THE BICYCLE HELMET SAFETY YOUTH VIEW TAPING IS SCHEDULED FOR TUESDAY, JUNE 28,2005 AT 7:00 P.M. A/A PATTI WALPOLE TO CONTACT INDIAN GROVE SCHOOL AND INVITE MS. WEISS AND HER STUDENTS TO PARTICIPATE IN THE YOUTH VIEW PROGRAM. SECRETARY CINDY RUMORE TO CONTACT MR. NORBERT BUDDE AND INVITE THE CHICAGOLAND BICYCLE FEDERATION TO PARTICIPATE IN THE DISCUSSION. THE YOUTH VIEW TAPING WITH MAYOR IRVANA WILKS TO BE SCHEDULED AT A LATER DATE. BICYCLE HELMET COMMITTEE - ANDREW STEINWEG - ALYSSA HILLMAN - NICOLE LOGISZ - JUSTYNA MILEWSKI, DEREK STEINWEG A/A DAVID SCHEIN REPORTED BRENT BUSSE MADE THE PRESENTATION TO THE VILLAGE BOARD TUESDAY, MAY 17,2005 ON THE YOUTH COMMISSION'S RECOMMENDATIONS FOR THE BICYCLE HELMET SAFETY ISSUE; FOR AN INCENTIVE PROGRAM AND FURTHER EDUCA TION PROGRAMS IN THE COMMUNITY. MEMBERS DISCUSSED IMPLEMENTING AN EDUCATION PROGRAM THROUGH THE LOCAL SCHOOLS. SUGGESTIONS OF EDUCATION THROUGH THE CRIME PREVENTION UNIT OFFICER FRIENDLY PROGRAM, BICYCLE HELMET INFORMATION PACKETS TO BE DISTRIBUTED TO SCHOOLS, AND/OR INFORMATION THROUGH MORNING ANNOUNCEMENTS. JUSTYNA MILEWSKI CONTACTED THE MOUNT PROSPECT PUBLIC LIBRARY REGARDING THE A V AILABILITY OF THEIR DISPLAY CASES FOR A BICYCLE HELMET DISPLAY. ALL CASES ARE FILLED THROUGH THE END OF THE YEAR AND ARE AVAILABLE ON A LOTTERY BASIS. THE DISPLAY CASE LOTTERY TAKES PLACE IN NOVEMBER FOR THE FOLLOWING YEAR. Lisa Angell Phone: 847/818-5328 Fax: 847/818-5329 www.mountprospect.org MINUTES COMMUNITY RELATIONS COMMISSION Community Center, Village Hall Thursday, July 7,2005 7:00 p.m. The Community Relations Commission (CRC) of the Village of Mount Prospect met Thursday, July 7, 2005 in the Village Hall of Mount Prospect, Illinois, 50 South Emerson Street. CALL TO ORDER Chairperson Tolbert called the meeting to order at 7: 03 p.m. [Mayor Wilks informed the meeting attendees that acting Chairperson Tolbert was appointed Chairperson of the Community Relations Commission at the July 5, 2005 Village Board meeting. The meeting attendees congratulated Chairman Tolbert on his appointment. Mayor Wilks also stated that with the resignation of Commissioner Schultz there are now two vacancies on the Commission. She indicated appointments to replace Mr. Brennan and Ms. Schultz will be pursued.] ROLL CALL Present: Chairperson Tolbert Commissioner Parikh Absent: Commissioner Muench Also in attendance: Maria Hernandez, Principal John Jay School Mayor Irvana Wilks Chief of Police Rich Eddington Joanne Fulkerson, Baird & Warner Lisa Angell, Staff Liaison APPROVAL OF MINUTES The June 2, 2005 meeting minutes were unanimously approved as written. The June 15, 2005 meeting minutes were unanimously approved as written. NEW BUSINESS No new business was brought forward for discussion. OLD BUSINESS · Music Makes a Difference Joanne Fulkerson presented the flyer Baird & Warner will be using to promote the Music Makes a Difference project. Maria Hernandez also presented a draft of the Music Makes a Difference brochure. Ms. Fulkerson and Ms. Hernandez received positive feedback on their respective public information documents. Only minor revisions/additions to the documents were suggested; adding the Lions Club name to the Baird & Warner flyer and using the full spelling of Mount [Prospect] rather than the Mt. abbreviation. At the suggestion of Mayor Wilks the staff liaison will obtain direction from the Village attorney on the following items: 1. Acceptable language to be in the flyer/brochure indicating the donation may be tax deductible. 2. If private schools with a need can receive donated instruments; need acceptable verbiage for the flyer/brochure. Chairperson Tolbert stated he would take copies of the brochure to the Noon Rotary dinner meeting he will be attending in July; he is swearing in the incoming PresidenfHe will also take it to next meeting of the Sunrise Notary Club of which he is a member. Commissioner Parikh suggested the project be posted on the Civic Event sign. The staff liaison stated she would see that the information was placed on the sign. In recognition of the October 22, 2005 Make a Difference Day, the Music Makes a Difference project will be celebrated with a musical performance by students from schools participating in the project. Individuals donating instruments will receive a written invitation to attend. [A master list of individuals donating instruments will be compiled from the donation receipt form.] · Police Recruitment Report Chairperson Tolbert thanked Chief Eddington for the Mount Prospect Police Recruitment report. He and Commissioner Parikh commented on the comprehensive information and how beneficial the summary is to the department and community. · Community Development Block Grant (CDBG) The staff liaison stated she would not be at the August 4, 2005 meeting. Clare Sloan, Neighborhood Planner will review the CDBG applications with the Commission. The Public Hearing is scheduled for August 24th, applicants will present their requests at that time. The Commission will make their recommendations for 2006 CDBG funds at the September 1, 2005 meeting. REPORTS rCommission/Staffl · Suburban Mosaic Book of the Year Chairperson Tolbert announced the book selections for this year. Kite Runner High School and older The Watsons qO to Birminqham Grades 5 - 8 Baseball Saved Us Grades 2 - 4 Marqaret and Marqarita Preschool - Grade 1 Mayor Wilks stated she had read the Kite Runner, and thought it was a wonderful book. She encouraged the meeting attendees to read the book, and join her in discussing the book over