MINUTES OF A REGULAR ~illETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS,
ON TUESDAY, AUGUST 2, 1955
In the absence of President Lams the meeting was
called to order by the Village Cl::erk at 8:.20 P.N..
On rollcall the following Trustees ansloJered II Present" :
Airey, Schlaver, Viger, Wier and Wilson. Trustee Willer was
absent.
A motion was then made by Trustee Schlaver seconded
by ~ier, to appoint Trustee Viger as President Pro'Tem. The
motlon was voted upon by acclamation whereupon the Clerk de-
cla:ed the motion carried and Trustee Viger took the PresidentT,
chalr.
The Trustees having previously received copies of the
minutes of the regular meeting held July 19, a motion was made
by Trustee Wier, seconded by Schlaver, that these minutes be
approved as submitted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carrie<
and said minutes approved.
A motion was made by Trustee Airey, seconded by Schlaver,
to authorize the Village Attorney to draft an ammendment to the
Solicitor's Ordinance requiring a 7-day wait after application
before permit is granted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All;
Nays: None. Thereupon the President declared the motion carriec
A motion was then made by Trustee Wilson, seconded by
Airey, that the Village Clerk be directed to advertise for bid
covering street repair work in Lonnquist Gardens and in Hill-
crest Subdivision this proposed work known as Maintenance 1955,
and that the bids be returnable on Tuesday August 23rd at 8:00
P.M.. The President put the question, the Clerk called the roll
with the following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried.
A motion was made by Trustee Wilson, seconded by Wier,
that the Village pick up the abandoned property consisting of
a miniature railroad allegedly owned by Albert Heller et al
and that the equipment be stored in Mr. Fisherls garage without
charge to the village and the abandomed property disposed of
according to law. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
A motion was made by Trustee Schlaver, seconded by
Wilson, that the Village Treasurer be authorized to invest a
sum not to exceed $330,000.00 from The 1954 Water Works Revenue
Bonds proceeds in 91-day government notes. The President put
the question, the Clerk called the roll, with the following
response: Ayes: All; Nays: None. Thereupon the President de-
clared the motion carried.
A resolution regarding Lion's Memorial Park passed by
the Hount Prospec~Park Commission on August 1st, 1955, was
then read.
A motion was then made by Trustee Schlaver, seconded
by Wier, that this, resolution be placed on file, The motion
was voted upon bY---"acclarnation whereupon the President declared
the motion carried.

INSTALLMENTS OF CERTAIN SPECIAL ASSESSMENTS HELD BY THE VILLAGE OF
:rvrOUJ\TT PROSPECT, COOK COUNTY, ILLINOIS!l was then introduced and
read by Trustee Schlaver.
A motion was then made by Trustee Schlaver, seconded by
Wilson, that this ordinance be passed. The President put the
question, the Clerk called the roll, with the following response:
Ayes: All; Nays: None. Thereupon the President declared the motion
carried.
The following communication was then read:

The Honorable Members of the
Board of Trustees,
Village of Mount Prospect
Mount Prospect, Illinois
Gentlemen:
I take great pleasure in the appointment of the following citizens
to the Architectural Committee: James E. Wax, Chairman; Richard
Beach, and Donald Maihock.
Your concurrence in these appointments is respectfully requested.

A motion was then made by Trustee Wier, seconded by
Wilson, to concur in these appointments. The motion was voted
upon by acclamation whereupon the President declared the motion
carried.
Trustee Wier then introduced and read Ordinance No. L}49
entitled: "AN ORDINANCE AHENDING SECTION 10 OF CBAPTER 3 OF THE
MOUNT PROSPECT BUILDING CODE OF 1938!l.
A motion was then made by Trustee Wier, Seconded by
t^Jilson, that this ordinance be passed. 'I'he President put the
question, the Clerk called the roll, with the following response:
Ayes: All; Nays: None. Thereupon the President declared the
motion carried and said ordinance passed and approved.
A motion was then made by Trustee Viger, seconded by
Schlaver, authorizing the Village Clerk to sign on bellalf of the
Village the application for Sanitary District of Chicago Permit
to construct the sewer connection for sewerage system extension
in Council Trail Estates along Council Trail, Pine Street and
Berkshire Lane as covered in Consoer, Townsend & Associates Plans
No. 55-60. The motion was voted upon by acclamation "t-rhereupon the
President declared the motion carried.
A motion was then made by Trustee Viger, seconded by
Airey, to approve the Performance and Payment Bond, as approved
by the Village Attorney, covering work to be done for Annen & Busse
Inc., by Hilburn Bros. Inc., consisting of street improvements as
covered by Consoer, TOlnlsend & Associates Plans No. 55-72. The
motion was voted upon by acclamation whereupon the President de-
clared the motion carried.
Notices of four rezoning hearings to be conducted by the
Zoning Board of Appeals of Cook County were then read.
A motion was then made by Trustee Schlaver, seconded by
Viger, that the Village Attorney be authorized to represent the
Village at these hearings which are to be held August the 19th
at the Mount Prospect Village Hall and Arlington Heights Village
Hall. The President put the question, the Clerk called the roll,
with the following response: Ayes: All; Nays: None. Thereupon
the President declared the motion carried. -

The Clerk then read Resolution No. 13-55 entitled: lIA
RESOLUTION AUTHORIZING ACCEPTANCE OF ALTERNATE BIb ON CONTRACT
NO. 2 WATERWORKS IMPROVffi1ENTS 1954 AND DIRECTING OFFICERS TO
EXECUTE SUPPLRMENT CONTRAC'r".
A motion was then made by Trustee Viger, seconded by
Wier, that this resolution be adopted. The President put the
question, the Clerk called the roll, with the following re-
sponse: Ayes: Trustees Airey, Schlaver, Viger, Wier and Wilson.
Nays: None. Absent: Trustee Willer. Thereupon the President
declared the motion carried and said resolution passed and
approved.
The Clerk then read Resolution No. 14-55 entitled:
"RESOLUTION AUTHORIZING ACCEPTANCE OF ALTERNATE BID ON CONTRACT
NO. 3 WATERWORKS IMPROVEMENTS 1954 AND DIRECTING OFFICERS TO

followinf Trustees appeared at a visual roll call: Trustees
Willer, Wilson, Airey, Weir, Schlaver ~ Viger.
A Motion was made by Trustee Willer, Seconded by
Schlaver, that Trustee Viger serve as Acting Clerk in the

The Acting Clerk called the roll with the following

A motion was then made by Trustee Schlaver, seconded
by Wilson,that Trustee Willer serve as President-Pro-Tem in
the abs~ence of President Lams. The Actin[ Clerk called the
roll with the follovdng response: Ayes: /1,11; Nays: None.
Thereupon t'J.e Acting Clerk declared the motion carried.
Trustee 1/Jiller took the Py'esident I s chair and called
the meeting to order at 8:30 P.M.
The Trustees having previously received copies of
the minutes of the regular meetin[ held August 2, 1955, a

that the minutes be accepted as submitted. The President-
Pro-Tem put the question, the Acting Clerk calle~ the roll,
with the followin2 response: Ayes: All; Nays: None. There-
upon the President-Pro-'rem declared the motion carried and
said minutes approved.
A motion was ~ade by Trustee Airey, seconded by Willer,
that bushes on Prospect Avenue Island be removed between Main
9, Emerson Streets and that the Street Department be author-
