OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MillfICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS

In the absence of President Lam$, the meeting was
called to order by the Village Clerk at 8:45 P.M.

On roll call, the following Trustees answered
"Present": Airey, Broad, Casterline, Norris, Schlaver
and Willer. Absent: None.

A motion was then made by Trustee Airey, seconded
by Trustee Schlaver that Trustee Willer be appointed
President Pro-tem. The motion was voted upon by acclam-
ation, whereupon the Clerk declared the motion carried,
and Trustee Willer took the President's chair.
The Trustees having previously received copi~s of
minutes of the regular meeting held June 4th, 1957, a
motion was made by Trustee Norris, seconded by Trustee
Casterline, that these minutes be approved as submitted.
The President put the question, the Clerk called the roll
with the following response: Ayes: All, Nays: None.
Thereupon the President declared the motion carried and
said minutes approved.
A motion was made by Trustee Airey, seconded by
Trustee Broad, that the bills for the month of May, 1957
as approved by the Finance Committee be approved for
payment. The President put the question the Clerk called
the roll, with the following results: Ayes: All, Nays:
None. Thereupon the President declared the motion
carried and said bills approved.
Trustee Airey made a motion which was seconded by
Trustee Norris, that the Treasurer's Report for the
month of May, 1957 be approved and placed on record~
The President put the question the Clerk called the roll,
with the following response: Ayes: All, Nays: None.
Thereupon the President declared the motion carried.
A motion was then made by Trustee Airey and seconde
by Trustee Casterline that the Treasurer's Report of
Special Assessment Funds for the Month of May, 1957 be
approved and placed on record. The President put the
question, and the Clerk called the roll, with the follow-
ing response: Ayes: All, Nays: None. Thereupon the
President declared the motion carried.
Trustee Willer then read the following comm-

Manor being a subdivision of part of the North-
East Quarter of Section Eleven and part of the
Northwest Quarter of Section Twelve, Township
Forty One North, Range Eleven, East of the
Third Principal Meridian, in Cook County,
Illinois.
Gentlemen:
P1e~se be advised that I reside at 717 Dresser Drive,
Mt. Prospect, Illinois, and am the owner of the above-
referenced lots, which presently have a R-3 zoning
classification.
It is requested that said lots be rezoned to a business
use zoning classification, which they were previously
zoned for.
Enclosed herewith please find a check in the amount of
$90.00, in payment of the requisite fee.

letter be referred to the Zoning Commission for publication
a~d hearing. The vote was taken by acclamation, whereupon
the President declared the motion carried.
Trustee Willer read the following communication:

The President and Members of the Board
of Trustees of the Village of Mount Prospect
Gentlemen:
You have referred to the Plan Commission the proposed
ordinance amending Section 6, Article II, of the Plan
Ordinance which is in regard to dedication of lands for
public use, for study and recommendation.
It is the recommendation of the Plan Commission that
the proposed amendment be adopted and further that the
ratio' of land to be dedicated for public use in business
or .industrial sites be 1/10 of an acre for each one acre
in such subdivisions.

Trustee Willer also read the proposed ordinance
referred to in the above letter for the first time. This
ordinance would require the dedication of at least one-
thenth(l/lO) acre for eacb one (1) acre of business or
industrial buil~ing sites which may be accomodated under
the restrictions applying to the land. Since this ord-
inance was being read for the first time, it was referred
to the Village Manager for publication.

Gentlemen:
Application is hereby made by the undersigned for I
permit to pave Highland Avenue from the beginning of the
point 132 feet West of the intersection of Main Street, i
a point 132 feet East of Eastwood, in the subdivision
known as Randview Highlands. The width of this street
is to be 26 feet back to back of curb, having a one inch
saDd filled cushion, seven inch crushed stone base and
two inch I-II.
In accordance with an agreement previously reached
with the Board, and in view of the fac.t that this is not
a new subdivision, it is understood that:

(a) We will not pay any permit fee.
(b )We will make no deposit for engineering and
inspection fees. We have engaged the Village
Engineers, Consoer, Townsend, to do this work;
these engineers having engineered the entire
subdivision under a contract with us which
includes full payment for engineering and
inspection fees directly to them.
(c) We shall cause a surety bond to be given to
. the Village in accordance wi th Section 7 of'
the Ordinance covering Public Improvements
By Private Contractors.

