A motion was made by Trustee Willer, seconded by
Wilson, that the meeting be adjourned inasmuch as the regular
meeting place was not available. The motion was voted upon by
acclamation, whereupon the president declared the motion un-
animously carried and the meeting regularly adjourned.

TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, FEBRUARY 5, 1951

The meeting was called to order by President Lams at
9:05 P.M. and the Clerk was then directed to call the roll.
On roll call the following Trustees answered "Pre sent I! :
Airey, Schlaver, Viger, Wier, Willer and Wilson. Absent, none.
The Trustees having previously received copies of the
minutes of the meeting held January 15, a motion was made by
Trustee Willer, seconded by Wilson, that the minutes be approved
as submi tted. The President put the question, the Clerk called
the roll, with the following response: Ayes: All, Nays: None.
Thereupon the President declared the motion carried.
The Trustees also having previously received copies of
the minutes of an adjourned meeting held January 22nd, a motion
was made by Trustee Schlaver, seconded by Viger, that the minutes
be approved as submitted. The President put the question, the
Clerk called the roll, with the following response: Ayes: All
Nays: None. Thereupon the President declared the motion carried.
The following letter and petition signed by 65 residents
was then read:

Sir:
Enclosed four copies of a petition circulated in the
neighborhood of' this address and signed by residents who desire
to petition the Village Council against permitting the Veterans
of Foreign Wars organization to hold a Carnival in any space
adjacent or near their clubhouse located at the corner of High-
land Avenue and North Main Street in this village.

We, the undersigned Residents or the area near to East Highland
Avenue and North Main Street in the Village or Nt. Prospect,
Illinois, do petition the council a~ainst granting permission to
any Club or Organization to hold a arnival in any vacant land
areas adjacent to the Veterans of Foreign Wars Clubhouse located
at the corner of North Main Street and High181ld Avenue in Mount
Prospect, Illinois. We believe such carnivals result in a
Disturbance of the Peace to adjacent residents from music on the
Carnival Grounds, from moving trarf'ic within the area, and from
Loud Speakers advertising Carnival games or Wares long af'ter hours
accustomed ror rest of the area residents. Such carnivals create
Health hazards from debris scattered by the winds to nearby
residents yards and f'urther cause considerable more work by these
same residents in cleaning up debris after such carnivals. We
bring to the Councils attention the narrowness or Highland Avenue

pavement which can only result in violated safety
rules for traffic and pedestrians using this street
in getting to or in leaving the proposed Carnival
si te, or in parking cars in this area.
This matter was referred to the Judiciary
Committee for their study and recommendation.
A motion made by Trustee Wier, seconded by Wilson,
that the permit be renewed to Tower Drive Construction Co-
mpany for the existing sign at 921 S.Elmhurst. The
President put the question, the Clerk called the roll, with
the following results: Ayes: Trustees Airey, Viger, Wier and
Wilson. Nays ~ Trustees Schlaver and Willer. Thereupon the
President declared the motion carried.

As chairman of Judiciary Committee, will you please bring
before the Village Board tor their consideration two
ordinances which would protect us for underground tmprove-
ments we have installed as per plans and specifications and
under the supervision of Consoer, Townsend, & Associates,
Village engineers.
The first improvement we refer to is for sewer and water on
South School Street from Evergreen Avenue to Northwest High-
way. We have personally born the entire cost of this improve-
ment although we own land only on the east side of the street.
The ordinance we have submitted would help us to recapture a
part of the investment we have made in the event property on
the west side of ~e street desires to use these facilities.
The second ordinance would cause anyone who desires to use
Chicago Sanitary District sewer lines on W. Lonnquist Blvd.
from Nawata west of the city limits to reimburse us as we
have born the entire expense of' an enlarged sewer (30ft) along
Lonnquist Blvd. (at the recommendation of the Village engineer:
so that this sewer would be large enough for future develope-
ments in the area.
If there are any questions at all as to the above two
ordinances, please advise me when they will be brought up for
consideration and I will be glad to attend your board meeting
and explain the details.

ORDINANCE NO. 535 "AN ORDINANCE AMENDING THE VILLAGE
CODE OF MT. PROSPECT OF 1957 (ORDINANCE NO. 534) BY ADDING
THERETO SECTION 18.510 THROUGH SECTION 18.5 BOTH INCLUSIVE,
IHMITING PARKING OF VEHICLES ON CERTAIN STREETS" was
introduced and a motion made by Trustee Willer, seconded by
Airey, that this ordinance be passed. Presiden t put the
question, the Clerk called the roll, with the following
response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried and said ordinance passed and
approved.

