MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN rIHE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, NOVEMBER 5, 1957
The meeting was called to order at 8:45 P.M. by
Presiden t Lams and the Clerk was then directed to call
the roll.
On roll call, the following Trustees answered
tlpresent" Airey, Broad, Casterline, Norris, Schlaver
and Willer. Absent: None.
All Trustees having previously received copies of
the minutes of a meeting held October 22,1957, a
motion was made by Trustee Broad and seconded by Trustee
Norris that the minutes be approved as submitted and
corrected. The President put the question and the Clerk
called the roll, with the following response: Ayes: All,
Nays: None; whereupon the President declared the motion
carried and said minutes approved as submitted and
eorre c ted.
President Lams referred to 7 letters protesting
the proposed replanning of Wille Street and Busse
Avenue. Said letters were signed by the following
citizens: Luella Gerner, 17 S. Wille Street, Mrs.
LouiseWille, 15 S. Wille Street, Fred and Christina
Lamz, 9 South Wille Street, Henry Holste and Irene
Holste, 3 S. vville Street, Pred G. Wille, 26 V.I. Busse
Avenue, Alma and Charles Meeklenberg, 2 S. Wille Street,
Herman F. Meyn, 215 S. Emerson Street. The letter from
Mr. Meyn was read in full as follows:

Dear Sir:
As a property owner located at the following address I
like to express to you my feeling against the proposed
replanning of Busse Avenue and Wille Street. It would
make my property absolutely useless and would cause
damage to me and other properties far beyond the benefits
that will be derived from the replanned suggestions.

President Lams then read the following letter:

We are again planning our Annual Appeal in your conm-
unity. Our March for Muscular Dystrophy will take
place the week of November 25, 1957.
May we now ask your permission to conduct our Campaign

by mothers of your community, no professional solicitors
will be used.
Thank you very much for your cooperation, and may we
hear from you soon?

A motion was made by Trustee Airey and seconded
Trustee Norris to grant the request of the Secretary
Chicagolands 1957 March for Muscular Dystrophy as
contained in the above letter of October 26, 1957. T
President put the question and the vote was taken by
acclamation, whereupon the President declared the
motion carried.
President Lams read an invitation to all Village
Officials to attend a special Chicago demonstration 0
EI-Tec, a radio interconnected traffic signal system
at Austin and Higgins Avenue in Cbi. cago on November 6
and 7 at 2 P.M.

The membership of the Northwest Home Owners
League has unanimously passed by vote the following
resolution at the business meeting held on
October 21, 195.7:
RESOLVED: That the Northwest Home Owners League shall
favor the development of business wi thin
Mount Prospect in accord with the
recommendations of the Kincaid report, insofar
as that report opposes business developments
external to the central business district
and specifically north of Central Road,
including the area along Foundry Road adjacent
to the present northern boundary of Mount
Prospect, and the ar~fronting on Main 'Street
between Central Road and Henry Street.
Your consideration of this resolution is
respectfully requested.

Trustee Willer read a letter signed by the Chair
man and Secretary of the hount Prospect Plan Commiss-
ion and dated October l4, 1957. This letter was
included in the mIDnutes of October 22, 1957. It was
moved by Trustee Willer and seconded by Trustee
Schlaver that the Board concur in the recommendation
of the Plan Commission pertaining to the proposed

Gentlemen:
We the undersigned citizens, presiding officers of Home
Owners Associations within the Village of Mount Prospect,
desire additional information, in laymens language, regard-
ing Case 57-l4 heard before the Mount- ProspeetZoning
Commission in Public Hearing on Friday, November
first, 1957.
Before any Official Action is taken by theVillage
Board of Trustees on the Proposed Amendments to the
Village Zoning Ordinance, we desire explanations
of the need for the Amendments as well as an explan-
ation of the advantages that would accrue to the
Village of Mount Prospect if such amendments were
approved.
It is our intent to be present at future Village
Trustee meetings and such information can be relayed
at that time.

