OF THE PRESIDENT AND BOARD OF
TRUSTEES HELD IN THE MUNICIPAL
BUILDING, MOUNT PROSPECT, ILLINOIS
ON 'l'UESDAY, NOVElVlBER 26, 1957.
The meeting was called to order at 8:36 P.M. by
President Lams and the Clerk was then directed to call
the roll.
On roll call, the following Trustees answered
"Presen tn': Broad, Casterline, Norri s, Scr.llaver and
Willer. Absent: Trustee Airey.
All Trustees having previously received copies
of the minutes of a meeting held November 19, 1957, a
motion was made by Trustee Broad and seconded by Trustee
Norris that the minutes be approved as submitted.. The
President put the question and the Clerk called the roll,
with the following response: Ayes: All; Nays: None, where-
upon the President declared the motion earried and said
minutes approved as submitted.
Presi.dent Lams referred to a peti.tion signed by 21
citizens, protesting the proposed annexation and rezoning
of property referred to as Case 57-15 and consisting of
property bounded on the South by Foundry Road, on the
North by Rand Road, and on the West by Elmhurst Avenue.
This petition was referred to the Village Clerk for file..
Trustee Willer stated that consideration was being given
Case 57-15 by the Judiciary Committee and that several
weeks might possibly elapse before a final report could
be given.

Reference is made to your letter dated Nov-
ember 13, 1957 concerning the Central Business
District Plan, Village of Mount Prospect, Cook
County, Illinois.
Enclosed herewith is a proposed ordinance to
amend the official Village Plan. This would establish
as Map No. 2 in the Village Plan the proposed develop-
ment of the Business District as set out therein.
It also provides that pages 36 through 40
referring to the Central Business Distri.ct Plan are
approved and shall be maintained by the Villag~ Clerk
in order to supply information relative to the
details necessary for its development.
By carbon copy of this letter I am also forward-
ing to the proper Village officials a copy of the
proposed ordinance.
I would appreciate receiving any comments which
you might care to make with respect to this proposed
ordinance..
The paper print of the proposed development
plan which you forwarded wi th your letter of November
13 will be forwarded to the Village Officials as soon
as we understand that this proposed ordinance is sat-
isfactory. It is my understanding that you will then
furnish to lvJ:r~ Appleby such additional copies as he
notifies you are necessary.

Trustee Willer read a proposed ordinance for the
first time. AN ORDINANCE APPROVING TF~ CENTRAL BUSINESS
DIS'I'RICT PLAN.
Trustee Wi.ller read Ordinance No. 582 AN ORD-
INANCE DESIGNATING CEN'IRAL ROAD AS A THROUGH STREET.
A motion was made by 'l'rustee lrJi.ller and seconded by
Trustee Norris, that Ordinance No. 582 be passed.
'r'he President put the question and the Clerk called
the roll, with the following response: Ayes: All,
Nays: None. Absent:Trustee Airey; whereupon the
President declared the motion carried and Ordinance
No. 582 passed and approved.
Trustee Willer then read the following comm-
unication:

We respectfully advise that the Board of Appeals
will not hold a regular meeting on the last Friday of
December. There will be a hearing on December 6th,
and a regularily scheduled hearing on the last Friday

Trustee Willer read a proposed ordinance for the
first time. AN ORDINMJCE PROHIBITING DANCING, FLOOR
SHOWS, OR ENTERTAINHEN1' OF ANY TYPE, ON ALL PREMISES
FOR WEICH A CLASS A LICENSE HAS BEEN ISSUED.
Trustee Willer referred to a letter from Village
Attorney Downing to Earl G. and Bertha G.. Iverson. In
this letter, Mr. Downing submitted an offer to purchaseJ

on behalf of the Village of Mount Prospect, the
property known as Lot I in Block 4 of Prospect Park
Subdivision No.1.
Trustee Willer also referred to portions of a
letter addressed to Mr. Martin, Chairman of the Zoning
Commission, regarding Case 57-15. In this letter, the
Board of Education of Township High School District
No. 214, submitted reasons for objecting to the proposed
rezoning to permit the construction of a shopping center
so close to the Prospect High School.

