Prospect was unique among villages in that it has not needed
to resort to the issuance of tax anticipation warrants, as
do 90% of the other villages and towns in the State of
Illinois.
Mr. Mokate requested additional information about the
blue print for action for 1958.
There being no further business to come before the
Board, a motion was made by Trustee Broad and seconded by
Trustee Casterline that the meeting be adjourned. The
President put the question and the vote was taken by
acclamation, whereupon the President declared the motion
carried and the meeting regularly adjourned at 10:38 P.M.

The meeting was called to order at 8:38 P.M. by Pres-
ident Lams and the Clerk was then directed to call the roll.
On roll call, the following Trustees answered "Present'
Broad, Casterline, Norris, Schlaver and Willer. Absent:
Trustee Airey.
All Trustees having previously received copies of the
minutes of a meeting held January 21, 1958, a motion was madE
by Trustee Casterline and seconded by Trustee Norris that thE
minutes be approved as submitted. The President put the
question and the Clerk called the roll, with the following
response: Ayes: All; Nays: None, whereupon the President
declared the motion carried.
Trustee 5chlaver made the following motion which was
seconded by Trustee Norris:
ItI move that the proposal of Badger Meter Manufacturin~
Company dated December 27, 1957 for supplying water meters
to the Village of Mount Prospect for the year January 14, 19~
to January 14, 1959 be accepted and that the Village Manager
be authorized to sign the acceptance thereof on behalf of
the Village. It The President put the question and the Clerk
called the roll, wit~ the following response: Ayes: All;
Nays: None, whereupon the President declared the motion
carried.
It was moved by Trustee Broad and seconded by Trustee
Willer that the Village Attorney be directed to prepare an
ordinance to amend the Mount Prospec t Building Code, changin~
the fire rating on construction from 40 minutes to 60 minute:

the President declared the motion carried.

We are enclosing the invoice of B1auw and Sons, in
the amount of $1,241.50, which covers payment for the recent
January 28, 1958

removal and replacement of 1,910 square feet of
sidewalk in Berkshire Lane, Ellendale Subdivision.
We find this invoice to be an accurate represent-
ation of work performed and recommend that it be paid.

The following motion was made by Trustee Casterline

at ~.65 per sq. ft. be, approved for payment, and that
payment be made from the funds deposited with the Village
December 22, 1955 by Elmer Gleich to insure the construct-
ion of this and other sidewalks."

PETITION TO ANNEX
Your Petitioner, THE PIONEER TRUST AND SAVINGS BANK,
Trusteeunderillrust No. 7759, represents that it is the
owner of record in fee simple, of the following described
land and territory located in the County of Cook and State
of Illinois:
Lots 5, 6, and 7 in Juhnke's Subdivision of that
part of the East 854.70 feet of the Nor.theast
quarter of Section 14, Township 41, North, Range
11, lying South of the Center of Golf Road,
situated in the Town of Elk Grove, County of
Cook, State of Illinois.
Your Petitioner further repre'sents:
(1) The ~bove described land and territory is not
within the corporate limits of any municipality;
(2) 'rhe above describedland and territoryeis con-
tiguous to the Vj_llage of Mt. Prospect, Illinois;
(3) 1he above described land and territory has no
electors and inhabitants residing thereon and
therein.

with the filing of this Petition, your Petitioner has filed
a Petition to Zone said land upon annexation asllB-l District

Your Petitioner further represents that this Petition
for Annexation is filed subject to the granting of the
Petition to so zone said property, and that in the event
the Village shall decline to'-so zone said property, then
this Petition shall be likewise denied or withdrawn.
Your Petitioner further represents and agrees that
in the event the Village shall see fit to zone said land
in accordance with the Petition to Zone, and said land is
so zoned, this Petition for Annexation will not be with-
drawn by your Petitioner and your Petitioner will proceed
diligently to perform all acts necessary to cause s-

Annex into the Village of Mt. Prospect, the following
described real property:
Lots 5, 6, and 7 in Juhnke's Subdivision of that

Quarter of Section 14, Township 41, North, Range
11, lying South of the center of Golf Road
situated in the Town of Elk Grove, County of
Cook, State of Illinois.

