A motion made by Trustee Schlaver, seconded by
Weir, to grant Chicago Federation of Aged and Adult Charities
pennission to hold their annual tag day on Tuesday, May 14,
1957 as requested. The motion was voted upon by acclamation
whereupon the President declared the motion carried.
There being no further business to come before the
meeting, a motion was made by Trustee Viger, seconded by
Airey, that the meeting be adjourned. The motion was voted
upon by acclamation whereupon the President declared the
motion carried and the meeting regularly adjourned.

The meeting was called to order by President Larn.s
at 8:15 P.M. and the Clerk was then directed to call the roll.
On roll call the following r:I'rustees answered uPresentlt:
Airey, Schlaver, Wier, Willer and Wilson. Trustee Viger was
absent on roll call.
The Trustees having previously received copies of the
minutes of the meeting held February 5th, a motion made by
Trustee Schlaver, seconded by Willer, that the minutes be
approved as presented and corrected. The President put the
question, the Clerk called the roll, with the following response:
Ayes: Pll; Nays: None. Thereupon the President declared the
motion carried.
A motion was made by Trustee Schlaver, seconded by
Airey, that the Treasurer's Report for the period ending January
31, 1957, be approved and placed on file. The President put the
question, the Clerk called the roll,with the following response:
Ayes: All; Nays: None. Thereupon the President declared the
motion carried.
A motion made by Trustee SChlaver, seconded by Wier,
that the Treasurer's Report of the Special Assessment Fund for
the period ending January 31, 1957, be approved and placed on
file. The motion was voted upon by acclamation whereupon the
President declared the motion carried.
A motion made by Trustee Schlaver, seconded by Airey,
that tbe bills for the month of January as approved by the
Finance Committee be approved for payment. The President put
the question, the Clerk called the roll, with the following
response: Ayes: All; Nays: None. Thereupon the President
declared the motion carried.
President Lams then read a letter under date of
February lOth from Mr. Donald A.Willis regarding the proposed
V. F. W. Carnival. TI~is letter was placed on file.
The following corili~unication, signed by 61 persons,
was read and referred to cmamittee:
We, the undersigned, being owners or operators of a business
located in the central business district of Nt. Prospect, stand
opposed to the new Village ordinance limiting parking in the
business district to one hour.
It is our hope that the Village Board will take cognizance of
this petition and amend the parking ordinance to ninety minutes
~ithin the business district. The ninety minute limitation to
be rigidly enforced.
W~ consider the one hour limitation inadequate and detrimental
to the general welfare of business.

The Hount Prospect Chapter of the Northwest Family" Service
Association, (which has been chartered as a Not-For-Profit,
Illinois Corporation) requests permission of the Board of
Trustees of the Village of Mount Prospect to solicit funds from
residents and business houses, either by mail or by personal
contact during the period from Narch 18 thru the 30th, 1957.
Funds collected will be pooled with those collected by Des
Plaines, Arlington Heights and Palatine in order to finance the
establishing of a family, counseling service for the above
mentioned towns and adjacent areas. A Fact Sheet' which should
ans'[,,j'er most of your questions concerning the Northwest Family
Service Association is attached to this request.

After considerable discussion, the second and motion
were withdrawn and the proposed ordinance referred back to

to approve the application of Brinckley Displays of Elgin,
Illinois, for sign permit covering the erection of a sign at
722 E. Northwest High\~ay. The President put the question, the

A motion made by Trustee Schlaver, seconded by trJier,
that S"urety Builders be granted permission to erect a sign at
the upper level of the house located on Lot 39 in Surety Bonnie
Park, as covered in their sTIlended application. The president
put the question, the Clerk called the roll, with the following
response: Ayes: Trustees Schlaver, Viger, wier, and Willer.

Dear )Vir. Willer:
The undersigned represents Associated Constructors, Inc.,
owner of the property on which the new post office building for
Mount Prospect is now being constructed.
As you are aware, an error was made by the contractor in
laying the foundation for this building, with the result that
certain portions of the building now encroach upon the public
street. The owner, though not personally at fault, must and does
accept responsibility for this error.
The premises in question are to be occupied by the U. S.
Post Office Department under a long terrri lease. Before executing
the lease, the post Office Department, will naturally want" to assure
itself that the lessor has good title to the property. Unfortunately,
due to the encroacbment, the ownel'S"~ title to the building is
seriously impaired inasmuch as there exists a power in the
Village of Mount Prospect, acting through some future Board of
Trustees, to order the removal of that portion of the building
which encroaches upon the street. The Chicago Title & Trust
Company will note this encroachr~ent and will list it as an ob-
jection in its title reports, thereby making it impossible for the
owner to give the Post Office Department the necessary assurance
of good title to the land and building.
This matter could be resolved if the Village of Mount
Prospect would vacate so much of the public street as is now
occupied by the building. Since the total area involved is
measured only in inches, there would be no interference with
an'jl- thoroughfare nor vii th any sewer or water pipes or other
utilities, and the interest of the residents of the Village of
Mount Prospect would not be injured.
Associated Constructors, Inc., is willing and does
hereby offer to pay all costs in connection with such vacation.
It also will be willing and does hereby offer to pay to the
Village of Mount .ProsDect the reasonable value of the land
vacated. The sum of ~$5o.00 is slJggested as a reasonable value.

The completion date under the tern:s of the lease
proposal with t he Post Office Department is approaching rapidly.
For this reason I ask that the-matter be considered urgent.
Time is of the essence.
Please be assured that my client will cooperate with
the Village authorities and will do anything within reason which
the Board of Trustees considers necessary in order to accomplish
the desired purpose.

SChlaver, that the Village Attorney be authorized to draft the
necessary ordinance to be submitted to the Zoning Coyamission for
the holding of a public hearing on the question of deleting Iterr
15 in Section 7 of the Zoning Ordinance. The President put the
question, the Clerk called the roll, with the following response
Ayes: None; Nays: Trustees Airey, SChlaver, Viger, vlier, Willer,
and Wilson. Thereupon the President declared the motion
defeated.

The following was submitted by the Village Manager:
DUTCH ELH DISEASE PREVENTION PROGRAM
Nels Johnson of Evanston has indicated that the price
for doing the spra'Jring work of all the street trees w ill run
something less than $1.50 per tree. Ass~mling that there are
6,000 trees to b e sprayed, 8,000 gallons of D.D.T. solution
",rill be required at an estimated cost of $9,200.00.
Inasmuch as the D.D.T. solution kills off insects that
feed on mites, causing scale, it is desirable to use a dormant
spray to kill the parasites causing the scale..
About 3,000 ~allons of this solution will be needed,
costing approximately ~1,590.00. Freight on the quantity of
spray required would be about $228.00, therefore, the cost of
the spraying progrma will be:

the East half of the Southwest quarter of Section 34,
Town 42 North, Range 11, East of the Third Principal
Meridian according to plat of said subdivision recorded
July 15, 1926 as Document No. 9339822u.
The property is located on the West side of Main
Street at the Southwest corner of Henry.
The request is for the rezoning from its present
zoning R-2 to "BIf. (Commercial).
