost of Two Hun-
II dred Fifty-Eight Thousand and no/l00 ($258,000.00) Dollars, the amount
Irl heretofore paid by the Village of Mount Prospect.
I. Such charge when paid shall entitle such owner to connect to the said seni,-

EGTTON THREE: That m;y person, firm, or corporation being the owner or owner'S I

n SECTION ONE or SECTION TWO hereinabove and any contractor, agent, or other
epresentative of any such owner or owners or other interested party making connec
ions with any sanitary sewer or water main improvements hereinbefore described
n SECTION ONE or SECTION TWO without first making application to the Village for
uch a permit, and without first paying the fees and charges hereinabove provided
or, shall be subject to a fine of not less than One Hundred and no/lOO ($100.00)
ollars nor more than Five Hundred and no/lOO ($500.00) Dollars and upon such a

ECTION FOUR: That the improvements hereinabove described are public improve-
ents owned by the Village of Mount Prospect and nothing herein contained shall be
fonstrued in any manner to vest any proprietary rights in said connections to any I
ther person, firm, or corporation.
