ON TUESDAY, NOVEMBER 6, 1956.
The meeting was called to order by President Lams at
8:08 P.M., and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered ~Present'
Airey, Schlaver, Wier, and Wilson. Trustees Viger and 1~iller
were absent on roll call.
The Trustees, having previously received copies of
minutes of the meeting held October 16th, a motion made by TrustE
Schlaver, seconded by Airey, that the minutes be approved as sub.
mitted. The President put the question, the Clerk called the
roll, with the following response: Ayes: All; Nays: None. There.
upon the President declared the motion carried.
Trustee Viger arrived and took his place at 8:10 P.N.

Gentlemen:
We have been advised that the Park Board is going to ,build a side-
walk from the Weller Creek Bridge on Route 83 to Council Trail.
~.~Te certainly feel that this sidewalk is filling a very important
need at this location.
The present sidewalk over the bridge is against the curb next to
the highway. Any child may step off this sidewalk or be pushed
off into the traffic lane of the highway. It seems very im-
portant that a guard rail be placed along this sidewalk so a
child will not accidentally step off into the traffic lane. I
certainly hope that the Village Board will be able to influence
the state Department to build such protective guard rail.
I certainly hope it 1",il1 be possible to get a similar sidewalk
and protective guard rail built on the east side of the highwSW
from the Weller Creek Bridge to Council Trail.
The Board of Education discussed this problem in detail and
requested that I writethis letter.

I am writing this letter upon the request of Mr. Schiller, of our
Board of Education.
As a representative of the Board of Education, Mr. Schiller had
made an oral request for permission to install the sidewalk in
front of Lions Park School to correspond with the grade level
existing at the school. This grade level was somewhat different
from normal; therefore, the special request.
It seems necessary to construct the sidewalk according to the
request as made. We certainly appreciate the help the village
Board is able to give us in this matter.

section of Busse rlvenue, Wille Street, and Northwest Highway and
suggest the following for your conmderation:
1. Increase the lamp size in your lighting
standards on the south side of the Highway
at Busse Avenue and on the north side east
of Busse Avenue to 10,000 lumens.
2. Request us to replace our present 2,500 lumen
unit located at NE/Busse Avenue and Wille
street with a 10,000 lumen lamp and refractor.
3. Request us to install a 10,000 lumen unit at
NW/Wille Street and Busse Avenue with refractor.
Enclosed is an order for your signature which will cause us to
make the changes listed in Numbers 2 and 3. Your own Maintenanc'
Department could relamp the two units mentioned in Number 1.

By following these suggestions you will greatly increase illumi-
nation at this intersection; however, to adequately light this a:
other highly traveled streets in the village, we believe you
should soon give consideration to a modern high level system
using the latest light sources such as mercury or florescent.

Dear Mr. Appleby:
It is with a certain measure of regret tpat I am compelled to
approach you regarding our present hourly rate of charge to the
Village of Mt. Prospect.
Considering, however, not only the cost-of labor, but also such
essentials as insurance~ tools, transportation and tree seal, our
present hourly rate of V3.20 is very inadequate. Faced with new
wage demands, I, unfortunately, have no recourse but to ask for
an increase in our hourly rate to $3.40.
1"le have now been v.Tith the Village of Mt. Prospect for better than
one year. I am confident that you have found our production,
workmanship and public relations on a high level. We too, have
enjoyed working for the Village of Mt. Prospect and hope to be
able to continue until the entire tree conservation program is
finished.

Kindly present the following to the Village Trustees at your
next regular meeting.
The merchants in the Park and Shop Buildings in the 100 block
on West Prospect Avenue are planning on inst~ling lights on the
trees in the parkway in front of the stores. We are asking the
Village Trustees to approve of this action.
We will install 100 lights on each of the six trees in the 1st
block and 100 lights on the center three trees on the 2nd block.
The power for the first block will be drawn from the large Park
and Shop sign. The electricity for the second block will come
from the individual stores in that block.
We will assume all responsibility for property damage to the trees.
The lighting of the trees in these two blocks will greatly help to
convey the Christmas spirit to travelers as well as our own,residents.

and $1635.30, payable to John Erskine Co., and recommend they be
paid.
I,ve further recommend that the improvement be accepted by the
Village. Two items of equipment remain to be adjusted; a leak
on a chlorinator pipe fitting, and the replacement of a small
valve on the ~titude valve. These items are covered by the one-
year guarantee, backed by the performance bond of the Contractor.

on 90 degree straight-in parking, and not less than 8'8" on angle
parking. L.ots are to accommodate approximately 200 cars. The
paint will be Minnesota Mining Company's Center-Lite reflective
paint, 4" wide lines in white or yellow, and not more than 135' t
each gallon of unthinned paint. All parking lines are guaranteed
for three years.

