MINUTES
COFFEE WITH COUNCIL
SATURDAY, OCTOBER 8, 2005
9:00 A.M.
COMMUNITY CENTER, VILLAGE HALL, 50 SOUTH EMERSON STREET
Mayor Irvana Wilks called the meeting to order at 9:05 am. Village trustees present were Paul
Hoefert and Michaele Skowron. Representing Village staff were Village Manager Michael
Janonis and Director of Public Works Glen Andler.

Joan Sells, 217 N. School St., came to express her concern about the size of new homes being
built in her neighborhood. Trustee Skowron explained that the new homes being built meet all
Village Codes including their size. All neighborhoods within the Village are changing and the
change is having a positive effect by raising the value of all the homes. Ms. Sells thanked
everyone for the information and left the meeting.
Ken Koepen, 1040 Linneman Rd., came to tell the Board about the trouble he is having with
Comcast. Comcast is changing their customers from analog to digital and when they do you can
no longer receive some of the local channels like 17. Mayor Wilks suggested the Village invite
Comcast to a future Committee of the Whole meeting where they can explain what issues their
customers can expect with the change from analog to digital.
Donald Burger, 408 Bob-O-Link., came to ask the Board for help concerning the noise coming
from Autobarn. From 7:00 am to 9:00 pm there is the constant noise of air tools, loud music and
honking horns due to the sharp turns around their service garage. Mr. Burger spoke to the
Community Development Director, Bill Cooney several months ago who talked to Autobam
about the noise. It stopped for a while but is now back and it is louder. Trustee Skowron ask
Mr. Burger ifhe had any ideas on how to resolve this problem. Mr. Burger suggested Autobarn

move their service department to the front of the building away from the homes and plant a row
of large evergreens along their property line. Trustee Hoefert wants staff to set up a meeting
with members of the Village Board and Autobarn on site to discuss the issues and possible
solutions. Trustee Hoefert told Mr. Burger to make a list of all the issues and send it to Mr.
Cooney who will distribute it to the Village Board and then set up the meeting with Autobarn.
Reginald Gaetz, 121 S. Lancaster., have an issue with their neighbors newly constructed
addition and two car garage located at the rear oftheir lot. The garage blocks the Gaetz's view
of We Go Park. Mr. Gaetz told the Board a previous owner tried to build a new garage and it was
denied. How did the new owner get a permit and is the garage built to code? Mayor Wilks
wants staff to check on the permit and make sure the garage was constructed in the proper
location and to code.
As requested Bill Cooney checked on the permit and location of the new detached garage
and it complies with code. Mr. Cooney sent a letter to the Gaetzs informing them the same.
Mal Holec, 927 Quince Ln., has a number of issues he wants to be updated on. The first was
the status ofa new fire station #14 and its possible relocation. Village Manager, Mr. Janonis
stated the Village is in the process of hiring a consultant to do a space needs study for not only a
new fire station #14, but also some changes for the police department. Nothing will happen for
at least the next year and before anything did there would be a full public discuss. Mr. Holec's
second issue was regarding the plan to stop the proposed Des Plaines River levee at Euclid.
Public Works Director, Mr. Andler explained the Corps of Engineers current plans and schedule.
Mr. Andler along with Mr. Janonis described how the levee will be constructed with the highest
point of the levee being closer to Palatine Road and the lower levee by Euclid. The height of the
levee is determined by the elevation ofthe ground adjacent to the river. At Euclid and south of
Euclid the ground elevation is significantly higher than the river, therefore the levee is not
needed. Mr. Holec's third issue was airport noise from Palwaukee Airport. Mr. Janonis
explained that Palwaukee is the 3rd largest airport in the state. The Village has no jurisdiction
regarding airport traffic but does continually make our residents concerns known to the proper
authorities. Mr. Holec's forth issue was what type of development is being planned for the
ComEd property north of Euclid and will the plans include a sidewalk from Euclid to the
Prospect Heights Train Station? Mr. Janonis informed Mr. Holec it will be some type of
commercial development and a sidewalk to the train station has been included in the discussion
with the developer. Mr. Holec's final issue was a problem with one of his neighbors who always
walks his dog without a leash, allowing the dog to run loose. Mr. Janonis told Mr. Holec,
Village Codes require dogs to be leashed and ifhe gives us the neighbors name the Village will
contact them. Mr. Holec said he will talk to them first and if the problem continues he will
notify the Village.
Don McBride, 303 Emerson, told the Village Board he is legally blind and wants more light on
Emerson from Prospect Ave. to Milburn; wants a three way stop installed at Milburn and
Emerson and wants the Village to get a grocery store in the downtown. Mr. Andler explained

of controls will be recommended for all intersections within the Village. This information will
presented to the Village Board in the near future. Mr. Andler will also make sure the street lights
at Prospect and Emerson, the street light between Prospect and Milburn and the street light at
Milburn and Emerson are all working properly. Trustee Skowron, Hoefert and Mayor Wilks all
would like to see a grocery store in the downtown, hopefully sometime soon one will open there.
Carol Tortorello, 223 S. Elmhurst Ave., just came to say hello and visit.
