We wish to advise you that we have reviewed the plans and speci-
fications for the construction of sanitary sewers, storm sewers,
water mains, pavement, curb and gutter, sidewalks and drainage
appurtenances in Surety's Bonnie Park Subdivision, prepared by
1,^lebster Engineering Service of vrheaton, Illinois, for Surety
BUilders, Inc.
We have found that these plans provide for the construction of
public improvements in accordance with the current Village re-
quirements and, therefore, recommend that said plans and specifi-
cations be approved by the Village Board.

The Bonnie Park Subdivision includes lots on the east side of
Ed"'Jard Street from Prospect Avenue to Lonnquist Boulevard. Gleic:
Construction Company's 'Pleasant Heights Subdivision includes lots
on the west side of EdlfJard Street from Sha-Bonee Trail to Lon-
nquist Boulevard. 'l'he plans prepared by 1rJebster Engineering
Service include the complete installation of public improvements,
i.e., water main, pavement, curb and gutter, sidewalk, drainage
appurtenances and storm sewer, to serve all of the Edward Street
frontage owned by both Gleich Construction Company and ;::Juret7f
Builders, Inc. The proration of cost for these improvements have
boen agreed upon by both parties concerned.

We wish to advise you that the engineers for Surety Builders, Inc
will provide supervision of construction of the improvements
proposed for Edward Street as well as the remainder of the Bonnie
Park Subdivision. In accordance with agreements reached between
this organization, Surety Builders, Inc., and Gleich Construction
Company, He will perform no supervision of construction on these
Edward Street improvements.

Subdivision; as recommended by the Village Engineers; subject to

There being no furtner business to come before the

The meeting was called to order by President Lams at
8:2.5 P.H. and the Clerk was then directed to call the roll.
On roll call the following 'l'rustees answered "Present": ';
Airey, Schlaver, Viger, Wier and Wilson. Trustee diller was !
absent on roll call.
The Trustees having previously received copies of the
minutes of Ule meeting held April 3rd, a ~otion was made by Truste
Airey, seconded by wier, that the minutes be approved as submitted
by the Clerk. The President put the question, the Clerk called
the roll, with the following response: Ayes: All; Nays: None.
Thereupon the President declared the motion carried.

that the Treasurer's Report for the period ending March 31, 1956, Od
approved and placed on file. The President put the question, the

that the Treasurer's Report of the Special Assessment Fund for the

lation of sidew~lks throughout the Village. We, the undersigned,
being the owners and residents of the 500 block on South R~erson
Street do hereb;y peti tion and request that theproper person or
persons be instructed to issue permits to such owners authorizing
the installation of sui table and satisfactory 1I-Jalks adjoining,
adjacent, and contiguous to the street curbings now in place.
We agree to proceed with construction of such walks without fU~e
delay and to seek uniform installation through joint employment 0:
a single contractor.
This deviation from stated objectives is requested because of
special situations, conditions and reasons. In essence, they are

1. Our homes were built over a period in excess of ten years
during which time the terrains of lawns were established
l"Ji thout tIle benefit of discernable street and sidewalk
elevations. Consequently, lawn elevations var-y greatl~l
other than at the recently established curb line so that
home owners would, in some instances, suffer severely both
as to cost and as to their labor in the event sidewalks
were installed elsewhere than contiguous to the curbings.

2. A semi-public institution, 'rhe South Church-Community
Baptist, owns Emerson Street frontage in excess of 200 ft.
which is used by its members for parking as well as for
the loading and unloading of persons attending church
meetings. It has been observed that much of the remainder
-of the block (both sides) is also used for such purposes
so that the existence of "parkway" walks in our block would
not in any~ay serve to reduce the hazzards or discomforts
incident to the necessity of. loading and unloading private
cars either via the street or via the wet and soggy lawns
in period of inclement weatner. A walk installed at the
curb would provide safe, clean and dry access to parked
or loading cars. v,Je l<Jould like further to mention and
point out that snow has not been heaped on to the proposed
sidewalk area either by village or other plowing, but
ratner, it has been pushed to the street side of existing
curbs so that walks would not have been blocked for ordinary
pedestrian traffic.
3. Precedent exists within the Village limits for the installatic
of curb sidevJallcs or their equivalent permitting direct aCceSE
to streets; for example, Lonnquist Subdi~ion and St. Paul's
Lutheran Church.
4. Aesthetic values would be enhanced ratner than reduced by the
1.,rear and tear on lawns from direct and heavy traffic from
automobile passengers~ This is iiportant in view' of plans
to expand South Church facilities and to increase substan-
tially activities in Lions Park.
5. Irregularity as to pattern would not be visible from the
Ellendale Subdivision because of the ascent and descent of
R'11erson ~:treet to and from Council 'l'rail.
We believe that the aforementioned reasons adequately justify
pe~nission to install sidewalks at the curbings in the 500 block
of South Emerson Street and therefore earnestl;y request that
permission for such installation be granted.

Gentlemen:
The Subdivision Plat known as Funk's Mount Prospect
Gardens referred to us by your Board for examination is hereto
attached and a report made thereon. The Plat is hereby approved
as complying to the Village Ordinance except for a requirement of
dedication of One and 3/Bths Acres of usable land for public use,
in lieu of which the Subdivider has submitted a let'ter of direct-
ion and a contract form to cover same. These should be checked
by the Village Attorney for legality.

Because land area east and west in the Subdivision is
limited, corner lots at Busse Ave., Weller Lane and Bobbie Lane
are not the full 75 ft. width, however, it is the opinion of this
Commission that the Plat should be approved as being within the
intent of the Ordinance wherein slight variations are allowed.