Attached hereto is the Joan Ruth' s \~Japella Gardens Subdivision
plat which was referred to us for examination and recommendations.
We find that the plat meets all requirements set-out in our
Village Ordinance and therefore recommend approval of same
upon your acceptance of the public land dedication previously
offered by the Subdivider.

be approved subject to approval of plans and specifications for
public improvements, and the filing of a surety bond equal to
the Village Engineers estimate of cost of improvements and
guaranteeing completion of the improvements by not later than
January 1, 1959, and further subject to a 10-foot easement for
public use along the nor-th line of lots 24 and 35. 'The President

Gentlemen:
We wish to advise you that we have forwarded to Mr. Appleby,
Village Manager; Mr. Viger, Chairman of the Wa ter COIl1.'11i ttee;
and Mr. Wilson, Chairman of the Street and Sewer Committee,
copies of the revised plans and Addendum No. 1 of the
Specifications.for the construction of public improvements
in the subject development.
The revision of the plans were necessitated by the revision
of the original subdivision plat to exclude the area bounded
by Lonnquist Boulevard, Wa-Pella Avenue, Sunset Road, and
Can-Dota Avenue.
You will recall our letter of October 11, 1956, in which we
discussed the alternate sewer layouts for the proposed develop-
ment. As stated in our letter, Nr. Ruth had decided to provide
for the construction of a 33~ sewer in Wa-Pella Avenue, from
Sunset Road to ~Teller Creek. However, the exclusion of the area
described above (which aonstitutes approximately 40% of the
originally proposed development) would make the cost of the
proposed development prohibitive if' the 33" sewer were to be
constructed as originally planned. We therefore are pro-
posing the use of the existing 21" sewer in Wa-I?ella Avenue
at Sunset Road as an outlet for the proposed development.
Mr. Ruth has informed us that he will install sump pumps in
each house in his proposed development, which should provide
satisfactory sewer service throughout the development.
We are also transmitting herewith two (2) copies of our re-
vised estimate of the construction costs of' the public im-

provements in the subject subdivision.

Gentlemen:
Associated Contractors, Inc., who are constructing the building
for Post Office use at 202 E. Evergreen, through an error in
locating their foundation, have, at the southwest corner thereof,
constructed the building in such a manner that a 91" triangular
portion of it extends into the public street. Further, the
pilaster at the southeast corner of the building extends 3ft into
the street.
Informal discussion of this matter by members of the Board has
indicated that the discrepancies are not serious enough to re-
quire their change, and it is therefore recommended that the
Contractors be notified that the Village will not require the
building to be changed at this time.

A motion made by Trustee Schlaver, seconded by Wier,
to authorize two representatives of the Village to attend sessions
of the Convention of Illinois Building Officials Association to
be held in Springfield, Illinois, on November 29th and 30th,
with expenses to be paid by the Village. The President put the
question, the Clerk called the roll, with the following response:

Gentlemen:
Please be advised that we represent School District No. 23 of
Prospect Heights, Wheeling Township, Illinois.
As you undoubtedly know, our School District is financially
insolvent, and our School is on a double shift and even with
the completion of the new school by December 15, 1956 will
be over-crowded.
We would greatly ~preciate you advising us as to any
applications made for subdivision of property within our
School District, so that we may have an opportunity to appear
and be heard before ~proval is given to their project.

Gentlemen:
Inasmuch as Herbert A. Gumz and Harwood Hoover no longer reside
in the Village or Mount Prospect, thereby creating two vacancie~
on the Zoning Board of Appeals, I take pleasure in appointing
Russell A. Hartwig of 404 south Albert street and Leonard W.
Snyder of 502 I-Oka to said Zoning Board of Appeals. Mr.
Hartwig's term will expire in May, 1959, and 1'1r. Snyder'S term
will expire in May, 1960.
In addition, I take pleasure in reappointing Malcolm G. Young ~
William T. Mott, Chairman, to the Zoning Bo~d of Appeals. The
term of Mr. Young will expire in May, 1960, and that of Mr.
Mott in May, 1961.

Dear President Lams:
The residents of Northwest Meadows reel that this area has been
unjustly snubbed by the Consoer, Townsend engineering report.
The report which blueprints the most comprehensive sewer and
construction program in the history of Mount Prospect stops
abruptly at Northwest Meadows - a portion of the town that has
suffered most due to poor drainage.
