ORDINANCE NO. 4820
AN ORDINANCE AMENDING CHAPTER 5 ENTITLED
"BOARDS AND COMMISSIONS"
OF THE VILLAGE CODE OF MOUNT PROSPECT
NOW, THEREFORE, BE IT ORDAINED BY THE PRESIDENT AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That Article II entitled "Business Development and Redevelopment
Commission" of Chapter 5 (Boards and Commissions) of the Village Code of Mount
Prospect, as amended, is hereby further amended by amending Section 5.202.A. 1 in
its entirety and substituting the following; so that hereafter said Section 5.202.A.1 shall
be and read as follows:
" 1. The Village President shall appoint the Chairman and other members of
this Commission with the advice and consent of the Board of Trustees.
In the determination of such appointments, consideration shall be given
to the appointee's background relating to industry, commerce and
municipal planning. The Chairman shall serve no more than two (2)
consecutive terms as Chairman. "
SECTION TVVO: That Article IV entitled "Economic Development Commission" of
Chapter 5 (Boards and Commissions) of the Village Code of Mount Prospect, as
amended, is hereby further amended by amending Section 5.402.A in its entirety and
substituting the following; so that hereafter said Section 5.402.A shall be and read as
follows:
" A. The Economic Development Commission shall consist of seven (7)
members. The Chairman shall serve no more than two (2) consecutive
terms as Chairman. In addition to the 7 members appointed to this
Commission, the Economic Development Coordinator of the Community
Development Department shall serve ex officio."
SECTION THREE: That Article V entitled "Zoning Board of Appeals" of Chapter 5
(Boards and Commissions) of the Village Code of Mount Prospect, as amended, is
hereby further amended by amending Section 5.501.A.2. in its entirety and substituting
the following; so that hereafter said Section 5.501.A.2 shall be and read as follows:
" 2. The successor to each member, including the Chairman, so appointed
shall serve for a term of five (5) years or until his successor has been
duly appointed and qualified. The Chairman shall serve no more than
two (2) consecutive terms as Chairman."
SECTION FOUR: That Article VI entitled "Finance Commission" of Chapter 5
(Boards and Commissions) of the Village Code of Mount Prospect, as amended, is
hereby further amended by amending Section 5.602.A.1 in its entirety and substituting
the following; so that hereafter said Section 5.602.A.1 shall be and read as follows:
" 1. The Village President shall appoint the Chairman and other members of
this Commission with the advice and consent of the Board of Trustees.
The Chairman shall serve no more than two (2) consecutive terms as
Chairman. In the determination of such appointments, consideration
shall be given to the appointee's background relating to municipal finance
and planning. "

SECTION FIVE: That Article VII entitled "Plan Commission" of Chapter 5 (Boards
and Commissions) of the Village Code of Mount Prospect, as amended, is hereby
further amended by amending Section 5.701.A.1 and Section 5.701.A.2 in their
entirety and substituting the following; so that hereafter said Section 5.701.A.1 and
Section 5.701.A.2 shall be and read as follows:
" 1. Upon the creation of the Plan Commission, a Chairman, appointed by
the Village President with the consent of the Board of Trustees, who
shall be a voting member of said Commission, shall be appointed for a
term of five (5) years, or until his successor has been duly appointed and
qualified.
2. After the initial term following the creation of the Plan Commission, the
successor of each member including the Chairman shall serve for a term
of four (4) years, or until his successor has been duly appointed and
qualified. The Chairman shall serve no more than two (2) consecutive
terms as Chairman."
SECTION SIX: That Article X entitled "Safety Commission" of Chapter 5 (Boards and
Commissions) of the Village Code of Mount Prospect, as amended, is hereby further
amended by amending Section 5.1001 "Creation and Appointment" and Section
5.1002 "Chairman; Records and Minutes" in their entirety and substituting the
following; so that hereafter said Section 5.1001 and 5.1002 shall be and read as
follows:
" Sec. $.~1001. Creation and Appointment. There is hereby established a
Commission to be known as the "Mount Prospect Safety
Commission", consisting of nine (9) members, which members shall be
appointed as follows:
A. The Village President with the advice and consent of the Board of
Trustees shall appoint six (6) members, not in the employ of the Village,
who have a primary interest in safety.
B. The Village Manager shall appoint a representative from the Mount
Prospect Police Department, a representative from the Mount Prospect
Fire Department, and a representative from the Mount Prospect Public
Works Department to serve on thib Commission as voting members.
The Village employees appointed by the Village Manager shall serve
without additional compensation. A representative from the Engineering
Division shall serve as an ex officio, non-voting member of the
Commission and shall perform the duties of the Secretary of the
Commission.
C. The Village President with the advice and consent of the Board of
Trustees of the Village shall appoint the Chairman of this Commission.
The Chairman shall serve no more than two (2) consecutive terms as
Chairman.
The term of office for the members who are not in the employ of the Village
shall be for a period of four (4) years, or until their shccessors are appointed
and qualified. Any member shall be eligible for reappointment. Members of
this Commission, appointed or employees, shall service without additional
compensation.

Sec. 5.1002. Records and Minutes. Immediately upon its organization,
the Safety Commission shall select a vice chairman from its
members. The chairman shall designate the meeting dates; however, there
shall be a minimum of four (4) meetings each year. The Commission shall
adopt rules for the conduct of its meetings and keep written minutes of all
meetings and proceedings. All minutes bf the Safety Commission shall be
public and available for examination in the office of the Village Clerk during
regular business hours. "
SECTION SEVEN: That Article Xl entitled "Solid Waste Commission" of Chapter 5
(Boards and Commissions) of the Village Code of Mount Prospect, as amended, is
hereby further amended by amending Section 5.1101.A in its entirety and substituting
the following; so that hereafter said Section 5.1101.A shall be and read as follows:
" A. The Solid Waste Commission shall be consist of nine (9) members, each
of whom shall be residents of the Village and shall be appointed by the
Village President with the advice and consent of the Board of Trustees.
The Village President shall appoint the Chairman of this Commission
with the advice and consent of the Board of Trustees. The Chairman
shall serve no more than two (2) consecutive terms as Chairman."
SECTION EIGHT: That Article XII entitled "Special Events Commission" of Chapter
5 (Boards and Commissions) of the Village Code of Mount Prospect, as amended, is
hereby further amended by amending Section 5.1201.A.2 in its entirety and
substituting the following; so that hereafter said'Section 5.1201.A.2 shall be and read
as follows:
" 2. After the initial term, the successor of each member and the Chairman
so appointed, shall serve for a term of four (4) years, or until his/her
successor has been duly appointed and qualified. The Chairman shall
serve no more than two (2) consecutive terms as Chairman."
SECTION NINE: That Article XIII entitled "Sign Review Board" of Chapter 5 (Boards
and Commissions) of the Village Code of Mount Prospect, as amended, is hereby
further amended by amending Section 5.1302.A.2 in its entirety and substituting the
following; so that hereafter said Section 5.1302.A.2 shall be and read as follows:
" 2. The term of office to this Commission shall be for a period of four (4)
years, or until their successors are appointed and qualified. The
Chairman shall serve no more than two (2) consecutive terms as
Chairman. Members appointed at the onset shall be for the following
terms:
Two (2) members for an initial term ending April 30, 1988;
Two (2) members for an initial term ending April 30, 1989;
One (1) member for an initial term ending April 30, 1990.
Successors shall be appointed for four (4) year terms."
SECTION TEN: That this Ordinance shall be in full force and effect from and after its

passage, approval and publication in pamphlet form in the manner provided by law.
