DOWNTOWN TRAFFIC SIGNAL SYSTEM
INFORMATION PRESENTATION
With the reconstruction of Route 83 in 2000 and 2001, the traffic signals in the downtown were
interconnected to form a single system. The Illinois Department of Transportation (mOT), who has
jurisdiction over operation and maintenance of the signals, had this work done to enhance both safety and
traffic progression. While Staff is pleased with the former thus far, it is the latter that continues to raise
complaints from motorists, residents and the Village Board.
A series of train-vehicle crashes at the Route 83 railroad crossing in 1999 and 2000 prompted both
physical and operational changes to the downtown signals. The changes have reduced the potential for
vehicles to turn into the path of an oncoming train or be stopped on the railroad tracks. While the changes
have increased the overall cycle length of the signals and increased delay, it has resulted in a crash-free
situation since its implementation making the railroad crossing much safer.
In addition to improving safety, the interconnection of the traffic signals was also done to improve traffic
progression in the downtown. From IDOT's perspective, the primary focus has been to efficiently move
traffic along the major roads: Route 83, Northwest Highway and to a lesser degree, Central Road.
Unfortunately, from a Village perspective, this has negatively affected the local roads: Emerson Street
and Prospect A venue. As a result, the Village has continued to receive complaints about the delays along
these Village streets.
In 2003, IDOT made some minor adjustments to the signal timing based on a meeting with Staff
including allowing the Northwest Highway / Emerson Street intersection to run independent of the traffic
signals at adjacent intersections during non-peak hours. Since then they have repeatedly said that little
more can be done. The close proximity of Emerson Street to Route 83, having parallel streets on either
side of the railroad tracks, and the significant volume of traffic on the major roads all contribute to the
complexity of the system. To then add the continual interruption of the normal timing because of
emergency vehicles and 70+ daily trains makes it difficult to efficiently move traffic on all streets.
Staff has been unable to adequately answer the complaints that the Village continually receives because
of the system's complexity. We, too, understand the issues raised by frustrated motorists but understand
as well that IDOT has done what it can with today's technology. Rather than continuing to pass along
complaints to mOT in which little more can be done, IDOT has agreed to come to the September 20th
V illage Board Meeting at the request of Staff to explain how the system works.
A representative from IDOT as well as their consultant, NET Corporation, will be at next Tuesday's
meeting to provide information to the Village Board on this subject. They plan on discussing how a
traffic signal system works in general, the uniqueness of the downtown system, adjustments that have

previously been made, and comment on the common complaints. After the Yz-hour presentation, they will
be available for questions from the Village Board.
As mentioned, the purpose of IDOT and NET Corporation coming to the meeting will be to provide
information. It is not expected that significant changes will be the outcome of the discussion because the
system has been programmed as best as it can. However, hearing how the system operates straight from
the designer and owner will allow our community to have a better understanding of the positives and
limitations of the traffic signals in the downtown. Staff will also be in attendance to introduce this item
and the representatives from IDOT and NET Corporation.
Please include this item on the September 20th Village Board Meeting Agenda.

As authorized by the Village board on August 9 of this year, Public Works staff has completed
negotiations with ARC Disposal and Recycling Company, Inc. (ARC) for a new residential solid waste
contract as outlined below:
· Single Family Automated wheeled cart collection system for refuse and recycling
· Unlimited collection of refuse and recyclables
· Loose leaf disposal/bagged leaf collection and disposal
· Brush collection
· Containerized yard waste collection - user fee system
· Multifamily - centralized refuse and recycling collections

Discussion
Based on direction from the Village Board, Public Works staff has reached a tentative ten (10) year
agreement with ARC for residential/multi family solid waste disposal services. The details of the tentative
solid waste agreement are as follows:

Note: If direct billing is implemented single family households would be billed every four (4) months.
Beginning January 1,2007, rates shall be adjusted on an annual basis equal to the average
monthly percentage change of the Chicago CPI-U for the previous twelve month period. The annual
increase will include a 2% minimum and 4% maximum protection. The rate adjustment shall take effect
January 1 of each year.
Multi Family Refuse and Recycling
Multi family container rates will see an increase of 8% annually for the first four (4) years of the contract.
Beginning in year five (5) rates shall be adjusted on an annual basis equal to the average monthly
percentage change of the Chicago CPI-U for the previous twelve month period. The annual increase will
include a 2% minimum and 4% maximum protection. The rate adjustment shall take effect January 1 of
each year. Multi family rates are based on the size of the container and the frequency of collection.
Start of New Automated Cart Program
The automated cart collection program is tentatively scheduled to start May 1, 2006. During the period
between January 1, 2006 and the start of the new program the Village will continue to operate under the
current residential solid waste modified volume service.
Recommendations
Before a tentative agreement was reached with ARC, staff asked the Solid Waste Agency of Northern
Cook County (SWANCC) to review the proposal and provide analysis. SWANCC reviewed the proposal
and determined that the proposed rates compare favorably with all SWANCC communities.
Therefore staff is asking the Village Board to consider approving the tentative agreement for solid waste
services between the Village and ARC Disposal and Recycling Company, Inc. for a ten year contract
beginning January 1,2006 and ending December 31,2015.
Attached is a detailed listing of the contract proposal.

