APPROVAL OF MINUTES
Commissioner Parikh made a correction to the July 7, 2005 minutes: Page 4 of the
minutes should be changed to recognize all former CRC commissioners for their
exceptional work. Also, he asked that under the "Adjournment" section, the next
meeting read August 4, 2005 instead of July 7, 2005.
Chairperson Tolbert asked to correct Page 2, "He will also take it to the next meeting of
the Sunrise Rotary Notary Club of which he is 3 member." Chairperson Tolbert stated
that he was not a member of the Sunrise Rotary Club.
The July 7 minutes were unanimously approved with changes.
OLD BUSINESS
Ms. Fulkerson updated the commiSSion that they have not received any instrument
donations. The Lions Club has received one guitar and advertised at the Sunday
Farmer's Market. Initially, the project was to be completed by the time school started in
the fall. Flyers have been distributed at the Farmer's Market and at the Downtown
Block Party.
The consensus at the meeting was to increase their marketing efforts. They discussed
having a drop-off box at the market, giving tax-deductible receipts and having an article
in the Tribune. Mr. Steinmiller stated that information regarding the project is available
on the website www.lionsfarmersmarket.com. The commission discussed the possibility
of having a picture with instruments in the local newspaper to gain support for the
project. The project will be discussed at the next regular meeting. In the meantime,
flyers will be copied and distributed to the public and efforts will be coordinated with the
local newspaper.
NEW BUSINESS
The Commission was presented with preliminary funding recommendations for the 2006
Community Development Block Grant (CDBG). Chairperson Tolbert explained that the
CRC was responsible for funding recommendations regarding the public services. The
estimated amount allocated to public services is $74,000. He stated that this meeting
was the first of three: August 24 for presentations from the public agencies and
September 1 for recommendations to the Village Board.
Ms. Sloan explained that the Department of Housing and Urban Development (HUD)
has guidelines for public services. In addition, a memo was distributed stating
additional criteria for the commission to ensure that the agencies are meeting the needs
of Mount Prospect. She summarized the requests and asked that the commission
examine the applications for funding in greater detail.
The commissioners stated that they would review the material and listen to the
presentations on August 24. The next regular meeting on September 1 would be the
final recommendation to the Village Board. Commissioner Muench stated that she
would be unable to attend the August 24 Special Meeting.
REPORTS rCommission/Staffl
The commission did not have a report regarding the Suburban Mosaic Book of the Year.
The commission discussed the requirements for a quorum. The commission was
unsure if the requirement stated that three commissioners needed to be present the
meeting on August 24 or if two would suffice.
ADJOURNMENT
The next meeting is scheduled for August 24, 2005 as a public hearing to listen to
requests from public agencies regarding 2006 CDBG funding. Commissioner Muench
moved and Commissioner Parikh seconded the motion to adjourn the meeting at 8:20
p.m.
Respectfully submitted,
