DRAFT MINUTES 09/20/2005 CALL TO ORDER ROLL CALL PLEDGE INVOCATION MINUTES BILLS AND FINANCIALS MAYOR'S REPORT APPOINTMENTS MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT September 20, 2005 CALL TO ORDER Mayor Pro Tem Hoefert called the meeting to order at 7:03 p.m. Mayor Pro Tem Hoefert stated Mayor Wilks was absent due to the recent passing of a family member, and on behalf of the Village extended condolences to the Mayor and her family. INVOCATION Trustee Lohrstorfer gave the invocation. APPROVAL OF MINUTES Trustee Corcoran, seconded by Trustee Korn, moved to approve the minutes of the regular meeting held September 6, 2005. Upon roll call: Ayes: Corcoran, Hoefert, Korn, Lohrstorfer, Skowron, Zadel Nays: None Motion carried. APPROVE BILLS Mayor Pro Tem Hoefert stated the next item on the agenda, "APPROVE BILLS and FINANCIALS" was noted by an asterisk, and all items further listed in that manner would be considered with one vote, as business item "IX. CONSENT AGENDA." MAYOR'S REPORT Mayor Pro Tem Hoefert presented the following appointments and reappointments for the Board's approval: Community Relations Commission Appointment: Rubee Li Fuller Term to expire May 2008 Maria Hernandez Term to expire May 2008 Safety Commission Reappointment: Carol Tortorello Term to expire May 2009 Youth Commission Reappointments: Larry Braus Term to expire May 2009 Brian Gilligan Term to expire May 2009 Trustee Skowron, seconded by Trustee ladel, moved to approve the appointments and reappointments as listed above. Upon roll call: Ayes: Corcoran, Hoefert, Korn, Lohrstorfer, Skowron, ladel Nays: None Motion carried. EMPLOYEE RECOGNITION The following employees from the Public Works Department are celebrating quinquennial anniversaries with the Village. Noting Mr. Janonis' success in achieving both short and long term goals, Mayor Pro Tem Hoefert stated the Board is extremely pleased with his performance as well his commitment to identified initiatives, Village staff and the community. Trustee Corcoran noted, Mr. Janonis' salary increase included a merit as well as a market adjustment designed to keep the salary competitive with other municipalities. Trustee ladel, seconded by Trustee Lohrstorfer, moved to approve the salary increase of the Village Manager Michael Janonis. CONSENT AGENDA Trustee Corcoran, seconded by Trustee Lohrstorfer, moved to approve the following business items: 1. 2. 3. Bills, dated September 1-14, 2005 Financial Report dated August 1-31, 2005 ORD 5511: AN ORDINANCE AMENDING CHAPTER 5 (BOARDS AND COMMISSIONS) AND CHAPTER 11 (MERCHANTS, BUSINESSES, OCCUPATIONS AND AMUSEMENTS OF THE VILLAGE CODE OF MOUNT PROSPECT Res. 39-05: A RESOLUTION AUTHORIZING ELECTED OFFICIALS TO PARTICIPATE IN THE ILLINOIS MUNICIPAL RETIREMENT FUND (IMRF) Res. 40-05: A RESOLUTION TO CONTINUE PARTICIPATION IN THE O'HARE NOISE COMPATIBILITY COMMISSION (ONCC) 4. 5. OLD BUSINESS The ordinance presented to amend Chapter 5 (Boards and Commissions) and Chapter 11 (Merchants, Businesses, Occupations and Amusements) of the Village Code of Mount Prospect was approved under the Consent Agenda. NEW BUSINESS Project Engineer Matt Lawrie introduced Mr. Steve Travia, Illinois Department of Traffic (IDOT) engineer and Mr. Doug Brazelton, engineer with IDOT's consulting firm, National Engineering Technology (NET). Mr. Lawrie explained that since 2000/2001 when IDOT interconnected the downtown traffic signals to form a single system, complaints relative to traffic progression have been continual. And, while Village staff have worked closely with IDOT to improve traffic progression, including minor adjustments to the signal timing system at Northwest Highway and Emerson Street, the overall complexity of the system restricts further adjustments, and limits the Village's ability to adequately respond to the persistent complaints. Hence, at staffs request Mr. Brazleton and Mr. Travia were in attendance to explain and discuss the components of the traffic signal system. Stating safety and traffic progression were the two primary objectives of the traffic signal system his firm designed for IDOT, Mr. Brazelton identified the variables of a coordinated traffic signal system. Focusing on the downtown signals, Mr. Brazelton explained the system was designed to maximize traffic progression along Northwest Highway. He then identified several factors that contribute to the uniqueness of the downtown system and traffic delays. · Railroad preemptions override coordination of traffic signals;64 metra trains plus freight trains run daily · It takes several cycles for traffic lights to adjust after preemption 3 . Increase in track clearance time (referenced Fox River Grove train/bus crash) . Emergency vehicles interrupt coordination of traffic lights · Parallel streets on both sides of railroad tracks . Close spacing of intersections with heavy volumes of traffic Mr. Brazelton stated that in 2003 minor adjustments were made to the system, which allowed