A RESOLUTION AUTHORIZING THE EXECUTION
OF AN EXCLUSIVE CONTRACT FOR RESIDENTIAL SOLID
WASTE SERVICES IN THE VILLAGE OF MOUNT PROSPECT
WHEREAS, the Mayor and Board of Trustees of the Village of Mount Prospect have
determined that it is in the best interests of the Village of Mount Prospect to enter into an
Agreement with ARC Disposal and Recycling Company, Inc. for solid waste services to all single
and multifamily residential properties within the corporate boundaries of the Village according to
the terms of the Agreement attached to and made a part of this Resolution as Exhibit A;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND BOARD OF TRUSTEES OF THE
VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS:
SECTION ONE: That the Board of Trustees of the Village of Mount Prospect do hereby
authorize and direct the Mayor to execute and the Village Clerk to attest the signature on the
Agreement between ARC Disposal and Recycling Company, Inc. and the Village of Mount
Prospect for residential solid waste services, a copy of which is attached hereto and hereby
made a part thereof as Exhibit "A".
SECTION TWO: That this Resolution shall be in full force and effect from and after its passage

SUBJECT: ELECTED OFFICIALS PARTICIPATION IN IMRF
The Illinois Municipal Retirement Fund (IMRF) allows elected officials to participate in the
retirement fund by approving a standard IMRF resolution. If the resolution is approved by
the Village Board the Mayor and the Trustees will have the option of joining IMRF. If an
elected official chooses to participate in IMRF they will be required to contribute 4.5% of
their municipal salary before taxes to purchase seNice credits. The Village will contribute
on behalf of the elected officials based on the actuarial percentages ordered by the state on
an annual basis for alllMRF coverage employees.
After 8 years of participation in IMRF elected officials will be vested in the pension system.
The retirement pension will be based on the average of the highest wage during the last 4
years prior to retirement.
The attached resolution is submitted for Village Board consideration. If there are any

INCOME TAX INFORMATION
All elected officials eligible to participate in IMRF are considered active participants in
an employer sponsored retirement plan under the Internal Revenue Code, even if the
official does not elect to participate in IMRF, and are subject to the IRA
deductibility limits imposed by law.

SUBJECT: RESOLUTION TO CONTINUE PARTICIPATION IN THE O'HARE NOIS
COMPATIBILITY COMMISSION (ONCC)
The O'Hare Noise Compatibility Commission (ONCC) was created by the City of Chicago in
1996 in an effort to bring the suburban communities together with Chicago city officials to
discuss and address noise related issues associated with O'Hare operations. The ONCC
has been involved in determining the distribution of soundproofing funds for impacted
homes and schools in the area surrounding O'Hare. This organization has been
instrumental in opening up dialog between the noise generators (airlines) and the impacted
communities. The commission has been very successful in focusing on noise impacts and
allowed each community to stake out an independent position regarding the proposed
O'Hare expansion and not jeopardize any participation in any commission activities.
The Village has been a member of the ONCC since early 1997 and has had community
members in leadership positions during the time of membership. For example, former
Mayor Gerald Farley was a member of the executive board and vice chair of the Technical
subcommittee. Village representatives have also participated in the residential
soundproofing subcommittee during the time of membership in the commission.
The commission is funded solely by the City of Chicago and the Village does not contribute
to any of the operating expenses of the commission. Village staff and elected officials have
been able to take advantage of several noise seminars over the years as part the
participation in the commission. The attached resolution is to renew the Village participation
in the commission for another five years, until December 31,2010. Staff is recommending
approval of the attached resolution to Extend the Intergovernmental Agreement between
the Village of Mount Prospect and the O'Hare Noise Compatibility Commission until
December 31,2010.

A RESOLUTION AUTHORIZING THE EXECUTION OF AN EXTENSION
OF THE INTERGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF
MOUNT PROSPECT AND THE O'HARE NOISE COMPATIBILITY COMMISSION
WHEREAS, the City of Chicago ("City") is a home rule municipality pursuant to Article
VII, Section 6 of the 1970 Illinois Constitution (the "Illinois Constitution"), and, as such,
may exercise any power and perform any function related to its government and
affairs; and
WHEREAS, the City owns and operates an airport known as Chicago O'Hare
International Airport (the "Airport"); and
WHEREAS, pursuant to authority granted by an ordinance adopted by the Chicago
City Council on October 30, 1996, and Section 10 of Article VII of the Illinois
Constitution and the Intergovernmental Cooperation Act (5 ILCS 220), the City entered
into an Intergovernmental Agreement relating to the O'Hare Noise Compatibility
Commission (the "Intergovernmental Agreement") by and among the City and various
municipalities and public school districts (as defined in the Intergovernmental
Agreement, "Participants"); and
WHEREAS, the O'Hare Noise Compatibility Commission ("O'Hare Commission") was
established pursuant to the Intergovernmental Agreement and provides a common
forum for interested parties to have a voice in noise issues related the Airport; and
WHEREAS, by its terms, the Intergovernmental Agreement became effective in
November 1969 and will terminate on December 31, 2005; and
WHEREAS, pursuant to Section 4(a) of the Intergovernmental Agreement, the term of
the Agreement may be extended upon approval of the City and two-thirds of the
Participants; and
WHEREAS, the City desires that the term of the Intergovernmental Agreement be
extended until December 31, 2010; and

WHEREAS, the Village of Mount Prospect is currently a member of the O'Hare Noise
Compatibility Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND BOARD OF
TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS,
in the exercise of its home rule powers, as follows:
SECTION ONE' That the Mayor and Board of Trustees of the Village of Mount
Prospect are hereby authorized to execute the extension of the "Intergovernmental
Agreement" between the O'Hare Noise Compatibility Commission and the Village of
Mount Prospect, until December 31, 2010, a copy of which is attached hereto as
Exhibit "A" and made part hereof.
SECTION TWO: This Resolution shall be in full force and effective from and after its
passage and approval in the manner provided by law.
