Gentlemen:
Approximately a year and a half ago I appeared before the
Village Board of Trustees at a regular business meeting and
explained the action that I was then proposing to take to cleaJ
up a situation that was at the time a problem facing the
Village of Mount Prospect. I refer specifically to the
property at bhe southeast corner of the intersection of Counci:
Trail and llierson Street, then an unincorporated "island"
lacking public sidewalks on two sides and lacking curb, gutter~
and paving for a distance of 216 feet in the east half of
Emerson Street.
Some time prior to the above described meeting, in a con-
versation with President Lams, I was infoffaed that because of
the public benefit to be derived, I could expect to be re-
imbursed by the Village of Mount Prospect in the amount of ten
percent (10%) of the cost of improvements producing public
benefit.

This is a request for such reimbursem.ent in the aIaount of
$205.26 this ~aount being ten percent (10%) of a total ex-
penditure of $2,052.60 for payments for work and materials
as follows:

Motion was then made by Trustee Wilson, seconded by
Willer, that the ten percent (10%) public benefit be paid sub-
ject to verification of the cost and areas in question. The
President put the question, the Clerk called the roll, with the
following response: Ayes: All; Nays: None. Thereupon the
President declared the motion carried.
A motion made by Trustee Viger, seconded by Willer,
that the plat of the proposed Bluett's Fairview Gardens Sub-
division, that is within a mile and a half of the Village
limi ts, be submitted to the Plan Commission for t heir study
and report. The motion was voted upon by acclamation, where-
upon the President declared the motion carried.
A motion was then made by Trustee Viger, seconded by
Airey, that the meeting be adjourned until Tuesday, January
22nd at 8:00 P.M. The motion was voted upon by acclamation,
whereupon the President declared the motion carried and the
meeting adjourned.

The meeting was called to order by President Lams at
9:30 P.M. and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered

u "Present": Airey, Schlaver, Viger, Wier, Willer, and
Wilson. Absent: None.
A motion was made by Trustee Willer, seconded by
Wilson, that the meeting be adjourned inasmuch as the regular
meeting place was not available. The motion was voted upon by
acclamation, whereupon the president declared the motion un-
animously carried and the meeting regularly adjourned.

The meeting was called to order by President Lams at
9:05 P.M. and the Clerk was then directed to call the roll.
On roll call the following Trustees answered "Present":
Airey, Schlaver, Viger, Wier, Willer and Wilson. Absent, none.
The Trustees having previously received copies of the
minutes of the meeting held January 15, a motion was made by
Trustee Willer, seconded by Wilson, that the minutes be approved
as submi tted. The President put the question, the Clerk called
the roll, with the following response: Ayes: All, Nays: None.
Thereupon the President declared the motion carried.
The Trustees also having previously received copies of
the minutes of an adjourned meeting held January 22nd, a motion
was made by Trustee Schlaver, seconded by Viger, that the minutes
be approved as submitted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All
Nays: None. Thereupon the President declared the motion carried.
The following letter and petition signed by 65 residents
was then read:

Sir:
Enolosed four copies of a petition circulated in the
neighborhood of this address and signed by residents who desire
to petition the Village Council against permitting the Veterans
of Foreign Wars organization to hold a Carnival in any spaoe
adjacent or near their olubhouse looated at the corner of High-
land Avenue and North Main Street in this village.

We, the undersigned Residents of the area near to East Highland
Avenue and North Main Street in the Village of Mt. Prospect,
Illinois, do petition the council a~ainst granting permission to
any Club or Organization to hold a arnival in any vacant land
areas adjacent to the Veterans of Foreign Wars Clubhouse located
at the corner of "North Main Street and Highland Avenue in Mount
Prospect, Illinois. We believe suoh carnivals result in a
Disturbanoe of !he Peace to adjacent residents from music on the
Carnival Grounds, from moving traffic within the area, and from
Loud Speakers advertising Carnival games or Wares long after hours
accustomed f'or rest of the area residents. Such carnivals create
Health hazards from debris scattered by the winds to nearby
residents yards and further cause considerable more work by these
same residents in cleaning up debris after such carnivals. We
bring to the Councils attention the narrowness of Highland Avenue