the traffic lights at Northwest Highway/Emerson Street to run independent of the coordinated system during non-peak hours. However, due to its complexity no other phases can be built in to the system. Mr. Travia, joined Mr. Brazelton to respond to questions and comments from the Village Board. While acknowledging the complexity of the downtown traffic signals the Village Board asked for clarification and posed several questions specific to the traffic delays. There were also several questions associated with the train activity including track clearance and gate functions. Although Mr. Travia agreed with Mayor Pro Tem Hoefert that the "old" manual traffic control system was more efficient, he said the coordinated traffic signals minimize the potential of motorists making poor decisions. There was also a brief discussion regarding the flow of traffic on Northwest Highway in Des Plaines. Village Board members who routinely drive through Des Plaines agreed there were fewer delays but the conditions in Des Plaines and Mount Prospect were not the same. Asked if it was at all possible to adjust the existing coordinated traffic signal system along Northwest Highway, Mr. Travia stated that IDOT would be willing to look at the entire system to see if certain changes could be made. He will also coordinate discussions with the Interstate Commerce Commission (ICC) to determine what can or cannot be done with gate functions and track clearance. Mayor Pro Tem Hoefert thanked Mr. Brazelton and Mr. Travia for the presentation. He also offered his assistance, for further study in this matter. RESIDENTIAL SOLID WASTE CONTRACT Public Works Administrative Superintendent Jason Leib provided a summary of the tentative ten (10) year solid waste contract recently negotiated with ARC Disposal and Recycling Company, Inc.; January 1, 2006 - December 31, 2015. Under the terms of the new contract an automated wheeled cart collection system for the "unlimited" collection of refuse and recyclables will be implemented May 1, 2006. Public Works Director Glen Andler and Mr. Leib responded to questions from the Village Board regarding various residential collection services including: yard waste, user fee stickers, size of containers and community education. As Village representatives to the Solid Waste Agency of Northern Cook County (SWANCC) Mayor Pro Tem and Trustee Corcoran concurred, the shift to an unlimited collection with an automated wheeled cart was both a progressive and beneficial change in effective management of municipal solid waste services. It is anticipated that the use of the larger recycling container with lids will significantly increase the volume of recyclables collected. 4 RES 41-05 VILLAGE MANAGER'S REPORT OTHER BUSINESS HURRICANE KATRINA RECOVERY FARMERS' MARKET CLOSED SESSION Trustee Zadel, seconded by Trustee Corcoran, moved to approve Resolution No. 41-05: A RESOLUTION AUTHORIZING THE EXECUTION OF A RESIDENTIAL SOLID WASTE CONTRACT WITH ARC DISPOSAL AND RECYCLING COMPANY Upon roll call: Ayes: Corcoran, Hoefert, Korn, Lohrstorfer, Skowron, Zadel Nays: None Motion carried. VILLAGE MANAGER'S REPORT Village Manager Mike Janonis provided the following information on departmental activities and community events. 1. The first two (2) man crew of Fire Department personnel returned from the hurricane disaster area they were assigned to provide aid and support. A second two (2) man crew will be leaving this week to assist as needed in the recovery of St. Bernard Parish, Louisiana. 2. The Fire Department Open House is Saturday, September 24th, 10:00 a.m. to 2:00 p.m. at the Public Safety Building, 112 East Northwest Highway. The event will include tours and demonstrations. 3. Saturday, September 24th will be the last Saturday Night Cruise of the season. Sponsored by the Downtown Merchant's group the event will be held from 6:00 p.m. - 9:00 p.m. in the Village's west commuter parking lot. This week's event includes musical entertainment. OTHER BUSINESS Recognizing the difficulty of such a task, Mayor Pro Tem expressed thanks to the members of the Mount Prospect Fire Department who have volunteered to help with the recovery of areas devastated by Hurricane Katrina. Trustee Skowron encouraged residents to stop by the Farmers' Market held every Sunday through mid-October, 8:00 a.m. - 1 :00 p.m. Held in the Village's west commuter parking lot, the event is sponsored by the Mount Prospect Lions Club. CLOSED SESSION At 8:50 p.m., Trustee Skowron, seconded by Trustee Zadel, moved to meet in Closed Session to discuss the following: PERSONNEL 5 ILCS 120/2 (c) (1) - The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body, including hearing testimony on a complaint lodged against an employee to determine its validity. 5 LITIGATION 51LCS 120/2 (c) (11) - Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting. RECONVENE RECONVENE The Village Board reconvened in Open Session at 10:03 p.m. with no further business to discuss.
