Mt. Prospect, Illinois
1'1arch 28, 1956
Gentlemen:
On Friday, I1arch 23, 1956, the Zoning Commission held a
pUblic hearing at the Village Hall with four members being
present.
Case No. 56-6 was presented by the Village Attorney, Mr.
Frank Opeka. The proposed ordinance meets with approval of all
four members of the Zoning Commission that were present at this
meeting. We believe the ordinance should be more specific in
stating tnat the parking areas required are for the use of self-
propelled passenger automobiles in operating condition.
Case No. 56-7 was presented by ~lr. "'filbert W. Busse. In-
volved are tTATO lots on the east side of ",aIle Street between
Busse Avenue and Central Road, now zoned for Residence R.I. Re-
quest is to reclassify or rezone to B.l or grant a variation.
Proof of ownerhsip was submitted.
It is the petitioner's intention, if rezoning or a
variation is granted, to fence in the entire area involved and
use this area for the storage of new automobiles. There is to
be neither an exit nor an entrance from Wille Street.
Mr. Busse also presented a petition signed by adjacent
property owners voicing their approval of his request.
Mr. Harold Ricklifs, President of the Chamber of Commerce,
voiced his chamber's approval of granting, rezoning, or a
variation thereof. Mr. Ricklifs indicated that tile Chamber of
Commerce is considering a new business area bounded by the fol-
lowing 'streets: Wille Street, Central Road, Northwest Highway
and Pine Street. It seems apparent that this plan will very
shortly be submitted to the Planning Com..mission for further stud;;
Also, it would indicate that the commission can very sho~y ex-
pect to receive a request for rezoning of the area mentioned
above from Residence R.l to Business B. 1. This area, of course,
is ideally situated for such purpose and would be best for the
convenience of residents of the community. 'vJe believe that the
Planning Commission of Mt. Prospect will so indicate to you.
In addition to the area above mentioned, it is reasonable
to expect that another petition will be submitted to the co~~issio

requesting rezoning of the east side of Wille Street from Busse to
Central Road. Under existing conditions, it would not be permissible
for the Zoning Commission to recommend rezoning of property as re-
quested by Hr. Busse. 'l'his would appear to us as spot zoning and
would leave the commission and the Village vulnerable for future
petitions that might be requesting rezoning in residential areas.
Under the circumstances, it is tile commission's unanimous
decision that it would be best to grant a temporary variation per-
mitting Mr. Busse to use the property in question for the purpose
stated in his oral request before the Zoning Commission.
Yours truly,
(signed: S.W. Goodenough
Secretary)

A motion was made by Trustee Willer, seconded by Viger, to
authorize the Village Attorney to prepare an ordinance granting the
variation as recommended in Case No. 55-7 in the Mount Prospect
