The meeting was convened at 9:00 a.m. Those present were Mayor Irvana K. Wilks, Trustees Paul
Hoefert, John Korn, Richard Lohrstorfer, Michaele Skowron and Michael Zadel. Representing staff was
Village Manager Michael Janonis, Community Development Director William Cooney and Long Range
Planner Jason Zawila.

Mal Holec, 927 Quince Lane: Mr. Holec stated that he was in favor of maintaining some of the historic
integrity of the Busse Avenue shops. He felt that not only should these buildings be maintained, but the
businesses that have attempted to survive there for many years should be allowed to do so. He also
questioned why the Village does not permit the sale of beer and wine at convenience stores. There was
general discussion regarding the Village policy and Mr. Holec was advised that the Village had previous
issues with sales to minors in these types of operations. Mr. Holec's final point related to traffic near and
around the Library. He stated that he felt the angled parking on southbound Emerson is unsafe. The

board discussed this topic and indicated that the Village would be reviewing the final Emerson Street
design during 2006.
Jim Chylik, 1809 Locust: Mr. Chylik asked why the MPTV schedule had not appeared in the last
newsletter. Mr. Janonis indicated he would discuss this matter with the Public Information Officer to
determine if that would be something they would normally include. Mr. Chylik then questioned what
residents were supposed to do with their old garbage bins once the new garbage system is in place. Mr.
Janonis stated that prior to the start of the program, the Village would be distributing an information
packet to advise residents on program changes including what they would need to do with their old bins.
Mr. Chylik then indicated that he was curious if the Village had seen what Park Ridge had implemented
with their stop sign program; their "special" stop signs that read "Stop Means Stop." The recent article he
read stated that Park Ridge found this to be an effective program and he wondered if the Village would
consider such signs. Mr. Janonis stated that the Village had been in contact with Park Ridge for the
details of this program and Staff would be reporting back to the Board regarding this issue. Mr. Chylik
then said he frequently walks the Village and has found that the walk signals at Golf Road! Busse Road
and Route 83/Northwest Highway do not always work. Mr. Janonis said he would have Staff review and
investigate those intersections to make sure the signals are working properly.
Vince and Elena Brindisi, 1004 Grove #lB: The Brindisi's indicated they live in the Golf Grove
condominium project at Golf Road!Palm Drive. They stated their neighbor completed some work in the
adjacent unit that has created structural issues for their condominium unit. They asked if this was an issue
the Village would become involved in. Mr. Cooney stated that he would have a Building Inspector
contact the Brindisi's to investigate the situation; that any type of structural work would certainly need to
be reviewed by the Village and a permit would be required.
Michael and Charles Rettmuller, 1115 Willow Lane: Mr. Rettmuller stated that he has had a
longstanding issue with his neighbor regarding a commercial business being run out of the home. He
stated that he had recently sent a letter to Mr. Cooney requesting that the Village further assist him on this
matter. Mr. Cooney stated that he did receive the letter and Staff has been working with Mr. Rettmuller
for over a year-and-a-half in an attempt to resolve this issue. The Village recently had his neighbor in
court and the judge continued the case against the neighbor for four months to allow his neighbor to
address any outstanding issues. Mr. Rettmuller indicated that he is very frustrated with the amount of
time it is taking to resolve this issue and thought that Mr. Roels was not being aggressive enough. There
was general discussion about the time that it has taken the Village to address this problem, but that the
Village recently adopted a new process that should help shorten that time frame. Mr. Cooney stated he
would be in contact with Mr. Rettmuller to further address this situation.
Ken Koeppen, 1040 Linneman Road: Mr. Koeppen stated that he frequently walks throughout the
Village and questioned whose responsibility it was for maintenance of sidewalks in front of homes. Mr.
Janonis stated that those are public sidewalks so if the Village is made aware, will come out and repair
any type of trip hazards that exist. He asked Mr. Koeppen to provide him with a list of known problem
areas. Mr. Koeppen then stated he had read an article about the Village of Highland Park utilizing hybrid
vehicles. He wondered if the Village had investigated this at all. Mr. Janonis said that the Public Works
Department has reviewed this to determine ifit would be cost-effective for the Village.
Susan Walker, 101 Woodland Drive, Wheeling, IL: Ms. Walker stated she is with Cost Reduction
Experts which is a procurement firm that assists villages with purchasing. Mr. Janonis stated that she
should call him during the week to further discuss any type of business matters.

Katy Hanson, 103 Eastwood Avenue: Ms. Hanson stated that she was here to report that she has had
some vandalism at her home over the holiday season. She said that a Christmas decoration had been
moved from her property to a neighbor's property and that a tombstone arrangement had been established
by some vandals. She has a strong suspicion of who it might be, but has no evidence to this matter. Mr.
Janonis asked if she had called the Police and she should certainly do that if any future incidents were to
take place.
David Schein, 512 Na Wa Ta: Mr. Schein said that he saw Jeff Wulbecker and Matt Lawrie from the
Engineering Department in front of the Costco recently, reviewing the pedestrian and vehicular
intersection in front of the door. He said felt that some signs would be appropriate to identify that there
was a pedestrian crossing in front of those doors. Mr. Schein also stated that he was concerned with the
direction the Board took with animal licensing. He stated that he had checked with the County regarding
the amount of staff on duty to handle any type of animal issues. He stated that only one-and-a-half
Animal Officers exist for the entire County and feels that there could be significant problems for the
Village in the future, if we didn't continue to license pets. There was general discussion on this matter and
regarding the inefficiencies of the program itself; the Board indicated at this point, they are not inclined to
change the policy.
Lee Williams, 70 N. Albert St: Mr. Williams stated he was only here to listen and had no particular
Issues.
Carol Tortorello, 223 S. Elmhurst Avenue: Ms. Tortorello questioned if the Village is looking at a
smoking ban throughout town. Mr. Janonis stated that the Northwest Municipal Conference is reviewing
the issue to determine if it would be more appropriate for a regional approach to this matter. There was
general concurrence that an individual ban could be somewhat problematic to existing restaurants, but
that a regional ban would be something that would be more palatable.
Ken Fritz, 1200 W. Northwest Highway: Mr. Fritz indicated he had no issues, but would be joining the
Board on a tour of the Village later this morning.
Bill Horvath, 406 Oak Street: Mr. Horvath stated that a neighbor of his has been working on his roof
for over a year now and is up working on that roof during odd hours. He stated that debris around the
property makes for an unsightly situation. He also stated that this neighbor had gone as far as dropping
his pants at one point and wondered what he should do. Mr. Cooney said he would have the Police
Department investigate and be in touch with Mr. Horvath.
