MINUTES OF A REGULAR MEETING
OF THE PRES I DEN T AN D BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY JUNE 7, 1955

The meeting was called to order by President Lams at
8:20 P.M., and the Clerk was then directed to call the roll.
On roll call the following Trustees answered "Present":
Airey, Schlaver, Viger, Wier, Willer and Wilson.
The Trustees having previously received copies of the
minutes of the regular meeting held May 17, 1955, a motion was
made by TTustee Schlaver, seconded by Wier, that the minutes
be approved as submitted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carried
and said minutes approved

The Trustees also having previously received copies of the
minutes of the adjourned meeting held Tuesday May 24, a motion
was made by Trustee Willer, seconded by Airey, that the minutes
be approved as submitted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carried
and said minutes approved.
A motion was then made by Trustee Willer, seconded by
Schlaver, that the Village Board accept, and that the President
and Village Clerk be authorized to sign, the plat of dedication
from the Trustees of School District No. 57 for street dedicatio
of East Thayer, North Owen, and East Henry, at the Busse School
site. The President put the question, the Clerk called the roll
with the following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.

acres of the East Half of' the North East Quarter
Section 11, Township 41 North, Range 11 East
of the Third Principal Meridian, in Cook County,

on which heretofore a rezoning was petitioned by the undersigned
from its present classification as ~R-2 District - Duplex

withdraws the said application, making it unnecessary to give

regarding special arrangements incidental to the granting of
three building permits in the Country Club Terrace Subdivision.
A motion was then made by Trustee Willer, seconded by Schlaver,

revised agreement on behalf of the Village. The President put the

Gentlemen:
In reply to your informal request, the Plan Commission met
on Monday evening June 6th to review a revision of Ellendale,
east subdivision originally submitted on April 18, 1955 by Mr.
E. F. Gleich. lhe original plat was for 63 lots. The new plat
extends north of Council Trail to Sha-Bonee Trail and now number
99 lots.
Mr. Gleich also owns the adjoining property east of this
land known as the Pleasant Heights subdivision of 72 lots, makir
a total of 171 lots. The two plats would require a donation of'
2.9 acres for public use. The Pleasant Heights subdivision at
present shows a piece of land 54 feet by 266 feet (14,364 sq. ft
or approximately 1/3 acre of land. We suggest that this 1/3
acre be vacated in lieu of the arrangement suggested above. The
2.9 acres, therefore, is equivalent to the requirement for a
south school, which was set aside for purchase by the School
Board at the time of the original approval or Ellendale sub-
division south or Lions Park. The School Board did not exercise
its option on this property, but now will require the land for
a school in the near future in view of the additional homes to
be built in this area.
The streets required must be in accordance with the new
ordinances and it is our understanding that the School Board
will also pave the streets adjacent to their proposed site.
It is our recorr~endation that the proposed plat be approved
subject to and in compliance with the Village Plan and Zoning
Ordinance.

Gentlemen:
Permission is hereby requested to barricade Hilburn Street
from approximately 700 w. to 900 W. on Saturday, June 11, from
4 P.M. to 2 A.M..
The residents of Can Dota, Milburn and We-Go Trail are
planning a block supper and street dance at that time. Ap-
proximately 136 people are planning to attend.
Favorable action on this request is desired at your meet-
ing on June 7th.

A motion was then made by Trustee Wilson, seconded by Viger,

A motion was then ~ade by Trustee Wier, seconded by Viger, to
authorize the ref'und of $105.00, of the $140.00 total fee that had
been paid for the issuance of a permit covering a home to'be built
at 307 S. Louis Street by L. E. Frank. No work had been done at
this location andrequest had been made for ref'und of permit fees.