We have received approval from your engineers,
Consoer and Townsend, and authority to proceed with the
final topping of the following streets which have
previously been completed with respect to base and curbs:
Pine Street and Russell Street, from Highland
Avenue North to Foundry Road.
No formal permit was issued to cover this work,
although the Engineers were authorized by the Board of
Trustees to proceed. We apply for the formal issuance
of a permi t in connection wi th the above work. It is
understood that we will not pay any permit fees, or
deposit any sums for engineering and inspection since
the engineering fees have already been paid. Bond have
already been supplied to the Village in connection with
the above work by Skokie V8~ley Asphalt Company.

Trustee Willer then made the following motion:
Authorize the issuance of a permit for work specified in
a letter of application by Brickman Home Builders in thei
letter of June 7, 1957 upon applicants compliance with
ordina~ces of the Village of Mount Prospect applicable
there to; said work to be done in accordance wi th plans
and specifications of Consoer, Townsend and Associates
applicable to said work, as hereto for approved by the
Village Board. The motion was seconded by Trustee Broad.

The President put the question, and a vote was taken by
acclamation, whereupon the President declared the motion
carried. Mr. Appleby stated tpat he would send a formal
letter to Mr. Brickman informing him of the action taken
by the Board of 'I'rustees on his application.

'I'he following motion was then made by Trustee
Schlaver and seconded by Trustee Norris: TI~t the
application of Mr. William H. Ruth to install facilities
shown on the plans and specifications for the subdivision
known as "Joan Ruth's Wa Pella Gardens" be granted subject
to bis furnishing the required copies of the recorded plat
and the filing of a liability bond as required by Village
Ordinance. The President put the question and the vote
was taken by acclamation, whereupon the President declared
the motion carried.
A motion was then made by Trustee Willer and seconded
by 'I'rustee Norris that the President and Village Clorkb e
authorized to sign on behalf of the Village of MOTh~t Prospect
the Sa~itary District Permit for sewers in Joan Ruth's
Wa Pella Gardens. 'Ihe President put the que sti on, and a
vote was taken by acclamation whereupon the President
declared the motion carried.
The President then called for Committee Reports and
Trustee Casterline reported for the Police and Light
Commi ttee. 'I'rustee Schlaver gave a report for the Fire
&: Water Commi ttee; and 'I'rustee Norris reported for the
Co~mittee of Public Health, Safety and Streets.
A motion was made by Trustee Willer and seconded by
Trustee Norris to accept the bid of the Pittsburg Company
to clean approximately 2100 ft. of 20" sewer on Elmhurst
from Lincoln to Prospect Avenue. The bid was in the
amount of $923.00. 'Ihe President put the question a.n.d the
Clerk called the roll, with the following result: Ayes:
All, Nays: None. Thereupon the President declared the
motion carried.
Mr. Appleby reviewed a statement from Milburn Bros.
regarding resurfacing portions of Lincoln and Maple Streets.
No formal action was taken on this subject.
Trustee Airey referred to a petition signed by residents
of the Country Club area, petitioning the Village Board that
no action be taken requiring individual property owners to
install sidewalks bordering the owners property end that no
assessment be levied for such purpose. A motion was made by
Trustee Airey and seconded by Trustee Schlaver that the
petition from citizens in the Country Club area pertaining to
sidewalks be turned over to the Village Clerk for file.
The President put the question and a vote was taken by
acclamation, whereupon the President declared the motion
carried.

in the sum of $IOO.OO as a rebate of the deposit made
by the Village in the above en ti tIed cause which was
won by the Village. 'Ihe subject matter involved was
the drainage problem in connection with the Di Mucci
property.

Trustee Willer read a report on the Special Electic
Committee pertaining to the ~lection Contest of James W.
Viger. It was moved by Trustee Norris and seconded by
Trustee Casterline that this report be accepted and
placed on file. The President put the question and a
vote was taken by acclamation, whereupon the President
declared the motion carried.