specifications. In conformity with the previous
practice, as set out in Section 9.104, we are merely
adding alleys to said section. Thereafter, the Village
Board, by resolution, may adopt the specifications set

Road fromMt. Prospect Road on the East to Arthur

Dear Mr. Appleby:
In accordance with a request contained in your
letter of November 4,1957, and the supplemental
information contained in your letter of November 15,
which was received by us on November 18, we wish to
advise that, in our opinion, the exi.sting storm sewer
located in Henry Street one-half 'block east of School
St. will have sufficient capac:i.ty to dispose of storm
water from the block bounded by Central, School, Henry
and Owen.

The storm water accumulating in the backyards
bounded by the streets set forth above will be disposed
of to an existing Henry St. storm sewer by means of a
6 inch drain tile located in the easement midway between
School St. and Owen St.
. '.the revised proposal of tr..e A..A.A. Sanitary Sewer
Construction, a copy of which was enclosed with your
letter of November 15, indicates that one 36 inch catch
basin 'dill be included in this construction. Ina,smuch
as the existing storm sewer manhole is located in the
sou th parkway" we re commend tha t this catch ~)asin be
constructed just south of this existing manhole.. 1J.'his
will eliminate the necessity of breaking through the
curb. We recommend further the. t the catch basin be
equi~ped with a sump having a depth of not less than
1-1/2 feet, so that any silt entering the proposed
drain tj.le will no t enter the sewer system.

In our opinion, the i.mprovements provided in
the material transmitted with your letters will be
adequate to dispose of storm water acc.wnulating in
the blocks described above~ However, if the Village
Board sees fi t to guarantee the requests of the
interested property owners for the construction of
these improvements, we suggest that sa.::Ld approval be
rendered on the condi tion tha t the 6 rain tile and
proposed catch basin be maintained by the persons
benefited by such construction so that the Village
will not be faced with maintaining the proposed drai.n
tile, which essentially serves private property.

Mr. Appleby indicated that he believed the property
owners involved should pay the ifPl.5.00 engineering fee,
plus Village Inspection fees.
Mr. Karl Krembs, of 13 N. School Street, indicated
that he was acting a s spoke sman forme petitioners
involved i.n the proposed field tile drainage system north
of Central Road. After some discussion, it was moved by
Trustee Willer and seconded by Trustee Norris that the
request contained in the petition of residents on Owen
and School Streets dated October 29, 1957 be granted in
accordance wi th the recommendations of Consoer, 'I10wnsend
& Associates dated November 20,1957. 'Ihe President
put the question and the Clerk called the roll, wi ih the
following response: Ayes: All; Nays: None, whereupon the
President declared the motion carried.
President Larrls stated that the President of the
Arlington Heights Race Track has indicated that arrange-
ments will be made to compensate the Village of Mount
Prospect for extra expenses incurred due to heavy traffic
during the racing season at the Arlington Heights Race
Track.

Trustee Norris read Resolution No. 24-57, A RESOL-
UTION ESTABLISHING SPECIFICATIONS FOR CONCRETE ALLEYS
ttl'IHIN THE VILLAGE OF MOUNT PROSPECT. It was moved by
'l'rustee Norris and seconded by rrrustee Broad that
Resolution No. 24-57 be adopted. A motion was made by
Trustee Willer and seconded by Trustee Norris to amend
Resolution 24-57 by changing the fourth word in the sub-
paragraph of Section 1 from tlwhenll to II shall bell and by
changing the punctuation mark in the sub-paragraph of
Section 1, between the words lIconcretell and "shall bell
from a comma to a semi-colon. The President restated
Trustee Willer's motion to amend Resoluti -:n 24-57 and
the Clerk called the roll, with the following response:
Ayes: All; Nays: None, whereupon the President declared
the motion carried.
