MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MT. PROSPECT, ILLINOIS,
ON TUESDAY, SEP1EMBER 3, 1957
The meeting was called to order at 8:30 P.M. by
President Pro-Tem Willer appointed to serve in the
absence of President Lams.
On roll call the following Trustees answered
"Present": Airey, Broad, Casterline, Norris, Schlaver,
and Willer. Absent: President Lams.
All Trustees, having previously received copies
of the minutes of the meeting held August 27, 1957, a
motion was made by Trustee Airey and seconded by Trustee
Norris, that the minutes be accepted as corrected by
Trustees Norris and Broad. The President Pro-Tern put the
question, and the vote was taken by acclamation, whereupon
the President Pro-Tern declared the motion carried and
said minutes approved as corrected.
Trustee Willer stated that only one bid had been
received for Motor Fuel Tax maintenance of arterial
streets. A motion was made by Trustee Willer that
the Village Engineers be directed to resubmit for bids
on Motor Fueld Tax maintenance of arterial streets. Some
comments from the Village Engineers caused Trustee
Willer withdraw his motion. It was moved by Trustee
Airey and seconded by Trustee Norris that the bid be

opened. The President Pro-Tem,- put the
question and the Clerk called the roll, with the
following response: Ayes: All, Nays: None, whereupon
the President Pro-Tern declared the motion carried and
instructed the Village Clerk to open the bid. The
bid submitted by Milburn Brothers, Inc. of Mt. Prospect
Illinois, was in the amount of $4,587.30, as compared
with the previous estimate of $4,284.10 submitted by
the Village Engineers. A motion was made by Trustee
Willer and seconded by Trustee Broad that the Village
Engineers be instructed to re-advertise for bids and
that the bid of Milburn"Brothers be rejected and the
check in the amount of $500.00, submitted with the
bid, be returned to Milburn Brothers, Inc. The
President Pro-Tem put the question and the Clerk called
the roll, with the following response: Ayes: All, Nays:
None, whereupon the President Pre-Tem declared the
motion ~arried. It was moved by Trustee Willer and
seconded by Trustee Schlaver that all bids be received
'by 8: 00 P.M. September 17, 1957. 'Ihe President Pre-
Tem put the question and the Clerk called the roll,
with the following response: Ayes: All; Nays: None,
whereupon the President Pro-Tern declared the motion
carried.

Trustee Airey informed the Board of three bids
submitted for painting the exterior trim of the Village
Hall. It was moved by Trustee Airey and seconded by
Trustee Norris to accept the bid of Oberg D~corators,
724 E. Northwest Highway, in the amount of $465.00.

The following motion was made by ~~tee Norris
and seconded by Trustee Broad, that permi t.No. 1957-167
of the Metropolitan Sanitary District or Gre~ter Chicag
for sewers in Frank Serarine's 2nd Addition be signed
by the Village Manager on b~alr of the Village of Mt.
~rospect, and delivered to Serafine Builders upon
receipt of their request to construct the public
improvements in the subject subdivision at their own
expense. The President Pro-Tem put the question and
the Clerk called the roll, with the following response:
Ayes: All; Nays: None. whereupon the President Pro-
Tern declared the motion carried.

A motion was made by Trustee Norris and seconded
by Trustee Casterline that the trees in the parkway
on Maple Street between the Post of rice and Village Hal
be removed and that portion of Maple Street be paved,
and that portion or Evergreen Avenue at the end or
Maple Street and adjoining 'Northwest Highway be paved,
both improvements to be in the amount not to exceed
$700.00. The President Pro-Tem put the question and
the Clerk called the roll, with the following response:
Ayes: All; Nays: None, whereupon the President Pro-
Tem declared the motion carried.
A motion was made by Trustee Norris and seconded
by Trustee Broad, that the Village Board confirm in the
taking of bids on certain Motor Fuel Tax Improvements
at 8:00 September 10, 1957. The President Pro-Tern
put the question and the Clerk called the roll, with
the following response: Ayes: All; Nays: None, whereupo
the President Pro-Tem declared the motion carried.
A motion was made by Trustee Willer andseconded
by Trustee Broad that the final plat of Unit #1 of
Bluett's Fairview Gardens Subdivision be transmitted
to the Plan Commission for their recommendations. The
President Pro-Tem put the ~uestion and a vote was
taken by acclamation, whereupon tpe PreSdent Pro-Tem
declared the motion carried.

All Trustees were requested by the President Pro~Tem
to review the proposed rates and to express their
views at the next meeting of the Village Board.
Trustee Willer read a letter from Village
Attorney Downing explaining the reasons for a
proposed Ordinance No. 568, AN ORDINANCE CLASSIFYING
B-1, B-2, ~3, P-l, P-2, P-3, and P-4, DISTRICTS.
Trustee Willer read Ordinance No. 568 and moved for
its adoption. This motion was seconded by Trustee
Schlaver. The President Pro-Tem put+the question
and the Clerk called the roll, with the following
response: Ayes: All; Nays: None, whereupon the
President Pro-Tem declared the motion carried and
Ordinance No. 568 passed and approved.
Trustee Willer read the following petition:

Village of Mount Prospect, Illinois
Gentlemen:
We, the undersigned Home Owners and/or Residents
constituting 20% or more of the frontage directly
opposite the land proposed to be annexed and rezoned
under Case 57-7, petition Trust Number 1686, do
hereby make written protest, in accordance with
paragraph B, Section 20 of the ZONING ORDINANCE of
the VILLAGE OF MOUNT PROSPECT, ILLINOIS, to the
ANNEXNI'ION and REZONING of the above land from
FARMING to LIGH1' INDUSTRY.
I},'rustee Willer rei'erred this petition to t he Village
Clerk to be re-submitted to the Village Board at such
a time as when Case No. 57-7 is being considered.
The Village Clerk was also requested to check to see
if 20% of the fronting property owners were represented
on this petition.
A Citizen stated that he considered School Street
at the junction of Weller Creek a safety hazard. This
matter was referred to Village Manager Appleby for
his recommendations.

meeting be adjourned. The motion was voted upon by
acclamation whereupon the President Pro-Tem declared

Presldent Lams and the Clerk was then directed to call
the roll. On roll call, the following Trustees answerec

and Willer. Absent: None.
All Trustee having previously received copies of
the minutes of the meeting held September 3, 1957, a
motion was made by Trustee Schlaver and seconded by
Trustee Broad that the minutes be approved as submitte<
The President put the question and the Clerk oalled
the roll, wlth the following response: Ayes: All,
Nays: None, whereupon the President declared the
motion carried and said minutes approved.
All Trustees having previously reoeived copies
of the Treasurer's Report for August, 1957, a motion
was made by Trustee Airey and seconded by Trustee
Norris that the Treasurer's Report be accepted and
placed on file. The President put the question and
the Clerk called the roll, with the following response
Ayes: All, Nays: None. Thereupon the President declarl
the motion carried.
It was moved by Trustee Airey and seconded by
~rustee Broad that the list of bills incurred during
the month of August, 1957 be approved for payment and
placed on record. The President put the question

A motion was made by Trustee Willer and seconded
by Trustee Norris to authorize the opening of two bids
for street maintenance work using Motor Fuel Tax Funds
The President put the question and a vote was taken by
acclamation, whereupon the President declared the moti
carried. Bids received were: (a) Skokie Valley Asphalt