A motion was made by Trustee Schlaver and seconded
by Trustee Norris that the Village Clerk be directed to
hold ballots for an additional 60 days. The President
put the question and the Clerk called the roll, with the
following result: Ayes: All, Nays: None. Thereupon the
President declared the motion carried.
Trustee Willer read a proposed ordinance for the
first time. This ordinance would amend Ordinance No. 33C
and would direct that all sidewalks constructed in the
Village be located not more than one foot from the
property line and not less than 5 feet wide and be built
in accordance with specifications approved by the Village
Board.
Trustee Willer read a proposed ordinance No. 556.
'I'his Ordinance empowers the Village Clerk to appoint a
deputy Clerk. A motion was made by Trustee Willer and
seconded by Trustee Norris that Ordinance No. 556 be
passed. The President put the question and the Clerk
called the roll, with the following results: Ayes: All,
Nays: None. Thereupon the President declared the
motion carried and said Ordinance passed.
Trustee Willer read a proposed ordinance disconnect
ing certain territory from the Village of Mount Prospect.
Since this Ordinance had not been published, no action
was taken at this time.
The Village Clerk read a petition containing 30
signatures objecting to a proposed filling station to
be erected on the corner of Central Road and hi-Lusi
Avenue. The Clerk was requested by Chairman Willer
to hold the petition and transmit a copy to the Zoning
Commission.
Mr. James W. Viger spoke from the floor, referring
to his letter addressed to the Village Board of Trustees
dated May 11, 1957 (Minutes May 14, 1957). He as
advised by Village Attorney Downing that proper
procedure would be to make application for a permit.

MINUTES OF A REGULAR MEETING OF
'rHE PRESIDENT AND BOARD OF TRUSTEES
HELD IN THE MUNICIPAL BUILDING,
MOUNT PROSPECT, ILLINOIS ON
TUESDAY, JUNE 25, 1957
The meeting was called to order by President LaMs at
8:45 P.M. and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered
"Present": Trustee Broad, Casterline, Norris and
Schlaver. Trustees Airey and Willer were absent.
All Trustees having previously received copies of
the minutes of the meeting held June 18, 1957, a motion
was made by Trustee Norris and seconded by Trustee
Casterline that the minutes be accepted as corrected.
The President put the question, and the Clerk called the
roll, with the following response: Ayes: All, Nays:
None. Thereupon the President declared the motion
carried a~d said minutes approved as corrected.
President Lams read a communication from the South-
east Civic Organization of Mount Prospect, dated June 12,
1957. This organization requested permission to hold a
bicycle and wagon parade for the small children of the
area on the morning of July 4th, and further requested
permission to block off certain sections of the street
for a period of about one hour. A motion was made by
Trustee Norris and seconded by Trustee Broad that per-
mission be granted to the Southeast Civic Organization
of Mount Prospect to conduct a parade on July 4th, as
outlined in the letter of June 12, 1957. The President
put the question, and the vote was taken by acclamation,
thereupon the President declared the motion carried.
President Lams read a letter from Mrs. Suzanne
Beesley of 207 S. Wapella Avenue. Mrs. Beesley requested
permission to close off part of Wapella Avenue on July 4th
for the purpose of holding a parade.
A motion was made by Trustee Norris and seconded by
Trustee Schlaver that permission be granted to the Wapella
Avenue group to conduct a 4th of July parade. 'Ihe Pres-
ident put the question, and a v ote was taken by acclamation.
Thereupon the President declared the motion carried.
President Lams read a communication from Mrs.
Erwin Koepke of 504 S. Main Street. Mrs. Koepke
requested permission to hold 8, block party in the
500 block on Main Street on JUly the 4th. A motion
was made by Trustee Schlaver and seconded by Trustee
Casterline that the communication from Mrs. Erwin
Koepke of 504 S. Main Street be referred to the Police
Department for their investigation and recommendations.
The President put the question, and the vote was taken
by acclamation. Thereupon the President declared the
motion carried.
