PROCLAMATION
"NATIONAL ATHLETIC TRAINING MONTH"
MARCH 2006
WHEREAS, the month of March is recognized as National Athletic Training Month by the
National Athletic Trainers Association; and
WHEREAS, certified athletic trainers have a long history of providing quality healthcare for
athletes and those engaged in physical activity based on specific tasks, knowledge and skills
acquired through their nationally regulated educational processes; and
WHEREAS, the certified athletic trainers provide health care education and guidance, i,?jury
prevention and rehabilitation; and
WHEREAS, the National Athletic Trainers Association represents and supports 30,000
members of the athletic training profession employed in: professional sports, high schools,
colleges and universities, clinics and hospitals, corporate and industrial settings and military
branches; and
WHEREAS, the Prospect High School athletic trainers join with other organizations
concerned with athletic training and health care in a common desire to raise public awareness
of the importance of the athletic training profession and to emphasize the importance of
quality health care; and
WHEREAS, such an effort will improve health care for athletes and those engaged in
physical activity and promote certified athletic trainers as allied health professionals.
NOW, THEREFORE, I, Irvana K Wilks, Mayor of the Village of Mount Prospect, do hereby
proclaim March 2006 to be
"NATIONAL ATHLETIC TRAINING MONTH"
and I urge all citizens, especially those in Mount Prospect to learn more about the importance
of athletic training.

FEBRUARY 19-25,2006
WHEREAS, National Engineers' Week was founded in 1951 and is always
celebrated at the time of George Washington's birthday, our nation's first
president and a military engineer and land surveyor; and
WHEREAS, engineers are America's problem solvers, practical inventors that
use science and technology to turn ideas into reality, making our lives easier,
healthier, more productive and more fun; and

WHEREAS, thanks to engineers you can cruise down your local
superhighway paved with information or asphalt, or you can bite into a fresh
tomato in February or take a megabyte of your favorite computer program, or
you can run in the latest sports shoes and then run clean tap water for a
refreshing drink; and
WHEREAS, there are more than 1.9 million engineers in the United States
and their quiet behind the scenes work has earned engineering the title of "the
stealth profession"; and
WHEREAS, we increasingly look to engineers, and their knowledge and skill,
to meet the challenges of the future.
NOW, THEREFORE, I, Irvana K. Wilks, Mayor of the Village of Mount
Prospect, do hereby proclaim February 19-25,2006 as
"NATIONAL ENGINEERS' WEEK"
and I further extend appreciation to our Village engineers and engineering
staff for the vital services they perform and their contributions to this
community.

The Village Board and I request your presence at the Village Board meeting on
February 21,2006 at 7 PM so that you can be recognized for your response to the
devastated Gulf region after one of the largest and most destructive hurricanes to
ever hit the United States.
During this meeting you will receive a MABAS certificate and ribbon for your
response. The work you did to help those in need has never been done before and
the success of the response was due largely to each of the volunteers that
responded.
Please let me know if you cannot attend. I encourage you to bring family and
friends. Dress uniform will be the appropriate attire.

SUBJECT: REQUEST FOR CLASS R LIQUOR LICENSE
LE PEEP CAFE, TEN EAST NORTHWEST HIGHWAY
On Tuesday, February 14, 2006, the Village Manager met with Mr. Michael Martin of
LePeep Cafe regarding his request for the creation of a Class R Liquor License for the
above-referenced establishment. The Class R License provides for full service alcohol
at dining tables only. LePeep Cafe has been in operation since October 2004. It is
located in the Lofts and Shops building. LePeep Cafe offers a breakfast and lunch
menu seven days a week.
Mr. Martin indicated that the ability to offer alcoholic beverages would enhance his
ability to attract and retain customers. With said License, Le Peep could offer such
opportunities as a Sunday champagne brunch and other special Holiday promotions.
Mr. Martin also operates a LePeep Cafe in the City of Chicago. That establishment
currently holds a Liquor License. Mr. Martin and one of his Managers have completed a
Certified Liquor Training Course.
The Village Manager discussed at length with Mr. Martin the Village's particular
sensitivity to the sale of alcohol to minors and the over-service of clearly intoxicated
individuals. The Village Manager also discussed the particulars of the Village's Fight
Ordinance and the fact that Mr. Martin was responsible for the activity of his employees.
Mr. Martin indicated he had read and understood the Village's Liquor Code.
A completed application has been submitted along with fees and other required
documentation. Mr. Martin has submitted to the required fingerprinting and background
check. Should the Board consider the request favorably, an Ordinance creating an
additional Class R Liquor License would be in order.

AN ORDINANCE AMENDING CHAPTER 13 OF THE
VILLAGE CODE OF MOUNT PROSPECT
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT
PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of
Mount Prospect, as amended, the Corporate Authorities shall determine the number of liquor Licenses
available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized.
Said list is hereby amended by increasing the number of Class R Liquor Licenses by One (1) LePeep
Cafe, Ten East Northwest Highway. Said list is as follows:
