FROM: VEHICLE/EQUIPMENT MAINTENANCE SUPERINTENDENT DATE: AUGUST 31, 2005 SUBJECT: SEALED BID RESULTS FOR ONE 13" BRUSH CHIPPER ($25,698.00) Background In the current budget, there are funds available to replace unit 4515. 4515 is a 1993 Vermeer Model 1250 disc style brush chipper. The Forestry Division uses the brush chipper daily to chip tree limbs and brush. It is also used during severe windstorm damage to trees. Replacement Schedule 4515 was purchased in 1993. This unit has entered its 13th year of service. The replacement schedule for this type of unit is 12 years. 4515 meets the required years for replacement. 4515 has logged 2420 hours. Bid Results On Monday, August 22,2005, at 10:00 A.M., sealed bids for the proposed purchase of one 13" drum style brush chipper were opened and read aloud. Four invitational bids were distributed, and public notice was placed in a local newspaper as required. Three bids were received. Payline West took exceptions to the size of log the unit can chip, the size of the steel tubing frame, the size of the feed table floor, and the number of the cutting knives. Payline West chose to bid a brush chipper with a smaller diameter log capacity and not a brush chipper with a larger capacity that would meet our minimum capacity diameter log minimum specifications. The Forestry Division has three (3) brush chippers. Two (2) are Vermeer Model 1250 (This model was discontinued in 2002) and one (1) Morbark Model 13 which was purchased in 2002. We are requesting to purchase another Morbark Model 13 that met our specifications, helping us standardize our equipment for ease of training our employees on its operation and also help with minimizing the amount of repair parts needed to keep in our inventory. Bid Recommendation I recommend accepting the lowest qualified bid for the proposed purchase of one 2005 Mobark Model 13, a 13" trailer mounted brush chipper per our specifications, as submitted by Alexander Equipment Company, Lisle, Illinois, at a cost not to exceed $25,698.00 which includes trade-in. Funds for this proposed purchase are available in account 6707709-660115, page 287, of the current budget. The existing 4515 will be used as a trade-in versus being sold at the NWMC auction. Our past experience has shown these types of specialized equipment have a higher resale value as a trade-in. Glen R. M-r~ ql"'.IoS FROM: VEHICLE/EQUIPMENT MAINTENANCE SUPERINTENDENT DATE: AUGUST 31, 2005 SUBJECT: SEALED BID RESULTS FOR ONE SKID-STEER LOADER ($41,769.27) Background In the current budget, there are funds available to replace unit 4549. 4549 is a 1984 Bobcat Model 743 skid-steer loader. Public Works Department uses the skid- steer loader daily to load/move various materials, to move trailered equipment around the facility, and to also aid in snow/ice removal during the winter months. The new proposed skid- steer loader will be stationed at the new Village Hall parking garage during winter months to expedite snow and ice removal when it is needed. Replacement Schedule 4549 was purchased in 1984. This unit has entered its 21 sl year of service. The replacement schedule for this type of unit is 15-20 years. 4549 meets the required years for replacement. 4549 has logged 2390 hours. Patten Industries met our specifications with the exception of the keyless start. Subject: Sealed Bid Results for One Skid-Steer Loader Date: August 31, 2005 Page 2 of2 Discussion This skid-steer loader being replaced is the smaller of the two the Village presently owns. The unit being replaced can not operate any hydraulic equipment because it does not have an accessory hydraulic system. The new proposed skid-steer loader will have a high flow accessory hydraulic system to operate the existing landscape rake the Village presently owns. We are also proposing to purchase a new surface planer and a hydraulic broom with the new skid-steer loader purchase. The new surface planer will be 40" wide and will replace the existing 18" surface planer. The broom will be used at the new Village Hall parking garage for snow removal and also assist in the cleaning of the garage when it is needed. JANONIS ~.~ qlh/~ FROM: VEHICLE/EQUIPMENT MAINTENANCE SUPERINTENDENT DATE: AUGUST 31,2005 SUBJECT: SEALED BID RESULTS FOR ONE 5000# Forklift ($26,586.00) Background In the current budget, there are funds available to replace unit 2761. 2761 is a 1989 Caterpillar 5,000 pound forklift. The Public Works Department uses this unit to unload various maintenance supplies delivered to the facility. This unit was also very valuable during the 2004 flood; moving pallets of sand bags from the sand bag fill area to the "great wall". Replacement Schedule 2761 was purchased in 1989. This unit has just completed its 16th year of service. The replacement schedule for this type of unit is 15 years. 2761 meets the required years for replacement. 2761 has logged 2140 hours. The result is as follows: Bidder Illinois Material Handling Elgin,IL Year/Make/Model 2005 Caterpillar Model C5000GS Bid Price $27,086.00 Trade-In Allowance $500.00 Bid Price Less Trade-In $26,586.00 Illinois Material Handling bid met all our bid specifications. Discussion The current forklift has a very out dated carbureted engine which does not meet any of the current U.S.EPA emissions standards. The new unit will meet all present U.S. EPA emissions standards and those proposed till the year 2010. The proposed forklift is designed to accept a different style of tire, so the forklift can be used in the gravel yard at the facility. The current forklift is prone to get stuck in the loose gravel, because the unit was designed to operate on a hard surface. We need to operate the forklift in the gravel yard, because most of our Street Division, Water Division, and Forestry Division maintenance supplies are stored in that area. JANONIS, VILLAGE MANAGER WILLIAM J. COONEY JR., DIRECTOR OF COMMUNITY DEVELO SEPTEMBER 1, 2005 REQUEST FOR FACADE REBATE AND INTERIOR BUILDOUT REIMBURSEMENTS - A PERFECT PETAL - 36 S. MAIN STREET TO: DATE: SUBJECT: The Village has established a Fa<;:ade Rebate Program and an Interior Buildout Program in the downtown Tax Increment Financing District. These programs offer matching grants to businesses that make improvements to storefronts in the downtown district. The maximum Village contribution is $5,000 per program. A Perfect Petal recently renovated their storefront at 36 S. Main Street to establish a new retail location. They made several modifications to the interior of the building to improve the functionality of the space. These improvements included upgrading the electric service, renovating a bathroom, and refurbishing the wood floors. They also have installed a new awning on their Main Street facade. The total expenditures for their project were $6,148. A Perfect Petal is seeking reimbursement for all eligible expenses related to their project. Per the program guidelines, the Village may cover 50% of all eligible costs for each component of this project. Therefore, they are eligible for a $1,654 Interior Buildout grant (account # 5507703-590053, page 285 of Budget) and a $1,420 Fa<;:ade Rebate grant (account # 5507703-590052, page 285 of Budget). Staff supports the request for these reimbursements. Please forward this memorandum and attachments to the Village Board for their review and consideration at their September 6th meeting. Staff will be at that meeting to answer any questions related to this matter.
