CONSTRUCTION RECOMMENDATION - $214,587.00
ENGINEERING INSPECTION RECOMMENDATION - $14,490.00
Background
For the past few years, the Village has invested in the rehabilitation of bridges under our jurisdiction.
Some bridges have required minor maintenance work such as the bridges along Burning Bush Lane,
Feehanville Drive, Business Center Drive and Wolf Road. Two bridges, William Street and See-Gwun
Avenue, have recently had major work done to them. This year, the rehabilitation project includes work
to the Lincoln Street Bridge.
The project will involve deck, abutment wall and beam repairs, concrete rail replacement and channel
stabilization. No other bridges are included in this year's program. Also included in the project is the
replacement of the water main adjacent to the bridge. This section of water main has experienced several
breaks over the years and now would be an appropriate opportunity to replace the deteriorated pipe.
Funding for this project has been allocated in the Bridge Account using Motor Fuel Tax (MFT) funds as
well as the Water Main Improvement Account. The work is expected to begin after the 4th of July
weekend and be completed by the end of August.
Bids Results
At 10:00 a.m. on June 6th, sealed bids were publicly opened and read aloud for the 2005 Bridge
Rehabilitation Project. A Notice to Bidders was published in the lOOT Bulletin and local newspaper and
several local contractors were sent invitations to bid on the project.
Three contractors submitted bids. A low bid of $214,587.00 was received from Martam Construction of
Elgin, Illinois and a high bid of $376,866.00 from Albin Carlson & Company of Melrose Park, Illinois.
The engineer's estimate for the project was $210,583.50.
All bidders submitted bid bonds in the amount of 5% of their total bids as required by the contract
documents. All bids were checked for their accuracy. There were no errors. All bidders correctly signed
their bids and bid bonds. Below is a summary of the bids.

Discussion
The low bidder, Martam Construction, was the contractor for the 2003 Bridge Rehabilitation Project and
they have also performed streetscape and pond dredging projects for the Village. Their workmanship has
been acceptable.
Engineering Inspection Services
Ciorba Group, Inc. of Chicago, Illinois was requested by the Village to submit a proposal to provide
inspection services throughout this project. They are the designer of the project as well as the previous
bridge rehabilitation projects. They have also been the Village's consultant on various street lighting and
pond dredging projects.
Ciorba Group's quote to provide inspection services for this project is $14,490.00. Based on the scope of
the project, it is Staffs opinion that the quote is acceptable.
Recommendation
It is Staffs recommendation that the low bidder, Martam Construction, be awarded the construction
contract for the 2005 Bridge Rehabilitation Project in the amount not to exceed $214,587.00. This
approval would be contingent upon acceptance by mOT.
It is also Staffs recommendation that Ciorba Group, Inc. be awarded a contract for construction
engineering services in the amount not to exceed $14,490.00. This approval, too, would be contingent
upon acceptance by IDOT.
Funding for this project is available in the 2005 Budget. Please include this item on the June 21 st Village
Board Meeting Agenda.

SUBJECT: SUBURBAN PURCHASING COOPERATIVE FUEL BID CONTRACT
EXTENSION- CONTRACT AMOUNT NOT TO EXCEED $113,900.48 FOR 2005
Backaround
In 2003, the Village accepted the Northwest Municipal Conference (NWMC)/Suburban
Purchasing Cooperative (SPC) fuel contract extension with Texor Petroleum Company,
Riverside, Illinois. The current contract extension was in effect until June 5, 2005.
Bid Award
On June 8, 2005, we were notified by the NWMC (see notice attached) that the SPC fuel bid
contract with Texor Petroleum Company, Riverside, Illinois, was extended for one year with all
terms remaining the same as the original bid. The cost of fuel per gallon will vary according to
market conditions, as reflected in the Oil Price Information Service (OPIS) data sheets. Texor
Petroleum's bid was for $0.070 over the OPIS low cost of fuel for both #2 diesel and unleaded
gasoline. The provision to extend the contract an additional three years, one year at a time was
included in the 2003 bid. The 2005/2006 extension is the second with one remaining.
Discussion
The NWMC/SPC fuel bid award is in effect from June 6, 2005 to June 5, 2006.
Texor Petroleum Company has been our supplier of fuel for the past eight years and has
performed well.
Recommendation
It is my recommendation that the Village Board waive the bidding process and accept the
NWMC/SPC fuel contract extension and execute a new 2005/2006 fuel contract with Texor
Petroleum Company, Riverside, Illinois, to be in effect from June 18, 2005 to June 5, 2006.
Funds for this proposed contract are available in the current 2005 budget and will be in the
proposed 2006 budget. .

Remaining funds available for the 2005 budget year in the Fire Department Vehicle
Maintenance Fuel Account #0014206-570635 is $15,997.89 on page 190 and in the Public
Works Vehicle Maintenance Fuel Account #6605702-570635 is $97,902.59 on page 2q9.
This budget year the average cost of unleaded is $1.7669 per gallon and the average cost of
diesel fuel is $1.7622 per gallon. If the cost of fuel continues at these cost averages, we will be
over the 2005 budget amount by an estimated $21,000.00.
We are also monitoring the Illinois House Bill HB112, which would require the Village to
purchase biodiesel (a blend of diesel fuel and 2% soy oil). The bill was passed in the house and
is waiting for the Governor's signature. This would require the Village to begin purchasing July
1, 2006 and the cost of biodiesel fuel would cost about ten to twenty cents per gallon more.

Subject: 2005-2006 Diesel/Gasoline / Ethanol Fuel Program
On behalf of the Suburban Purchasing Cooperative (SPC), the NWMC Program Services Committee
has approved a one-year contract extension with Texor Petroleum Company. This contract was
originally bid and awarded in June of2003.
The one year contract extension began on June 6, 2005 and will end on June 5, 2006. The SPC reserves
the right to extend this contract for 1 additional one year period under the same terms and conditions of
the original contract.
With this program participants will pay the OPIS (Oil Pricing Information Service) price for the day of
delivery, plus applicable taxes, and profit margin. The savings vary depending on the performance of
the OPIS index. All billing is handled through the vendor.
NWMC staff has been monitoring House Bill #J J 2, which would mandate the use of biodiesel fuel in
any diesel powered vehicle owned or operated by units of local government. Please review the
attached memo which outlines the legislation that is set to become law.
Please note that Texor also has bio-diesel and E-85 gasoline available for an additional $30 delivery fee
which covers the charge to pick up the soy oil to blend into the bio-diesel fuel.