In answer to the above petition, Trustee Willer
explained that the proposed ordinance would place the
Village in line with present Illinois Statute. Mr.
Donald A. Willis of 523 N. Emerson Street stated that
he was the originator of the previously read petition and
inquired of Trustee Willer if the proposed ordinance
would stream-line operations. A citizen requested
clarification of the ordinance as to whether or not a
citizen would have recourse in appeal from the decision
of the new Zoning Board of Appeals. The answer was that
no ~~nue of appeal would be eliminated. Mr. G. Mokate,
1O'f oL. N. Elmhurst Avenue, inquired if the new Zoning
~ard of Appeals would actually be a combined Zoning
Board of Appeals and Zoning Commission. Village Attorney
Downing stated that the previous Zoning Board of Appeals
was the final authority on appeals from the decisions of
the Superintendent of Buildings concerning zoning variations
and that under the new Zoning Board of Appeals recommenda-
tions willbe made to the Village Board of Trustees who
will make the final decision.

Gentlemen:
On Friday, November 1, the Zoning Commdssion conducted a
public meeting at the Village Hall. All Members of me
Commdssion were present.
Case 57-13, Case 57-15, and Case 57-l6 are under study by
the Commission rold our recommendations should be in your
hands at an early date.
Case 57-l4 involved proposed amendments to the Zoning
Ordinance. The Case was presented by Attorney Robert
Downing for the Village. 1nere were no objections to
the recommendations as submitted.

All members of the Zoning Commission were in favor of~
the changes that were proposed. It is recommended the
all proposals as submitted by the Attorney and as
published in the Mt. Prospect Herald newspaper be
adopted.

Trustee Willer read proposed Ordinance No. 575
AN ORDINANCE AMENDING ARTICLE VI, ZONING BOARD OF
APPEALS, CHAPTER 5 OF THE MUNICIPAL CODE OF MOUNT
PROSPECT AND SPECIFYING THE TERM OF EACH lvIEMBER AS
FIVE YEARS. It was moved by Trustee Willer and second
by Trustee Broad that Ordinance No. 575 be passed. Th
Presid:ent put the question and the Clerk called the
roll, with the following response: Ayes: All, Nays:
None, whereupon the President declared the motion
carried and Ordinance No. 575 passed and approved.
Trustee Willer read proposed Ordinance No. 576
AN ORDINANCE AMENDING SECTIONS l6, 19 and 20 of the
VILLAGE OF MOUNT PROSPECT ZONING ORDINANCE AND PERTAIN
ING TO WE CREATION, MEMBERSHIP, JURISDICTION, AND
DUTIES OF A SEVEN MEMBER ZONING 13JARD OF APPEALS. A
motion was made by Trustee Willer and seconded by
Trustee Norris that Ordinance No. 576 be passed. The
President put the question and the Clerk called the
roll, with the following response: Ayes: All, Nays:
None, whereupon the President declared the motion
carried and Ordinance No. 576 passed and approved.
Village Attorney Downing read proposed resoluti~
No. 19-57 A RESOLUTION SETTING FORTH FEES FOR HEARINGS
BEFORE THE ZONING BOARD OF APPEALS. A motion was made
by Trustee Willer and seconded by Trustee Airey that
Resolution No. 19-57 be adopted. The President put
the question and the Clerk called the roll, with the
following response: Ayes: All, Nays: None, whereupon
the President declared the motion carried and