made contingent upon and dependent upon said real property
being zoned in accordance with this Petition.
Your Petitioner further represents that said real
property is located at the intersection of Routes 58 and
83 which are both heavily traveled highways and that there
is located within a fewfeet of said property, a pUblic
service substation and that the character of the neighbor-
hooed and the location of said real property are such that
the highest and best use 0 f the land is as commercial
property, and that if said property is zoned for commercial
use under the ordinance of this Village, said use would
best comply with the character of the neighborhood and the
general plan 0 f the Village.
Your Petitioner further represents that there is need
for a retail shopping area in the location wherein this
land is situated, and tha tit would be to the best interests
of the community, of your Petitioner and of the Village,
if said land is zoned so as to permit a retail shopping
center to be erected thereon.

It was moved by Trustee Willer and seconded by Trustee
Casterline that the petitions just read be accepted and
that the matter be referred to the Board of Appeals for
publication and that the Board of Appeals be directed to
hold a public hearing at the earliest opportunity. The
President put the question and the Clerk called the roll,
with the following response: Ayes: All; Nays: None; where-
upon the President declared the motion carried.
It was moved by Trustee Willer and seconded by Trustee
Schlaver that Mr. Jacob B. Courshon be informed that the
Village of Mount Prospect is interested in annexing
certain territory discussed at 'a meeting held January 25,
1958; with the provision that it must meet all ordinance
requirements of the Village of Mount Prospect. The
President put the question and the vote was taken by
acclamation, whereupon the President declared the motion
carried.
Village Manager Appleby reported that a date for a
public hearing has been set pertaining to the proposed
increase in rates by the Northwestern Railway. That this
hearing is to be held on March 12, at 10 A.M. at 1'0 N.
La Salle. Street, 19th floor.
Village Manager Appleby stated that the Street Depart-
ment has been hampered in their efforts to remove snow by
stones and other foreign objects placed along the edges
of the streets in lieu of curbs.
Village Manager Appleby read the following communication:

THE BOARD OF TRUSTEES,
MOUNT PROSPECT, ILLINOIS
It has been reported to most of you verbally how
difficult it has become to hire personnel willing to work
on Saturday morning. A half a day off during the week
doesn't solve this problem. Neither does it provide the
best service during the week because too ma'J'Y times the
person off is the one able to provide the answer necessary.
It is believed that a full staff all working on the
same 40 hour schedule provides the best service to the
public and to the administration.
To that end, it is recommended that the Village
offices be open as follows starting March 3, 1958:

Monday - Friday 8:30 A.M. - 5 P.M. with
1 hour out for lunch
5 days @ 7-1/2 Hrs.

This schedule has been discussed with the present
off'ice personnel and is far more acceptable than the
present schedule. It is believed that Monday night, being
an "off" night affords a better opportuni ty f'or resi den ts
to transact business at the Village hall than Friday
evening, the shopping night.
It will be desirable to have the offices open
Saturday morning until March 1 of this year for the
accommodation of persons purchasing Village vehicle
licenses. However, a plan to purchase licenses by
mail next year should entirely eliminate the need of
Saturda.y hours.

After some discussion f'rom the audience pertaining
to the advisability of' establishing Village e~ening hours
on Friday e~ening instead of' Monday evening, a show of
hands by the audience indicated a preference of citizens
present for Monday evening as opposed to Frida.y evening.
It was moved by Trustee Willer and seconded by Trustee
Broad that the recommendation of the Village Manager
pertaining to office hours be put into effect beginning
March 3, 1958. A citizen suggested that the change of'
hours be published in the Mount Prospect Herald. 1he
President put the question and the Clerk called the roll,
with the following response: Ayes: All; Nays: None,
whereupon the President declared the motion carried.
A citizen complained that there had been no plowing
of snow in Prospect Manor. She complained that corners
had not been sanded and recommended sanding of corners
where stop signs are placed.
There being no further business to come before the
Board, a motion was made by Trustee Broad and seconded
by Trustee Casterline that the meeting be adjourned. The
President put the question and the vote was taken by
acclamation, whereupon the President declared the motion
carried and the meeting regularly adjourned at 9:16 P.M.
