Much discussion ensued from the floor. A request was made to the Board that pUblicity be given erection of signs in a residential area. Village Manager Appleby reported on two eases before the County Zoning Board of Appeals that would affect Mount Prospect. These two cases concerned Bluett's Fairview Gardens and Hatlen Heights Estates. A motion was made by Trustee Willer, seconded by Trustee Casterline that the Village Manager be directed to write a letter to the County Zoning Board of Appeals pointing out lack of dedication of land for school purposes in connection with Bluett's Fairview Gardens. The vote was taken by acclamation whereupon the President declared the motion carried. .;::,,:;/, A motion was made by Trustee Willer and seconded by Trustee Norris that the Village Manager be directed to send a letter to the County Zoning Board of Appeals, objecting to the subdivision known as Hatlen Heights Estates for reasons of health, welfare and safety of the residents of Mount Prospect by virtue of inadequate storm water relief. These items concerned the beautification of property surrounding the water tower on Northwest Highway, the Northwestern Railway station, and the removal of logs from Prospect Avenue between Elmhurst and Emerson. Committees have these problems under consideration. A resident of 606 S. School Street told of the defective sidewalks in the front of his home. Village Manager Appleby will check the situation to see if corrective measures can be taken. There being no further business to came before the board, a motion was made by Trustee Willer, seconded by Trustee Casterline that the meeting be adjourned. The motion was voted upon by acclamation, whereupon the President declared the motion carried and the meeting regularly adjourned at 10:30 P.M. tJ~#~ William H. Keith Village Clerk MINUTES OF A REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES HELD IN 1RE MUNICIPAL BUILDING, MOUNT PROSPECT, ILLINOIS ON TUESDAY, JUNE 4, 1957 The meeting was called to order by President La~ms at 8:45 P.M. and the Clerk was then directed to call the roll. On roll call, the following Trustees answered "Present": Trustees Airey, Broad, Casterline, Norris and Schlaver. Trustee Willer was absent on roll call. The Trustees having previously received copies of the minutes of the regular meeting held May 28,1957, a June 4$ 1957 298 motion was made by Trustee Airey, seconded by Trustee Norris, that the minutes be approved as submitted. Prospect, Illinois Attention: Mr. Harold Appleby, Village Manager Dear Sirs: We herewi th propose to do the following itemized work connected with paving ~he areas between the street and sidewalk adjacent to the parking lot at Main Street and Emerson Street. June 4, 1957 1. Remove existing sod, cinders and broken concrete to a depth of 6" between the side walk and curb at eight locations on Main Street and Emerson Street, involving approx- imately 1650 square feet. 2. Furnish and place 5" depth gravel base in all excavated areas, compact and level for asphalt surfacing. 3. In the discussion that ensued, Trustee Broad recommended some thought be given to placing shrubbery in this area instead of asphalt. Trustee Airey pointed out the difficulty of maintaining shrubbery. Village M~~ager Appleby pointed out the usefulness of this area to deposit snow. Trustee Norris recommended use of green asphalt. Thereupon the President declared the motion carried. cY: ,.-, "-' < ~1: ':':1 A motion was then made by Trustee Norris and seconded by Trustee Casterline to authorize the Village Engineers, Consoer, Townsend & Associates to prepare the necessary papers to declare Prospect Avenue between Emerson and Pine Street as an arterial street, and to prepare plans and specifications to include curbs on both sides of the parkway. A motion was then made by Trustee Norris and second by Trustee Casterline to authorize the Village Manager to investigate, and care for, completing necessary repairs and take preventative measures to prevent damage to the parkway located South of Prospect Avenue on Pine Street, and the island in Maple Street adjacent to the Post Offic. Theodore Lams President of the Village Board of Trustees Mount Prospect, Illinois Dear Sir: Herewit~ a request for return of deposit for inspections June J" 1957 i)OO on paving etc. in Council Trail proper and in the First Addition to Council Trail which was deposited in two amounts, namely $260.00 in 1953 and later $450.00 for a total of $710.00. I have paid Consoer, Townsend & Associates in full for all the work they have done for me in connection with the entire subdivision including the 2nd Addition to Council Trail. President Lams then read the following communication: 1013 W. Oakton Arlington Heights June 3, 1957 Dear Sir: We would like permission to paint house numbers on the curb stones in the Village of Mount Prospect. The charge will be fifty cents per house. The paint we plan to use is a yellow reflectant paint which is easily seen at night in the beam of headlights. With these numbers on the curb stones it would enable people to find the house they are looking for, as far as the address, in both the day and night time hours. Village Manager Appleby then read a list of proposed increases in bus fares that will be discussed at a hearing to be held in Springfield, Illinois on Wednesday, June 5th at 10 A. M. Since these increases affect Mount Prospect only slightly, it was deemed inadvisable that the Viilage Manager attend this hearing. President Lams then read a proposed ordinance for the first time, This Ordinance would empower the Village Clerk to appoint a' deputy by ,and with the consent of the President and Board. of Trustees. Village Manager Appleby read a proposed ordinance for the first time, which would require posting of adequate cash escrow instead of bond to cover public improvements within the Village of Mount Prospect. Village Manager Appleby also read a proposed ord- inance for the first time, which would amend Article II, Section 5 (d) of the Village of Mount Prospect Village Plan, to provide for a duly completed escrow agreement instead of bond to cover public improvements within the Village of Mount Prospect. A motion was made by Trustee Casterline and seconded by Trustee Airey directing the Village Attorney to prepare an Ordinance to disconnect a small portion of land from the Village of Mount Prospect and provide for annexation to the Village of Arlington Heights.