It was moved by Trustee Willer and seconded by
Trustee Norris that the Board concur in all appoint-
ments to the Zoning Board of Appeals as stated in the
previous letter. The President put the question and
the Clerk calle d the roll, wi th the following response:
Ayes: All, Nays: None, whereupon the President
declared the motion carried.
Trustee Willer referred to several hearings to be
held before the Cook County Zoning Board of Appeals on
November 7, 1957 at 7:45 P.M. in the Mt. Prospect Village
Hall, Mount Prospect, Illinois. All hearings involved
property outside the Village to be rezoned from Farming
to R-~ or R-5 (Residence) Classification. It was moved
by Trustee Willer and seconded by Trustee Norris that
Village Manager Appleby be authorized to represent the
Village of Mount Prospect at said hearing on November 7
in Mt. Prospect Village Hall before the Cook G0unty Board
of Appeals. The Presiden t put the question and the vote
was taken by acclamation whereupon the Pre siden t declared
the motion carried.
A motion was made by Trustee Schlaver and seconded
by Trustee Willer as follows: "The Mount Prospect Board
of Trustees hereby voices its appreciation fo~ the
community service which has been rendered faithfully
by the now dissolved Mount Prospect. Zoning Board of
Appeals, and such appreciation shall be expressed in
a letter to each member of the now dissolved Mount
Prospect Zoning Board of Appeals." The President put
the question and the vote was taken by acclamation,
whereupon the President declared the motion carried.
Trustee Willer submitted a proposed plat of
Anderson's Subdivision. It was moved by Trustee
Willer and seconded by Trustee Airey that Anderson's
Subdivision Survey Plat be referred to the Mount
Prospect Plan Commission for study and recommendation.

Trustee Schlaver stated that the Village Attorney
had been requested to draw up the necessary papers to
change the water deposit fee from $5.00 to $10.00.

Dear Mr. Appleby:
We submit herewith four (4) copies of Contract
Supplement No.1 which covers certain additions ,in
the amount of $2,705.00 to the contract for referenced
project.
The supplement provides for the addition of
2300 square feet of sidewalk aprons at various inter-
sections where non exists, 188 lineal feet of curb
and gutter replacement due to settlement, and 205
square yards of bituminous concrete surface course
adjacent to the curb and gutter removal at the south-
west corner of Wille and Gregory.
We are also transmitting herewith four (4)

It is recommended that the Resolution be adoptee
by the Board and tha t all copies of bo th the Resolution
and Contract Supplement No. 1 be exeouted by ~
Village. It will be noted that the contractor has
already signed the Supplement.
Upon execution of these papers by the Village,
one copy of eaCh should be forwarded to the contractor,
Allied Asphalt Paving Company; one copy of each be
returned to our office; and the remaining copies of
each be retained by the Village. If you have any
questions regarding this matter please advise.

as directed, all in connection with our contract for
Section II CS, Mt. Prospect, Illinois, same to
be paid for at the contract unit prices for these
items.

A RESOLUTION EXPRESSING THANKS TO POLICE CHIEF
WHITTENBERG FOR 25 YEARS OF OUTSTANDING SERVICE.
It was moved by Trustee Willer and seconded by Trustee
Airey that Resolution No. 2l-57 be adopted. The Pres-
ident put the question and the Clerk called the roll,

carried and Resolution .No. 2l-57 formally adopted.
Mr. Eugene White, of 713 Hi Lusi, inquired of
the Beard the reasons for their objeotions to the
rezoning of properties consisting of approximately
29l acres located on the north side of Evanston-
Elgin Road and approximately 350 ft. west of Mount
Prospeet Road. Objections to the proposed rezoning
had been filed with the Zoning Board of Appeals of
Cook County on October 22, 1957, on the grounds that
it would af'fect the public health and safety 0 f the
residents of the Village of Mount Prospect. Mr.
White requested the Board of Trustees to reconsider
their objections to the above rezoning on the
stren.gth of past performance 0 f' the firm which he
represented, Semmerling Home Builders. There being
no motion to reconsider the above objections, Pres-
ident Lams declared the matter closed.
Some discussion of' the installation of a
foot bridge over Weller Creek at the foot of Main
Street resulted in the suggestion to interested
citizens that they contact Mr. O'Day in an effort
to learn the stage of the progress being made on
said bridge.
There being no further business to come
before the board, it was moved by Trustee Broad
and seconded by Trustee Norris that the meeting be
adjourned. The President put the question and a
vote was taken by acclamation, whereupon the
President declared the motion carried and the
meeting regularly adjourned at 10:40 P.M.
