We believe suoh carnivals result in a Disturbanoe of !he Peace to adjacent residents from music on the Carnival Grounds, from moving traffic within the area, and from Loud Speakers advertising Carnival games or Wares long after hours accustomed f'or rest of the area residents. Such carnivals create Health hazards from debris scattered by the winds to nearby residents yards and further cause considerable more work by these same residents in cleaning up debris after such carnivals.