ORDINANCE NO. 536 en ti tled: ." AN ORDINANCE TO AMEND AN
ORDINANCE ENTITLED MT. PROSPECT BUILDING CODE OF 1957 (ORDINANCE
NO. 533)1t was introduced and a motion made by Trustee Wier, and
seconded by Willer, that this Ordinance be passed. President
put the question, Clerk called the roll, with the :following
response: Ayes: All, Nays: None. Thereupon the President
declared the motion carried and said Ordinance passed and approv-
ed.
ORDINANCE NO. 537 entitled "AN ORDINANCE AMENDING ARTICLE
III OF CHAPTER 18 OF THE MUNICIPAL CODE OF MT. PROSPECT of 1957,
LIMITING THE USE OF TRUCKS ON CERTAIN STREETS'! was introduced and
a motion made by Trustee Willer, seconded by Schlaver. that this
Ordinance be passed. The President put the question, the Clerk
called the roll, with the :following response: Ayes: Trustees Airey.
Schlaver, Viger, Wier and Willer. Nays: Trustee Wilson. Thereupon
the President declared the motion carried and said Ordinance passed
and approved.
The following communication was entered:
RECOMMENDATIONS ON MUNICIPAL CODE
It is recommended that copies of the Municipal Code be
provided and kept up to date for all municipal officials requir-
ing them. including The Village President, Trustees, Village Manager,
Attorney, Clerk, Treasurer, Police Magistrate, Chief of Polipe,
Zoning Commission and any others that may need them.
It is further recommended that :free copies be ~upplied and
kept up to date for the following organizations:
Illinois Municipal League - 2 copies
International City Manager's Association
Municipal Finance Officers Association
National Institute of Municipal Clerks
and (at the direction of the Village Manager) to any other similar
organizations requesting copies thereof.
It is further recommended that the price of the Code be
set at $5.00 a copy and that the price for Appendices "A" and "Blt,
the Planning and Zoning Ordinances, be set at 50~.

A motion was then made by Trustee Willer, seconded by Airey,
that these recommendations be adopted. The President put the
question, the Clerk called the roll, with the following response:
Ayes: All, Nays: None. Thereupon the President declared the motion
carried.
A motion maae by Trustee Willer, seoonded by Viger, that
the Village Attorney and the Village Manager be authorized and
direct~d to attend the Zoning Board of Appeals o:f Cook County hear-
ing at 9 A.M. on February 15, 1957, this hearing to be held in the
Assembly Room of the Board of Commissioners of Cook County, Room
535, County Building. Chicago. This hearing is being held .for the
purpose of amending the text o:f the Zoning Ordinance of Cook
County. The President put the question, the Clerk called the roll,
with the following response: Ayes: All; Nays: None. Thereupon the
President declared the motion carried.
A motion made by Trustee Schlaver, "seconded by Trustee
Viger, that the Chairman o.f the Judiciary Committee and the
Village Manager write a letter to the Zoning Board o:f Appeals of
Cook County, objecting to the rezoning of the 167 acres along the,
west side of Mt. Prospect Road Between Dempster Street and Algon-
quin Road :from F (farming district) to R-4 (residential 10,000
sq. .ft. district) and the granting o:f a variation to allow there-
in 8500 sq. ft. instead of 10,000 sq. ft. lots. The motion was
voted upon by acclamation whereupon the President declared the
motion carried.

A motion then made by Trustee Wilson, seconded by
Willer, to authorize Village Attorney to prepare resolution
directing Village Attorney and Howard B. Bryant, as Special
Counsel, to file detachment proceedings from Weller Creek
and Feehanville Drainage Districts in County Court. The
President put the question, the Clerk called the ~oll, with
the following response: Ayes: All, Nays: None. Thereupon
the President declared the motion carried.
. A motion then made by Trustee Wilson, seconded by
Schlaver, to authorize Consoer, Townsend & Associates, Village
Engineers, to prepare legal description and maps for detach-
ment from Weller Creek:: and Feehanville Drainage Disrricts.
The President put the question, the Clerk called the roll,
with the following response: Ayes: Alli Nays: None. There-
upon the President declared the motion carried.

Dear Sir:
The resolution :for Section 8.l-CS adopted by the
Village Board on September 4, 1956 providing for the installatj
of automatic short-arm gates and flashing light signals on
Central Road (SA Route 117) at its crossing with the C.& N.W.
Railway, and appropriating $15,000.00 of motor fuel tax funds
as the village's share of contract construction was approved
today.
Approval is given with the understanding that a
request for funds cannot be honored until such time as Cook
County submi ts for our approval the plans, estimates and
formal agreement between the railway and the county.

A motion made by Trustee SChlaver, seconded by
Weir, to grant~Chicago Federation of Aged and Adult Charities
permission to hold their annual tag day on Tuesday, May 14,
1957 as requested. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
There being no further business to come before the
meeting, a motion was made by Trustee Viger, seconded by
Airey, that the meeting be adjourned. The motion was voted
upon by acclamation whereupon the President declared the
motion carried and the meeting regularly adjourned.

A motion made by Trustee Schlaver, seconded by Wier,
that the Treasurer's Report of the Special Assessment Fund for
the period ending January 31, 1957, be approved and placed on
file. The motion was voted upon by acclamation whereupon the
President declared the motion carried.
A motion made by Trustee SChlaver, seconded by Airey,
that the bills for the month of' January as approved by the
Finance Con~ittee be approved for payment. The President put
the question, the Clerk called the roll, with the following
response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
President Lams then read a letter under date of'
February lOth from Mr. Donald A.Willis regarding the proposed
V. F. W. Carnival. This letter was placed on file.
The following cor,1ffiunication, signed by 61 persons,
was read and ref'erred to coramittee:
We, the undersigned, being owners or operators of a business
located in the central business district of Mt. Prospect, stand
opposed to the new Village ordinance limiting parking in the
business district to one hour.
It is our hope that the Village Board will take cognizance of'
this peti tion and amend the parking ordinance to ninety minutes
~ithin the business district. The ninety minute limitation to
be rigidly enforced.
We consider the one hour limitation inadequate and detrimental
to the general welf'are of business.
Trustee Viger arrived and took his place at 8:40 P .H. February 19, 1957
