WILKS ANn BdARDOFTRLJSTEES FROM: VILLAGE MANAGER DATE: JUNE 15,2005 SUBJECT: SPICE RACK GOURMET KITCHEN SUITES 1776 WEST GOLF ROAD REQUEST CREATION OF A CLASS K LIQUOR LICENSE On Thursday, June 2, 2005, the Village Manager met with Mr. Robert Thomas, principal owner of Spice Rack Gourmet Kitchen Suites, Inc., to discuss his request for a Class K Liquor License. The Class K designation provides for the sale of alcoholic beverages in conjunction with a self-service kitchen facility. The Class K classification was recently created to accommodate this type of operation. Mr. Thomas explained a unique concept that would provide gourmet self-service kitchen facilities along with dinner seating that could be rented by individuals or businesses for the purpose of entertaining family guests or clients in an informal setting. Actual cooking services could be provided by the renter, a caterer or contracted chef. The kitchen would provide an ala carte menu of services including liquor sales, wait staff and set-up/clean-up services. Liquor would only be dispensed in conjunction with a full meal and be limited to only invited guests - no walk-in traffic would be allowed. All liquor servers would be Basset trained. The Village Manager discussed with Mr. Thomas the Village's particular sensitivities to the sale of alcohol to minors and over service to intoxicated persons. The Manager also discussed the Village's Fight Ordinance requirements. Mr. Thomas indicated he understood the requirements of the Village and would ensure that all those employed at the establishment were aware of same. The petitioner has submitted an application along with fees and most documentation with the required background check. Should the Board consider the request favorably, an Ordinance would need to be adopted creating a Class K Liquor License. Assuming approval, the License would be issued once remaining documentation has been received. MEJ/rcc ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 13 OF THE VILLAGE CODE OF MOUNT PROSPECT BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF MOUNT PROSPECT, COOK COUNTY, ILLINOIS: SECTION ONE: That in accordance with Subsection A of Section 13.108 of Chapter 13 of the Village Code of Mount Prospect, as amended, the Corporate Authorities shall determine the number of Liquor Licenses available in each Classification and shall establish a list specifying the number of Liquor Licenses authorized. Said list is hereby amended by increasing the number of Class K Liquor Licenses by One (1) Spice Rack Gourmet Kitchen Suites, 1776 West Golf Road. Said list is as follows: Zero (0) Two (2) Ten (10) One (1) One (1 ) One (1) Zero (0) One (1) Zero (0) Zero (0) Two (2) Eighteen (18) Sixteen (16) One (1) One (1) Seven (7) Zero (0) Class A License Class B Licenses Class C Licenses Class D License Class E License Class G License Class H License Class K License Class M License Class MH License Class P Licenses Class R Licenses Class S Licenses Class T License Class V License Class W Licenses Class XX License (with conditions as attached to License) SECTION TWO: That this Ordinance shall be in full force and effect from and after its passage, approval and publication in pamphlet form in the manner provided by law. WILKS AND BOARD OF TRUSTEES FROM: VILLAGE MANAGER DATE: JUNE 15,2005 SUBJECT: CHANGE OF OWNERSHIP REQUEST VITA MIA ITALIAN RESTAURANT 1724 WEST GOLF ROAD On Tuesday, June 7, 2005, the Village Manager met with Salvatore and Francesca Rinella regarding their request to continue operation of Vita Mia Italian Restaurant under the existing Class S Liquor License. The Class S designation provides for full service alcohol at a restaurant with a separate lounge facility. Vita Mia is currently operating through the current License holder and the sale of the restaurant business is contingent upon Village Board approval of a change in ownership of the existing Liquor License. Mr. Rinella indicates he will serve as the full-time Manager of the establishment, while his wife, Francesca, will handle the books. Sebastiano Alfano, a shareholder in the corporation and Mount Prospect resident, will be the head chef. Mr. Rinella indicates he anticipates the existing wait and support staff will remain with the restaurant. Mr. Rinella indicated that no renovations are planned and the same Italian menu will be utilized along with the introduction of "Chef's specials." Lunch and dinner will be served Monday through Saturday. Sundays are closed except for private parties. Mr. Rinella previously operated a deli in Bensenville. The deli operation did not include the sale of alcohol. The Village Manager discussed at length with Mr. and Mrs. Rinella the Village's particular sensitivity to the sale of alcohol to minors as well as over service to intoxicated persons. The Manager also discussed the Village's Fight Ordinance requirements. Mr. Rinella indicated he understood the requirements of the Village and would ensure that all those employed at the establishments were aware of same. The petitioner has submitted an application along with fees and most documentation along with the required background check. Since the Rinellas have no previous experience with the sale and dispensing of alcohol, the Village Manager recommends that Mr. Rinella complete a certified liquor servers' course as a requirement for approving the change in ownership. Should the Village Board consider the request favorably, a Motion to approve the change of ownership would be in order.
