PROCLAMA TION
"NATIONAL FLAG DAY"
JUNE 14, 2005
WHEREAS, by Act of Congress of the United States dated June 14, 1777, thejirst
official Flag of the United States was adopted; and
WHEREAS, by Act of Congress dated August 3, 1949, June 14 of each year was
designated "NATIONAL FLAG DAY"; and
WHEREAS, Congress has requested the President to issue annually a proclamation
designating the week in which June 14 occurs as "NA TIONAL FLA G WEEK "; and
WHEREAS, on December 8, 1982, the National Flag Day Foundation was chartered
to conduct educational programs and to encourage all Americans to PAUSE FOR
THE PLEDGE OF ALLEGIANCE as part of the celebration of National Flag Day
throughout the nation; and
WHEREAS, Flag Day celebrates our nation's symbol of unity, a democracy in a
republic, and stands for our country's devotion to freedom, and to equal rights for
all.
NOW, THEREFORE, L Irvana K. Wilks, Mayor of the Village of Mount Prospect,
do hereby proclaim Tuesday, June 14, 2005 as
"NATIONAL FLAG DAY"
in the Village of Mount Prospect and I urge all citizens of Illinois to join fellow
citizens across this nation as they pause at 6:00 p.m. Central Standard Time on
June 14, for the 26th annual NATIONAL PAUSE FOR THE PLEDGE OF
ALLEGIANCE TO THE FLA G, and join all Americans in reciting the Pledge of
Allegiance to the Flag of the United States of America.

SUBJECT: NEW LIQUOR LICENSE CLASSIFICATION
Attached please find a letter to Buzz Hill which describes--a new dining concept that has
some interesting possibilities. I believe the letter is self-explanatory so I won't embellish
on it. If the Village Board is interested in seeing the proposal to fruition, it would require
the creation of a new License classification.

Please find attached an application for a Village of Mount Prospect Liquor License for Spice Rack
Gounnet Kitchen Suites Inc.
I would like to give you and the Village Board some background on the business and how we
plan to manage the Sare and serving of alcoholic beverages at Spice Rack Gounnet Kitchen
Suites.
Spice Rack Gourmet Kitchen Suites Inc. is an Illinois US" Corporation with myself and my wife
Kelly as principle shareholders. Our business will be located in the Mount Prospect Commons
shopping center at 1 n6 West Golf rd. We have leased 3800 sqft. of retail space, which is
presently being converted into two kitchen suites capable of accommodating 60 guests each.
Each suite will have a fully equipped kitchen to allow guests to prepare and serve f09d for
them selves or employ the services a private chef or catering company. Folding chairs and
tables will also be provided and will be configured to meet each parties needs.
Spice Rack Gourmet Kitchen Suites is designed to cater to families and small corporate clients
who need a.facllity to host small to medium sized private parties from 20 -120 guests. The
facility design theme is warm and inviting with soft earth tones comfortable fumishings.
The two kitchen suites will be rented to consumers and business on a daily rate basis, with
rates ranging from $249 - $599 per day.
We plan to offer a banquet hall style full bar service to those customers who make this request.
Liquor service will be provided in 1 to 5 hour packages as is coinmon for most banquet halls.
Hours of operation are scheduled to be 9:00 AM - Midnight Sunday - Thursday and 9:00AM
- 1:00 AM Friday and Saturday.
Spice Rack Gourmet Kitchen Suites Inc. will employ only BAS.S.E.T. certified bar tenders
who will be supervised at all times by a facility manager that is employed by Spice Rack
Gounnet Kitchen Suites Inc.
Spice Rack Gounnet Kitchen Suites Inc. will obtain the required $1,000,000 of Dram Shop
Insurance prior to receiving a liquor license from the village.
I have enclosed two checks: 1. $2500.00 for class ?? Liquor license.

ORDINANCE NO.
AN ORDINANCE AMENDING CHAPTER 13
ENTITLED "ALCOHOLIC LIQUORS"
OF THE VILLAGE CODE OF MOUNT PROSPECT, ILUNOIS
BE IT ORDAINED BY THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF MOUNT PROSPECT, COoK COUNT't',ILUNOIS:
SECTION 1: Section 13.101 entitled "Definitions" of Chapter 13 entitled
"Alcoholic Liquors" of the Mount Prospect Village Code shall be amended by
adding a new definition of "Self Service Kitchen" to be inserted between "Retail
Sale" and "Spirits" in Section 13.101 which shall be and read as follows:
SELF SERVICE KITCHEN: A place at which kitchen and dining
facilities are (1) available for rental by the public on a daily basis;
and (2) used for food service and preparation by the renter.
SECTION 2: A new paragraph h(1) entitled "Class K, self service kitchen
license" shall be added to Section 13.107 entitled "Licenses and Permits" of
Chapter 13 entitled "Alcoholic Liquors" of the Mount Prospect Village Code which
said new paragraph h(1) shall be and read as follows:
h(1). Class K, self service kitchen license, for issuance to the
operation of a self service kitchen facility where alcoholic
beverages are to be served with a full meal, on the premises only,
during the day of the rental of the facility. Only invited guests of the
renter may be served alcoholic beverages. Such alcoholic
beverages may be consumed only when dispensed from a bar by
an employee of the licensee or served at tables by an employee of
the licensee. Only alcoholic beverages purchased by the licensee
may be consumed at a premises holding a Class K license.
SECTION 3: That this Ordinance shall be in full force and effect from
and after its passage, approval and publication in pamphlet form in the manner
provided by law.
