Mr. Eugene White, of 713 Hi Lusi, inquired of
the BQard the reasons for their objeotions to the
rezoning of properties consisting of approximately
29~ acres located on the north side of Evanston-
Elgin Road and approximately 350 ft. west of Mount
Prospect Road. Objeetions to the proposed rezoning
had been filed with the Zoning Board of Appeals of
Cook County on October 22, 1957, on the grounds that
it would affect the public health and safety 0 f the
residents of the Village of Mount Prospect. Mr.
White requested the Board of Trustees to reconsider
their objections to the above rezoning on the
strength of past performance 0 f the .finn which he
represented, Semmerling Home Builders. There being
no motion to reconsider the above objections, Pres-
ident Lams declared the matter closed.
Some discussion of the installation of a
foot bridge over Weller Creek at the foot of Main
Street resulted in the suggestion to interested
citizens that they contact Mr. O'Day in an effort
to learn the stage of the progress being made on
said bridge.
There being no further busines s to come
before the board, it was moved by Trustee Broad
and seconded by Trustee Norris that the meeting be
adjourned. The President put the question and a
vote was taken by aeclamation, whereupon the
President declared the motion carried and the
meeting regularly adjourned at 10:40 P.M.

MINUTES OF A REGULAR MEETING
OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON TUESDAY, NOVEJYlBER 12, 1957.
The meeting was called to order at 8:42 P.M. by
President Lams and the Clerk was then directed to call
the roll.
On roll call, the following Trustees ,answered
"Present'l: Airey, Casterline, Norri 51, Schlaver and
Willer. Absent: Trustee Broad.
All Trustees having previously received copies of
the minutes of a meeting held November 5, 1957, a motion
was made by Trustee Norris and seconded by Trustee
Casterline that the minutes be approved as submitted.
The President put the question and the Clerk called the
roll, with the following response: Ayes: All; Nays: None,
whereupon the President declared the motion carried and
said minutes approved as submitted.

A few months back the Park District installed a public
sidewalk on the West Side of Elmhurst Road from Council
Trail to Na Wa Ta Trail crossing Weller Creek. Due to
the location of the bridge the portion of walk on the
bridge proper is at the position of the curb. This,
in the minds of the Park Board, constitutes a very
bad hazard, especially to the childreN as they bike
to and from school.
Request is hereby made for your consent in permitting
the Park District to install a two inch rail fence
approximately 83 feet in length at the curb as a
safety measure. This fence would be 36 inches in
height with the center rail 18 inches high. This
installation would be made by the Chicago Cyclone
Fence Company.
Your immediate reply and concurrence would be greatly
appreciated.

as contained in the above letter of November 12. The
Presiden t put the question and the vo te was taken by
acclamation, whereupon the President declared the

It was moved by '1rustee Schlaver and seconded by
Trustee Norris that in response to their request dated
August 23, 1957 a permit be issued to A. L. Jackson
Company to furnish and install a t their own expense,
a 10" water main along Central Road in accordance with
drawing prepared by A. Epstein & Sons, Inc., entitled
"Plan and Profile 10" Water Main Extension", dated
November 19, 1956, revised to June 10, 1957 and
specifications enti tled "tvater Main Extension"dated
November 19, 1956, as approved by Consoer, Townsend,
& Associates, the Village Engineers, in accordance
wi th Village Ordinances. 'Ihe President put the questioj
and the Clerk called the roll, with the following
response: Ayes: Trustees Airey, Casterline, Norris and
Schlaver. Nays: Trustee Willer, Absent: Trustee Broad,
whereupon the President declared the motion carried.
It was moved by 'I'rustee Schlaver and seconded by
Trustee Airey that the Village Manager be authorized to
secure bids for end loader and back hoe with suitable
tractor for street and water department use. The
President put the question and the vote was taken by
acclamation, whereupon the President declared the
motion carried.
Trustee Schlaver read a proposed ordinance for
the first time. AN ORDINANCE TO INCREASE THE WATER
DEPOSIT FEE FROM $5.00 TO $10.00. ~"

Trustee Casterline stated that some comp~aints
had been registered on the inadequate lighting at the
intersection of Maple and Evergreen Streets~ He
further stated that this has become more apparent
because of recently installed sand bag parking.
A motion was made by Trustee Casterline and seconded by
T~ustee Willer to authorize the Village Manager to
contact the Public Service Company for the purpose
of having a suitable light installed in the circle
at the intersection of Maple and Evergreen. The
President put the question, and the Clerk called the
roll, with the following response: Ayes: All; Nays:
None, whereupon the President declared the motion
carried.

