CALL TO ORDER The meeting was called to order at 7:07 p.m., in the Village Board Room of Village Hall, 50 South Emerson Street, by Mayor Gerald Farley. Present at the meeting were: Trustees Paul Hoefert, Richard Lohrstorfer, Michaele Skowron and Michael Zade!. Trustee Irvana Wilks was listening via phone hook-up. Trustee Timothy Corcoran arrived at 7:27 p.rn. Staff members present included: Village Manager Michael Janonis, Assistant Village Manager David Strahl, Village Attorney Everette Hill and Community Development Director William Cooney. II. APPROVAL OF MINUTES Approval of Minutes of November 9, 2004. Motion made by Trustee Hoefert and Seconded by Trustee Zade!. Minutes were approved. Trustee Lohrstorfer abstained. III. CITIZENS TO BE HEARD Bill Blaine, 119 North Emerson, spoke. He stated he is proud of what has occurred in the downtown and requested the Village Board wait until after the April election at which time there would be information available regarding the outcome of the Advisory Referendum his group is attempting to put on the ballot. He feels if the Board moves ahead with this development at this time, such an effort would be mute and possibly create some political fall-out by proceeding without input from the citizens. Ron Ditthardt, 123 North Emerson, spoke. He stated he is a 29-year resident of the Village and stated that based on the preliminary numbers and signatures the group has' already obtained, they will have no trouble getting the issue on the ballot. He also is concerned about the Village Board acting prior to determining the will of the people and asked that the Village Board wait until after the April election. Jim Uszler, Nine South Elm, spoke. He stated there is a significant segment of the population, for which he is one, that feels the project should move forward and the plan has been in place for a significant period of time and there is no need for further delay. Mike Tecta, 23 North Maple, spoke. He stated he felt the corner of Emerson and Central should be retained to complement the new civic buildings on the block. Mayor Farley stated that he feels the reference to the corner as "Central Park" is disingenuous since it has never been referred as a park and has never been named as a park. He stated the three lots in question were single-family homes and the Village held the land until a redevelopment plan was in place and stated a park location should benefit the entire block and should be located at the south end of the block based on the preliminary plans the Village Board has previously discussed. 1 IV. SUB-AREA #3 ROW HOME DEVELOPMENT PRESENTATION Community Director William Cooney provided an overview of the strategic plans regarding the block and the history of the various Ad Hoc Committees regarding suggested development on the block. Enterprise Developers Ron Shipka spoke first. He stated that his company will close on approximately 1,000 units and build a significant number of town homes and feels they are in an excellent position to deliver on this project. David Haynes, Papa George and Haynes Architectural Firm, spoke. He illustrated a number of projects they have that are currently underway and stated they have extensive experience with town home developments. They are proposing 26 town home units in two U-shaped buildings facing Emerson and parking to the east of the property. The parking ratio would be 2.6 parking spaces per unit with a six-foot buffer between the project and the residents to the east. He stated their proposal includes three-story units with three types of units to choose from and the elevation materials would be used to complement the existing structures already in place. He stated the units would be approximately 2,000 square feet of living space with the sale price between $430,000 and $465,000 not inclusive of any premiums. They do not feel the units should be priced above $500,000. They feel the project would take approximately 16 months and the units do not contain a basement. They are not requesting any Village assistance and all units have patios and balconies. Their interest in this project is to expand their reach into the suburbs after successfully building such products in the city. Their setback from the sidewalk is between 13 and 18 feet and they are offering $1.3 million for the property and if sales exceed $13 million would share 20% of their return with the Village. Hummel Developers Mike Cassady spoke on their behalf. He stated the work in progress in the downtown would be an excellent opportunity for Hummel to come into the community. He stated the project would be completed by December 2005 and would work with. staff to fast track the project. He stated they have included some minor changes from their submittal to enhance the setback and to add two additional units from 13 to 15 units and an offer price of $1.3 million. Bob Hummel spoke. He stated they have built the same product in Palatine and can modify the product to make it unique to Mount Prospect with the same floor plan. He stated they have included a 28-foot buffer off of Central with a 10-15 foot setback from Emerson with floor area of the units at approximately 2,635 square feet. They are anticipating the sale price at approximately $600,000 per unit with a total cost of the project at $8.4 million. They are anticipating utilizing guest parking on the street and feels there would be a sense of community developed in the rear yard. The dormers that are illustrated in the elevation are skylights into the units and there is a possibility for elevators to be included in the units. He said their parking ratio is three per unit and a basement is standard on each unit but unfinished. He stated they would explore some options with the Village to determine who would be responsible for public improvements although no estimate has been put forward at this time. 2 Kevstone Development Mark Ordower of Ogden Developers spoke. He stated his firm has been building these types of units for 15 years and W.8. Olson has built the majority of these units for them. They have teamed with DLK in the past and would appreciate the opportunity for them to undertake this project. Kevin Kemp from DLK spoke. He stated that he understands this site as a transitional site and has presented to schemes for consideration. One scheme has 18 townhomes of 3,000-3,600 square feet with private back yards and detached two-car garages. He stated their elevation focuses on some irregularity to break up the monotony that is common in these types of developments. He said the price range would probably be between $605,000 and $729,000. He also has a second scheme available whereby there would be 31 row homes of 1800-3000 square feet with two to four bedrooms and would include a drive aisle behind the building. He stated these units would have a broader price range of $269,000 to $595,000 and would be complete by December of 2006. He stated that scheme one would have a setback from Central of approximately 40 feet, two-car garages and no guest parking. Scheme two has different size units and smaller garage sizes. He stated scheme two has a balcony above the garage behind the units and a finished basement. He stated the sale price is offered at $1.35 million and is not asking for any TIF assistance and anticipates the Village would complete the Streetscape work as they have undertaken in other areas of the downtown. Norwood Builders Bruce Adreani spoke on their behalf. He stated they can do this project without economic incentives and feels this is a transition area from the commercial and institutional buildings to single-family homes. Andrew Coglin of OKW Architectural provided an overview of the elevations. He stated they wanted to create a unique site with 14 units of approximately 3,000 square feet per unit in two groupings of seven units each. He stated their setback from Central would be 50 feet and a setback from Emerson of 15 feet. He stated there would be a patio in the backyard along with a small sun porch area and the price range would start at approximately $550,000 and would include many luxury items in the unit. Their offer of $1.05 million which equates to $75,000 per unit is tendered for consideration and depending on the desire of the Village Board, additional units could be added, therefore, the price could increase accordingly. There was also an option for a two-car garage and units are screened with landscaping not fences. The attic can be usable and the basement is available to be finished. v. VILLAGE MANAGER'S REPORT Village Manager Janonis stated there is no meeting on November 30 and that the weekend of December 3 and 4 include many Holiday events in the community and would invite people to participate in those activities. 3 VI. ANY OTHER BUSINESS John Korn, 301 North William, spoke. He wanted to remind people that the loose leaf pick-up has ended and leaves must be bagged now prior to the snowfall otherwise neighbors will burden others with leaves which they may not anticipate. Bill Reddy, 105 North Elm, spoke. He stated he has participated in the Ad Hoc Committee discussions in the past and would support the Norwood proposal and felt that the price point they are recommending along with the community project provides a good, open feel for the area. CLOSED SESSION The meeting adjourned into Closed Session to discuss Property Acquisition and Property Disposal at 10:06 p.m. IX. ADJOURNMENT The meeting returned to open session at 11 :21 p.m. and immediately adjourned at 11 :22 p.m. since there was no other business.
