AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTERS OF THE VILL~GE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, OF THE QUESTION OF ISSUING $850,000 PUBLIC LIBRARY BONDS AT AN ELECTION TO BE HELD IN AND FOR SAID VILLAGE ON THE 1st DAY OF OCTOBER, 1977 j I WdEREAS, the Mount Prospect Public Library, Cook I I County, Illinois, was duly organized under an Act entitled i I I I "An Act to Authorize Cities, Villages and Incorporated Towns II' and Townships to Establish and Maintain Free Public Libraries II and Reading Rooms," approved March 7, 1872, as amended, and !I is now operating under "An Act in Relation to Free Public ,I Libraries for Cities, Villages and Incorporated To~ns and II II Townships, and to Repeal Acts and Parts of Acts Therein II Named," approved July 12, 1965, as amended, and has main- I tained and operated a free public library in and for the I Village of Mount Prospect, Cook County, Illinois, under I the direction of a duly elected Board of Library Directors I and, annually, taxes have been duly levied and extended I against all taxable property within the Village for the I purpose of maintaining and operating said public library; I and II L I Village of Mount Prospect has provided for and completed I the construction of a new public library building in the WHEREAS, the Board of Library Directors of the Village of Mount Prospect within five years of the date hereof; and WHEREAS, the Board of Library Directors of the Vi.llage of Hount Prospect, Cook County, Illinois, has by I I , j I I I I I I I proper proceedings heretofore determined that it is necessary I I I - 2 - and in the best interests of the Village that addit~onal library materials be acquired for circulation to the public, such materials to consist of additional books, periodicals, films, recordings, electronic data storage and retrieval facilities, and similar materials, and said Board of Directors has heretofore submitted to the President and Board of Trustees of the Village of Mount Prospect a plan and an estima~~ of the cost of acquiring such additional library materials; and WHEREAS, the said Board of Directors of the Public Library of the Village of Mount Prospect has estimated the cost of acquiring said additional library materials to be Eight Hundred Fifty Thousand Dollars ($850,000.00); and WHEREAS, the President and Board of Trustees desire to approve the said plan for the acquisition of said library materials and the estimated cost thereof, as said plan and estimate of cost were heretofore submitted to this President and Board of Trustees by said Board of Library Directors; and WHEREAS, it is deemed advisable and necessary and for the best interests of the Village of Mount Prospect that said library materials be acquired; and WHEREAS, the President and Board of Trustees of said Village approve the said estimate of the cost of , acquiring said library materials and do hereby find and determine that the estimated cost thereof will not be less than Eight Hundred Fifty Thousand Dollars ($850,000.00); and WHEREAS, funds are not available for the purpose of paying the cost thereof, as hereinabove referred to and described, and it will therefore be necessary to borrow j I II - 3 - money and in evidence thereof issue bonds of said Village for the purpose of paying the said cost; and WHEREAS, the President and Board of Trustees have determined that before bonds of the said Village are issued for the purpose of acquiring said library materials the question of issuing said bonds shall be submitted to the electors of said Village and be approved by a majority of the electors voting on said question at an election called for that purpose. NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS, AS FOLLOWS: SECTION ONE: The President and Board of Trustees of the Village of Mount Prospect find as facts the matters hereinabove set forth. SECTION TWO: That it. is hereby determined that it is for the best interests of the Village of Mount Prospect that additional library materials be purchased for circula- tion to the public, such materials to consist of additional books, periodicals, films, recordings, electronic data storage and retrieval facilities, and similar materials, and for the purpose of paying the cost thereof, as herein- above described, it will be necessary that the Village borrow money and in evidence thereof issue the bonds of said Village. SECTION THREE: That provided the issuance of bonds of the Village is approved by a majority of the electors of the Village voting on the question of issuing such bonds, there be borrowed by, for and on behalf of said Village the sum of Eight Hundred Fifty Thousand Dollars ($850,000.00) for the purpose of paying the cost of purchasing said I "I , -I I I I II additional library materials, all as hereinabove described q II in the preamble hereof, and that to evidence said loan I negotiable bonds of said Village be issued and that said I bonds be desi~ated "Public Library Bonds, Series of 1977," I and bear interest at the rate of not to exceed sever,per I cent (7%) per annum. I I I II 'I II I I , I II II Public Notice is hereby given that at a special municipal election to be held in and for the Village of Mount Prospect, Cook County, Illinois, on the 1st day of October, 1977, there will be submitted to the electors of said Village, the following question: II I', 1 II I Question to Issue $850,000.00 Public Library Bonds Shall bonds in the amount of $850,000.00 be issued by the Village of Mount Prospect, Cook County, Illinois, for the purpose of paying the cost of acquiring additional library materials, such materials consisting of additional books, periodicals, films, recordings, electronic data storage and retrieval facilities, and similar materials, said bonds to bear interest at the rate of not to exceed seven per cent (7%) per annum? SECTION TEN: That the results of said election shall be canvassed in the manner and form as provided by law. SECTION ELEVEN: That this ordinance shall be in full force and effect from and after its passage and approval. PASSED THIS 6th DAY OF SEPTEMBER, 1977.