Trustee Casterline made the following motion
that was seconded by Trustee Norris: "Move that the
Village Attorney be authorized to prepare an ord-
inance designating Central as a through street,
requiring traffic to stop (not Northwest Highw~l)
before entering Central between Arthur Avenue~st,..... T/lff
and Mt. Pro spect.R&~ the East'.. Police Chi ef /)
Whittenberg told of a dire need for school crossing
guards. He requested anyone interested in such AN
assignment, contact the Police Department. Trustee
Airey informed the assembly that Crossing Guards
cost the Village approximately $11,000.00 per year.
Much discussion ensued concerning crossing guards.
'I'he President restated the motion made by 'l'rustee
Casterline and the Clerk called the roll, with the
following response: Ayes: All; Nays: None, whereupon
the President declared the motion carried.
Mr. Salvator DiMucci requested that water mains
be installed to feed the property located at Arthur
and Central Road. Mr. DiMucci stated that he
represented Mr. George Kirchhoff and felt obligated
to furnish water to said property. He stated that
previous committment had been made to furnish water
to this property in exchange for an easement. This
matter was referred to the Water Committee.
Trustee Willer read rules of Board of Appeals
as follows:
RULES OF BOARD OF APPEAL S.
1. Regular hearings requiring publication to be held
on the last Friday of the month at 8 P.M.
2. Appeals from the rulings of the Building Supt. will
be heard on the last Friday of each month at 7:30 P.M.
3. Proof of ownership required for all rezoning
petitions to be provided at the time of hearing.
~.. Peti tioner or legally qualified representative
required to be present at all hearings.
5. Petitions must state concisely what is wanted and
why.
6. Personal appearance required. Objections or assents
by letter not acceptable.
7. There are three types of Variations which will be
heard by the Board of Appeals.
(a) Appeals from the rulings of the Building
Supt. These are classed as minor variations
from the buil~ing code, or minor variations
(less than 25%) of the zoning restrictions.
These do not require pUblication.
(b) Variations in land use specified in the Zoning
Ordinance. These require publication notice
and a court reporter.
(c) Variations greater than 25% of the specified
zoning classification. These are treated as in
(b)

Petition 57-13 concerns the reclassification of a
triangular tract of land fronting on Central Road to
the South and bounded on the Northeast by Rand Road.
Said tract was divided into six separate parcels by
the petitioner and he requested a:

Said Property is presently in the County of Cook and
Zoned F(Farming) by the County of Cook.
The Zoning commission recommends too t if said property

As to pcl. 1, the Zoning Commission recommends that the
reclassification petitioned for be denied. (vote 5 to

Petition 57-16 concerns the North Westerly corner of
North West Highway and William. Said property is
presently zoned B-1. Petitioner requested a rezoning
to B-3. No objection was made to the relief
petitioned for. The Zoning Commission recommends the
reclassification of said property to B-3. Vote 5 to O.
S/ Eugene F. W. Martin, Chairman.
Trustee Willer requested the Village Clerk to
furnish a copy of the Plat referred to in Case 57-13
to the Judiciary Committee for further study.
A motion was made by Trustee Willer and seconded
Trustee Schlaver to concur in the recommendation of the
Zoning Commission with respect to Case 57-16 and to
authorize the Village Attorney to draw up the necessary
papers to bring about the Zoning change. The President
put the question and the Clerk called the roll, with
the following response: Ayes: All; Nays: None, whereupol
the President declared the motion carried.
Trustee Willer read a proposed ordinance for the
first time. AN ORDINANCE PERTAINING TO THE INCREASE OF
ANNUAL FEES FOR MOTOR VEHICLE LICENSES.
Trustee Willer read a proposed ordinance for the

AND DISPLAY OF VEHICLE LICENSE TAGS OR STICKERS.
Village Manager Appleby reviewed the rising cost
of all services to the Village and presented reasons wh~
the increases contained in the 2 previously read ord-
inanceS were necessary.

Attached is a petition from the community of Prospect
Meadows in wr:ich we set forth our objections to the
proposed rezoning and annexation of the property

located between Foundry and Rand Roads. This
petition is signed by only those residents who
own and occupy property immediately adjacent to
the above described property.
The Board of Directors has delegated the under-
signed to act as the representative for this
Association at the Village Board meeting when this
subject comes up for discussion.
It is requested that you advise the undersigned of
the date of this m0eting SO that I might be present,
whether permission is granted for me to outline our
views or not.

Prospect Meadows Property
Owners' Association
The attached petition contained 10 signatures.
The above letter and petition was referred to the
Village Clerk for file. Trustee Willer requested
the Village Clerk to write a letter to Mr. Larson
requesting that he attend both the ~ovember 19th
and November 26th meetings of the Board of Trustees
to insure that he would be present when the question
of annexation of the property located between Foundry
and Rand Roads was reviewed by the Board of Trustees.
Village Manager Appleby reported on a hearing
before the County Board of Appeals held on ~hursday,
November 11 at the Municipal Building in Mount
Prospect concerning Elk Ridge Villa, an area
bounded on the North "by Golf Road, on the West
by Busse Road and on the South by Dempster Street,
and consisting of approximately 160.92 acres. Mr.
DiMucci related difficulties in arranging a suitable
settleme,nt with School District 59 relative to the
above mentioned property. It was the decision of
the Board not to file an objection to the proposed
subdivision of Elk ~ro~e Villa.

A question from a citizen concerning parking
of trucks at the Mobile Gas Station on Northwest
Highway resulted in a decision to refer the matter
to the Village Attorney.
Mr. K. J. Krembs, of 13 N. School Street,
requested information from the Village Engineers
and asked permission to install drain tile to
drain standing water from lots located between
School and Owen Streets and between Central Road
and Henry Street. Mr. Townsend informed the Board
that the condition would be reviewed and report~on at
the next meeting.
President Lams informed the Board that he had
received a petition objecting to annexation or
rezoning of Village perimeter property for certain
purposes and signed by 14 citizens.
There being no>further business to come before
the Board, a motion was made by Trustee Airey and
seconded by Trustee Norris that the meeting be
adjourned. The Pre.sident put the question and the
vote was taken by acclamation whereupon the President
declared the motion carried and the meeting regularly
adjourned at 10:33 P.M.
