Central Road,.Mount Prospect, Illinois 60056-2229 MINUTES OF THE MOUNT PROSPECT SAFETY COMMISSION DRAFT CALL TO ORDER The Regular Meeting of the Mount Prospect Safety Commission was called to order at 7:05p.m. on Monday, November 14, 2005. ROLL CALL Present upon roll call: John Keane Carol Tortorello Marshall Petersen Buz Livingston Paul Bures Matt Lawrie Absent: Chuck Bencic Kevin Grouwinkel Mark Miller John Dahlberg Others in Attendance: David Schein Jeff Wulbecker Vice Chairman Commissioner Commissioner Fire Department Representative Public Works Representative Traffic Engineer - Staff Liaison Chairman Commissioner Commissioner Police Department Representative 512 Na-Wa-Ta Avenue Village Engineer Marshall Petersen was welcomed by Commissioners as a new member ofthe Safety Commission. APPROVAL OF MINUTES Commissioner Tortorello, seconded by Mr. Bures, moved to approve the minutes of the regular meeting ofthe Safety Commission held on May 9, 2005. The minutes were approved by a vote of 5-0. Commissioner Tortorello, seconded by Mr. Bures, moved to approve the minutes of the regular meeting of the Safety Commission held on July 11, 2005. The minutes were approved by a vote of 5-0. Phone 847/870-5640 Fax 847/253-9377 www.mountprospect.org CITIZENS TO BE HEARD David Schein, 512 Na- W a- Ta Avenue, raised a concern with traffic in front of the Costco entrance at Randhurst. The red colored pavement can be confusing to pedestrians who may not be aware vehicles can drive through the area. A similar layout was also discussed near the Costco gas station. Mr. Schein is concerned for pedestrian safety and would like the Village to review the situation.. Traffic Engineer Lawrie said he would inspect the area and then contact Randhurst to discuss possible solutions. There was no one in else in attendance that spoke on an issue not on the agenda. OLD BUSINESS None. NEW BUSINESS A) UPDATE ON VARIOUS TRAFFIC PROJECTS 1) Background Information The summer has been anything but slow for the Engineering Division. The Village Board's new approach to address various traffic issues on a neighborhood wide basis rather than an individual location basis has reduced the number of items that would be regularly heard by the Safety Commission. Stop and Yield sign studies and speed limit studies are now being. done '. on a neighborhood by neighborhood approach with the assistance of a consultant. These. types of requests that have been received this summer will be eventually be reviewed by the Safety Commission as part of the neighborhood programs. Nevertheless, this - new direction has consumed a considerable amount of time and, unfortunately, left less time to assemble regular meetings. The Engineering Staff is in the beginning stages of a few other studies besides the neighborhood programs including a school traffic study, parking study and turn restriction study but is not ready yet for formal discussion and recommendation. In the interim, the Engineering Staff thought it would be beneficial to use the meeting as an opportunity to update the Safety Commission on various traffic projects in the Village. The following projects will be discussed: . Neighborhood Intersection Traffic Control Program . Neighborhood Speed Limit Program . Euclid Av & Burning Bush Ln Pedestrian Signals . Northwest Hwy & Central Rd Pedestrian Signals Mt. Prospect Rd Pedestrian Crossing . Forest View Elementary School Traffic Study . Central Rd Resurfacing Project . Lincoln Street Bridge Project . Rand Rd & Elmhurst Rd Traffic Signal Modernization Project . Kensington Rd at Elmhurst Rd Turn Lane Study ( / -- J.',- 2) Discussion Vice Chairman Keane asked Traffic Engineer Lawrie to present an update on each of the above projects. Traffic Engineer Lawrie handed out a packet of information to each member and then provided a status report on each project. There were some general questions with no lengthy discussion on a particular project. COMMISSION ISSUES Captain Livingston inquired as to the status of installing speed humps in the Village. Traffic Engineer Lawrie said there has been discussion about creating a test project but staff from the Police Department, Fire Department and Public Works have all expressed concern. As of now, a final decision has not been made. ADJOURNMENT With no further business to discuss, the Safety Commission voted 5-0 to adjourn at 8:05 p.m. upon the motion of Commissioner Tortorello.