lunch. Chairperson Tolbert will continue to be the Village's representative on this Committee; the next meeting is scheduled for September 14, 2005. · Family Issues Committee Family Issues Committee meetings are suspended during the summer months; meetings will resume in September 2005. · Cultural Events Commissioner Parikh stated there was no new activity in this area. However, he did suggest an invitation to the August 4, 2005 meeting be extended to Fred Steinmiller, Mount Prospect Lions Club. The staff liaison stated she worked with Mr. Steinmiller and would be able to extend the Commission's invitation. OTHER Commissioner Parikh asked Mayor Wilks if the Village could recognize John Brennan with a plaque noting his contributions to the Commission. Chairperson Tolbert also expressed his support for recognizing Mr. Brennan. Mayor Wilks voiced her support of such recognition as she believes the residents who serve on the Boards/Commissions are well-deserving of the Village's gratitude for their time and commitment. ADJOURNMENT The next regular meeting was scheduled for Thursday, July 7 2005 at 7:00 p.m., Village Hall, 50 South Emerson. There being no further business the meeting was adjourned at 8:55 pm. Village Hall Community Center The meeting was convened at 9:03 a.m. Those present were Mayor Irvana Wilks, and Trustees Tim Corcoran and Michaele Skowron. Representing the Village were Assistant Village Manager Dave Strahl and Human Services Director Nancy Morgan. Residents in Attendance Margaret Wood 619 N . Forest Carol Tortorello 223 S. Busse Margaret Wood, 619 N. Forest, had three concerns. I) The condition of Kensington Rd. Trustee Corcoran replied that this is a State road and the State will not repair it unless the Village agrees to maintain it from the point the road is reconstructed. However, the Village will receive no State funds for future this maintenance responsibility. 2) Emerson St, in front of Village Hall, is too narrow, and the Library parking is dark. Mr. Strahl replied that the road was narrowed on purpose to slow down traffic, however when the row homes are built the center-line of the road will shift east to widen the road. The Library will be notified that about the lighting concern. 3) High School students speeding around the school area. Trustee Skowron replied that by the end of the year, the Village will begin a Traffic Control study that will incorporate phases that will review speed limits, traffic control signs and traffic calming devices. Also, the unique circumstances of a neighborhood, such as pools, churches, schools will be taken into consideration. Carol Tortorello, 223 S. Elmhurst, raised a concern involving a dead tree on private property on the corner of Candota and Lincoln. Mr. Strahl will report this to Public Works. Katy and Bert Hanson, 103 Eastwood Ave. and Jean Skrzynski 100 N. Elmhurst Ave. voiced concerns about their neighbor's evening spray painting, partying and general harassment. She called 911 on July 4 to report that her neighbors had dumped many empty beer bottles in her yard. Officer Nowak was very helpful, and after speaking to the neighbors told Mrs. Hanson that they were doing these things simply to aggravate her. She also brought in a sample of a foamy, oily liquid that was on her tomato plants and complained of the ugly paint on the fence. Mayor Wilks said that she was proud that Mrs. Hanson called 911 and encouraged her to again call so a record could be made. Mr. Strahl made arrangements with Police Chief Eddington for a police representative to meet at her home after the meeting and discuss clean up, etc. with the neighbors. Lee Williams, 70 N. Albert St. summarized the history of his neighbor's installation of a new roof without a permit three years ago. Since then, very little water is shed from her gutters and his gutters are overflowing. Last August, he replaced his roof with a permit, but the Village has never signed off on it because when the inspector came to the address, he did not bring a ladder. Because of the huge amount of water running through his gutters during this past rain deluge on 7/4/05, the gutter ripped off his home. Mr. Williams spoke to Mr. Cooney on Tuesday, 7/5/05 requesting the inspection of his new roof before he repaired his gutter. Mr. Cooney assured him this would happen this week, however, there has been no inspection. A question was raised if the neighbor's roof was properly pitched and if it ever passed the ,- -';!-{~lii/ inspection. After further discussion, Mr. Strahl said he would discuss this with Mr. Cooney, but also added that a perm it was not needed to repair a gutter. David Schein, 512 Na Wa Ta, brought to the officials' attention that the property behind the Chicago Title building is being used by AJ. Maggio as a dumping site and that there are survey stakes in the ground. After a short discussion, Mr. Strahl said he would discuss this with Mr. Roels. Also, the Web page discusses watering the parkway trees, but does not state on the even/odd days. Mr. Strahl said the changes would be made. Ken Ahlgren, 634 S. Edward, raised a concern about children playing in Weller Creek. They play in the water in their swimming suits, crossover the water on debris placed in the creek bottom, use it as a potty and there is drinking going on down there. After a discussion about the physical and potential disease dangers of this practice, Mayor Wilks asked Mr. Strahl to work with the Park District in providing port- a-potties and to post informational signs about the condition of the water.