A motion was then made by Trustee Viger, seconded by Wilson
to appr~ve the plans and specification submitted by Consoer Town~
send &.Associates, under date of' May 17, 1955, covering con~truction
of san~tary sewers, st?rm sewers, water mains and paving improve-
ments.ln the Pleasant Heights Subdivision. The President put the

The faithful performance bonds of contractors to whom contr-
acts were awarded for the construction of improvements to the water
works system were then presented and considered.
A motion was then made by Trustee Viger, seconded by Schlaver,
that the f'aithful performance bond of John Erskine and Company, for
Contract No.2' of Water Works Improvements 1954 with Continental
Casualty Company of Chicago as surety in the amount of $144,696.00
dated May 9, 1955 be approved. The President put the question, the
Clerk called the roll, with the following results: Ayes: Trustees
Airey, Schlaver, Viger, ItJier and vnlson. Nays: None. Thereupon
the President declared the motion carried and the performance bond
approved..
A motion was then made by Trustee Viger, seconded by Wier,
that the faithful performance bond of Chicago Bridge & Iron Company,
for Contract No.3 of Water Works Improvements 1954 with Federal
Insurance Company, New Jersey, as surety in the amount of $179,200.
00 and dated May 3, 1955 be approved. The President put the question,
the Clerk called the roll, with the following results: Ayes: Trustees
Airey, Schlaver, Viger, Wier, Willer and Wilson. Nays: None. There-
upon the President declared the motion carried and performance bond
approved.
A motion was then made by Trustee Viger, seconded by Wier,
that the Mount Prospect Volunteer Fire Department be granted permis-
sion to hold their annual carnival at the location h:st east of the
Municipal Building on the dates June 16 thru 19 inclusive. The
motion was voted upon by acclamation whereupon the President
declared the motion carried.
, Trustee lVilson then read a letter under date of Nay 2.5 from
Consoer, Townsend & Associates on MFT Section 7-CS Emerson Street
paving covering amunicipal request for funds for engineering costs
in the amount of $2,805.91.
A motion ,.ras then made by 'I'rustee v'lilson, seconded by Viger,
that the Village Clerk be authorized to sign this request for funds
and transmit same to the District Engineer, Illinois Division of
Highways. The President put the question, the Clerk called the
roll, with the following response: Ayes: All; Nays: None. There-
upon the President declared the motion carried.
A motion was then made by Trustee Wilson, seconded by Willer,
to oo.thorize expenditure of a sum not to exceed $450.00, to be paid
to the Pittsburgh Pipe Cleaning Company, for the cleaning of ap-
proximately 750 feet of sewers on Lancaster north of Central Road.
The President put the question, theClerk called the roll, with
the following response: Ayes: All; Nays: None. Tnereupon the
President declared the motion carried.
Tnsre being no further business to come before the meeting,
a motion was made by Trustee Viger, seconded by Airey that the
meeting be adjourned. The motion was voted upon by acclamation
whereupon the President declared the motion carried and the

The meeting was called to order by President Lams at 8:25 P.

the Treasurer's Report for the period ending May 31, 1955 be ap-
proved and placed on file. The President put the question, the

A motion was then made by Trustee Wilson~ seconded by Wier,
that the Treasurer's Report of the Special Assessment Fund be ap-
proved and placed on file. The President put the question, the
Clerk called the roll, with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carried.
Trustee Airey arrived and took his place at 9:35 P.M..
The Clerk then read AN ORDINANCE making appropriations to
def'ray the expenses of the Village of r'Iount Prospect for Hunicipa
purposes designated as the ANNUAL APPROPRIATION BILL f'or the
period beginning May 1st, 1955 and ending April 30, 1956. A
motion was then made by Trustee Wilson, seconded by Willer, that
this proposed ordinance be filed in the Village Clerk's of'fice
for public inspection until the July 5th, 1955 meeting. The
President put the question, the Clerk called the roll, with the
following response: Ayes: All; Nays: None. Thereupon the Presid~
declared the motion carried.
A motion was made by Trustee Viger, seconded by Wier, to ap-
prove partial payment No. 5~ f'inal~ on Contract No. 1 Water Works
Improvements Well No. 5 as approved by the Village Engineers unde:
date of June 8, 1955, in the amount of' $8,737.12. The President
pu t the question, the Clerk called the roll, loIri th the following

Gentlemen:
As requested at a meeting of representatives of the Board of
Trustees and the Mt. Prospect Park District Commissioners, June
18, 1955, the Mt. Prospect Park District Commissioners request
transf'er of all deeds to Mt. Prospect park properties now held by
the Village with the exception of boulevard-type parks and street
inte~section triangles.
Since the Village has levied and received tax monies for
support of these parks for the current fiscal year and the park
